摘要: 不久前台中縣一所托兒所發生了一個幼童在娃娃車內悶斃的慘劇,讓我們痛心的回 憶,在去年五月間台中市一所托兒所同樣發生幼童悶斃的慘劇,事隔不久這件轟動 了整個社會的慘痛教訓又再重演,都無法喚起托兒保育人員的重視。我們肯定的說:

這是托育工作人員缺乏道德良知,以見利忘義的商業行為經營托兒所,疏忽了自己 的教保專業責任及專業倫理。

本文將以托育工作人員,對專業倫理實踐的認知詳加分析,俾供參考。人人皆知影響 托育工作成功的因素很多,包括人員、環境、經費及制度等項,但不可否認「人」的因 素影響最大,因此托兒保育人員的良窳,關係著托育工作的成敗是不爭的事實。

本文首先談到倫理的起源,專業倫理的內涵,兒童福利托兒保育人員的資格、職責、

修養及生涯規劃,並闡明托兒服務工作的重要意義及專業倫理責任。

一、兒童福利保育人員的資格,是優質保育人員的基本條件。

二、兒童福利保育人員應有的職責、修養、生涯規劃及倫理服務觀念等,都是托育工 作人員應有的認知。幼兒是國家未來的主人翁,幼兒教育是一切教育的基礎,有健全 的國民始有強盛的國家,健全的下一代孕育著國家社會美好的前程,因此加強托育 工作的監督管理與輔導協助,培育優質托育工作人員的專業倫理責任為當務之急。

Because of the neglect of preschool teachers, two children were left alone in

school vehicle and later died by choking off. It seems that these two cases didn’t attract the preschool staff a long-term attention. However, one of the conclusions could be drawn from these cases was that the preschool staff should have full responsibility for such tragedies, by which a lack of professional ethics.

In this article, the author will analyze the recognition of profession ethics in preschool education domain in order to provide suggestions.

Generally, there are many factors regarding a successful preschool education program, such as those of personnel, environment, budget, and educational system. Among them, the factor of「personnel」seems to be overwhelming important. The quality of personnel is of great concern to the whole educational system, including that of preschool education.

The article begins at the origins of ethics, and then its content. Finally, the qualification, duties, nurture, and career planning are followed. Two

conclusions are: 1. The qualification of Children welfare workers is the basis of god children nursing staff.

2. The regarding duties, nurture, career planning, and professional ethics form the scope and content as a necessary cognition of children nursing staff.

Children are the basis of a great country, and preschool education is the basis of all educational system. Moreover, good citizens build a strong country. Therefore, reinforcement of supervision and guidance to all preschool institutions is of the same importance as to cultivate their professional ethics.
