摘要: 為了解 921 地震災後，政府的相關觀光產業重建政策，是否有助於災區重創之觀光 產業的永續發展，本研究特別選擇從重要性一直受到忽視的政策執行之分析角度，
來探討災後各主要重建政策的永續性內涵。本研究並根據觀光產業重建之主要課題、
永續重建之政策涵義以及永續觀光之理論內容，建構一個包括政策內容指標與政策 體制指標兩部分的永續性指標架構。前者用以描述重建政策內容在環境、經濟與社會 之永續性價值上是否有改善；後者用以描述重建政策體制之在地自主性、政策整合性 與政策創新性等永續特質是否有增進，以同時釐清重建政策之決策內容與行動機制 的永續性進展狀況。繼而，藉由對相關政策資料分析、田野觀察與深入訪談，對災區 觀光產業重建政策進行全區性的宏觀理解。結果發現政府相關觀光產業重建政策的永 續性表現好壞不一，在產業網絡與產業資源的重建上相對較具永續性，但在地方治 理、政策整合與政策創新等體制重建上則表現不佳。最後，本研究並對此研究結果做 出相關的分析解釋與政策建議。
This study analyses sustainability performance of some of the Post-921- Disaster reconstruction policies, especially when viewed from the perspective of policy implementation. We develop an descriptive
framework of sustainability indicators, taking into account main issues of tourism reconstruction, relevant aspects of sustainability, and theories of sustainable tourism. The framework consists of two components:
sustainability indicators of policy substance, and of policy decision- making institutions. The former describes the situation of environmental, economic and social sustainability of the reconstruction-relevant
policies; the latter describes the sustainability properties of local empowerment, policy integration and innovation of policy apparatus.
Furthermore, the study makes a macro-analysis of the region-wide reconstruction. Generally speaking, the sustainability performance of the relevant policies, as described by our indicator system, is highly mixed with relatively better results in the areas of industrial networking as well as redevelopment of sightseeing resources and poorer results in local self-governance, policy coordination and innovation. Finally, we analyze the causes of these results and provide several policy suggestions in accordance with findings of the study.
