Expression of Interest for a greenfield site

for the establishment of a Mainland curriculum school

IMPORTANT: Please read the “Note to respondents” carefully before completing this form. The deadline for submitting the reply form is 30 September 2021. Please return this form on or before the deadline by email (email address: [email protected]) by 5:00 p.m. (Hong Kong Time) on 30 September 2021, or by post (6/F, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong). For reply form submitted by post, the date on the postmark should not be later than the deadline. Late or incomplete reply forms will not be accepted. On behalf of our organisation, I/we hereby express interest for allocation of the greenfield site in Tin Shui Wai for the establishment of a Mainland curriculum school.

(a) Scholarship

 I/We undertake to set aside not less than 10% of the annual total school fee income of the proposed school for providing scholarship and/or other financial assistance to deserving students.

(b) Opening up of school premises and facilities

 I/We undertake to make available buildings and facilities of the school premises when required to the Government and to the community for educational, community or other activities, provided that this would not compromise the day-to-day operation of the proposed school and safety of students.

(12) Confirmation of understanding

(a) I/We understand that expression of interest through this exercise is non- binding by nature. It does not constitute an offer or the basis of an offer to any party for the allocation of the greenfield site, nor does it create any legal obligations on the Government of Hong Kong Special Administrative Region (HKSAR). It does not prejudice any future scrutiny by the HKSAR Government or its advisory bodies and does not oblige the HKSAR Government to any course of action including whether or not to approve any allocation irrespective of the number of applications received.

Nothing in this exercise shall oblige HKSAR Government to allocate or grant the greenfield site to any party. I/We agree that the HKSAR Government shall not in any event incur any liability, financial or otherwise, towards any party for any reason in relation to any expression of interest, including –

(i) any delay in allocating / granting and handing over the greenfield site, or for not proceeding with or withdrawing the allocation or grant of the greenfield site at any time; or

(ii) any costs or effort incurred in consideration of this invitation for expression of interest or in preparing any proposal related thereto; or (iii) the accuracy or completeness of any information provided, whether

written or oral, concerning the greenfield site.

(b) I/We understand that some aspects of this invitation may require clarification, amplification or correction. The HKSAR Government reserves the right without prior consultation or notice, to modify, amend or revise any information in this invitation and to issue addenda to such effects at any time. Any addenda, amendments, written communications, questions and answers, additional information or changes to the invitation will be notified by fax or by e-mail.

(c) I/We understand that all the information I/we provide to the Government in connection with our application under this expression of interest exercise will be used for processing this expression of interest exercise and any subsequent allocation exercise(s) only. The information may be disclosed to any other Government bureaux / departments / officers or any other third party responsible for this allocation exercise as the Government shall consider appropriate.
