「2016 全國高中英語辯論比賽」實施計畫

一. 目的

(一) 透過英語辯論比賽,深化學生英語表達及邏輯思辨能力,培養國際溝通長才。

(二) 辦理全國英語辯論比賽,提供北中南各地師生校際交流與各校學生英語辯論 觀摩機會。

二. 辦理單位

(一) 指導單位:教育部國民及學前教育署。

(二) 主辦單位:國立臺灣師範大學英語學系。

(三) 承辦學校:國立中科實驗高級中學。

三. 參加對象

(一) 北中南三區區域性英語辯論賽事獲勝隊伍。

(二) 參賽隊伍最多共十二隊,每隊辯士三人、備取二人,由各校指導老師就正取 的三名辯士,自行決定正、反方之辯士組合及出場順序,辯士姓名須於4月27 日(三)下午17時前確認,各輪辯士順序最遲須於5月23日(一)下午17時前 回傳順序確認表,確認後即不得更改。

(三) 參賽隊伍不足十二隊時,北中南三區區域賽事承辦學校可多出一隊參賽。

(四) 每校參賽指導教師一位以上,各參賽學校至少派出一位英文教師擔任儲備評 審。

四. 辯題:Resolved: That the Taiwanese government should abolish the death penalty.

五. 報名時間及方式:即日起至4月27日(三)下午17時止,參賽選手姓名一經確認不 得更改。將報名表傳真至教務處設備組林正美小姐收((04)2568-7570)。請於傳真 後與教務處或圖書館以電話確認((04)2568-6850#1250林正美小姐或(04)2568- 6850#1700施勇廷教師)。

六. 比賽時間及地點

時間:105年5月28日(六)上午9時開始。

地點:國立中科實驗高級中學(428台中市大雅區平和路227號)。

「2016 全國高中英語辯論比賽」比賽規則

一. 辯題

Resolved: That the Taiwanese government should abolish the death penalty.

二. 比賽規則說明

(一) 比賽地點:國立中科實驗高級中學。

(二) 比賽時間:105年5月28日(六)上午9時開始報到、9時30分賽前說明 、 10時開始比賽,遲到之隊伍視為棄權。

(三) 本辯論比賽採以下方式:每場比賽由正方一隊,反方一隊參加,每隊 三人,時間三十五分鐘,兩方依申論先後順序,分為正方一辯、二辯、

交叉質詢與反方一辯、二辯、交叉質詢,六位辯士上台順序與辯論時間 如下:

1. 正方一辯申論四分鐘

2. 正方一辯接受反方二辯交叉質詢二分鐘

3. 反方一辯申論四分鐘

4. 反方一辯接受正方一辯交叉質詢二分鐘

5. 正方二辯申論四分鐘

6. 正方二辯接受反方一辯交叉質詢二分鐘

7. 反方二辯申論四分鐘

8. 反方二辯接受正方二辯交叉質詢二分鐘

9. 準備時間五分鐘

10. 反方三辯結辯三分鐘 11. 正方三辯結辯三分鐘

若參賽隊伍未依照以上辯論順序進行,該部分將不予計分。

若前方辯士時間未到即結束時,直接接續下一順序辯士進行。

(四) 場次及正反方:由主辦單位於比賽當日告知第一、二、三場比賽之場次 與正反方。

(五) 裁判:每場比賽有三位裁判,將聘請大學教授及高中老師或有相關背 景之社會人士擔任評審。

(六) 進行方式:本賽事採積分制,每場比賽各隊最多可獲三分,最少零分。

三場賽事得分累積為該隊在本賽事之總分。將取積分最高之三隊為本賽 事「優勝隊伍」;優勝隊伍之辯士可角逐「最佳辯士」的榮譽。三輪所得 積分名列四、五之兩隊將獲頒本活動「評審團獎」,並從該二支隊伍中 各選出「優良辯士」一名。上述情形若遇同分時,則依評審會議決議排 序積分決定。

(七) 賽事進行時,講台上的辯士禁止與台下隊友及觀眾交談互動,唯被質 詢者要求相關資料以回答質詢者問題時,隊友可傳遞相關資料,以利 質詢順利進行。

(八) 各隊應準備證據卡(Evidence Cards),以備對方辯士審查佐證資料之

用。任何在申論中所提及之證據,皆須有相對應之證據卡,對方辯士可 於交叉質詢時提出要求審查某一證據卡或所有申論中所用之證據卡,

並當場交由隊友檢視,唯須在該交叉質詢時段後的申論結束時交還對 方(建議各隊準備兩套證據卡以因應此規定)。

(九) 計時方式:辯論當中計時員將舉牌並響鈴,提醒辯士剩下的時間。申論 時,計時員會分別於剩下二分鐘、一分鐘及半分鐘時提醒。質詢時,分 別於剩下一分鐘及半分鐘時提醒。結辯時,則分別於剩下二分鐘、一分 鐘及半分鐘時提醒。時間到時,計時員將響鈴,之後每十秒鐘響鈴一次 一超過三十秒即響長鈴,辯士必須立即下台;每超過規定時間十秒鐘,

扣總分一分;唯交叉質詢時間到時,辯士必須立即下台。輪到任何一隊 做申論、質詢或結辯時,計時員將響鈴,鈴響後該隊應立即上台,若不 按時間出場,每晚十秒鐘扣總分一分。

(十) 攜帶物品:學生請務必攜帶身份證或學生證。辯論時可攜帶字典及資料 活動進行時嚴禁使用任何電子儀器及視覺輔助道具。

三. 比賽場地注意事項

(一) 場地內沒有麥克風。

(二) 教室內不得飲食,請勿攜帶食物入內。

(三) 比賽開始後將關閉後門,除主辦單位工作人員外,禁止任何人出入。

(四) 為避免影響辯論同學,比賽開始後請勿走動或交談,並請確實關手機。

(五) 比賽進行中請勿鼓掌喧鬧。觀眾席師生與家長嚴禁與場上辯士有任何交 談或傳遞書面訊息之行為。

(六) 若欲錄影請於賽前架設完畢,欲照相者切勿使用閃光燈,以免打擾比 賽之進行。

(七) 競賽場地待安排確認後,再行通知各參賽學校。

四. 比賽當日注意事項

學生請穿著制服以外的整齊服裝,於報到時請學生出示身份證或學生證。各 場次活動前也請出示證件以利身分核對。

2016 National High School English Debate Tournament 1. Purpose:

(1) To encourage research and active learning, thereby sharpening students’ English speaking and logical thinking skills.

(2) To promote interscholastic debating events throughout Taiwan.

2. Organizers:

Advised by:K-12 Education Administration, Ministry of Education Hosted by: English Department of National Taiwan Normal University Co-hosted by: National Experimental High School at Central Taiwan Science Park

3. Eligibility:

(1) Winning teams of English debate tournaments in the Northern, Central, and Southern regions of Taiwan.

(2) There will be a total of 12 teams, with 3 debaters (and 2 backup debaters) on each team. Coaches should decide on the combination of the debaters and their speaking order for each of the 3 debate rounds, and should inform the organizer, on May 23rd at the latest, about their decisions. No change is allowed afterwards (Please note that the change of the combination and the order simply means their debating sequence. And you may not replace any of the debaters already entered in the competition after your confirmation on April 27th).

(3) If the team cap is not met, the host schools of regional tournaments may send one more team to participate in the nationals.

(4) Each school should have at least one coach, and send at least one English teacher as a backup adjudicator for the tournament.

4. Proposition:

5. Registration:

Registration will open from April 18th (Monday) to 27th (Wednesday), 2016.

(1) Date: May 28th, 2016 (Saturday)

(2) Venue: National Experimental High School at Taichung Science Park (No.227, Pinghe Rd., Daya Dist., Taichung City)

2016 National High School English Debate Tournament Competition Rules

1. Proposition:

Resolved: That the Taiwan government should legalize euthanasia.

2. Rules:

(1) Venue: National Experimental High School at Central Taiwan Science Park

(2) Time: Sign-in at 9:00 on May 28th (Saturday) 2016, briefing on rules at 9:30, and first debate round starting at 10:00. Late-coming teams are automatically disqualified

(3) Each match consists of an Affirmative team and a Negative team, with three debaters on each team. 35 minutes of time are allotted as follows:

i. First Affirmative constructive speech 4 minutes

ii. Second Negative cross examines First Affirmative 2 minutes iii. First Negative constructive speech 4 minutes

iv. First Affirmative cross examines First Negative 2 minutes v. Second Affirmative constructive speech 4 minutes

vi. First Negative cross examines Second Affirmative 2 minutes vii. Second Negative constructive speech 4 minutes

viii. Second Affirmative cross examines Second Negative 2 minutes ix. Preparation period for rebuttal speech 5 minutes

x. Third Negative Rebuttal 3 minutes xi. Third Affirmative Rebuttal 3 minutes

* If any team doesn’t follow the above sequence, its score for that speech or cross-examination will be taken off. If the debaters do not use up their allotted time, simply proceed to the speech or cross-examination period that follows.

(4) There will be 3 debate rounds, and teams will have to defend both sides of the resolution over the course of the tournament. The organizers will draw lots to determine school matchups and stances for all 3 rounds, and the results will be posted on May 28th (Saturday) at the venue.

(5) Each debate match will have a panel of 3 judges. Professors, senior high school teachers, and experts specializing in relevant fields will be invited to adjudicate.

(6) Scoring system:

The competition will operate on a points-accrual system. For each round, each team may accrue a score from 0 to 3. The top three teams, ranked by their total points across three rounds, will be the winning teams; if any two teams have the same points, the “difficulty level” of their respective matches given by the

adjudication committee will decide which team wins out. Debaters from the winning teams will contend for the honor of “Best Debater”. If debaters from a particular team obtain the same votes, the adjudicators will make their choice based on the “difficulty level” of their respective matches. And the teams ranked 4th and 5th will be given “Judges’ Choice Award”; Debaters from the two teams will contend for the honor of “Honorable Mention Debater”. If there is a tie vote, the adjudicators will again make their choice based on the difficulty level of their respective matches.

(7) Debaters on the stage are not allowed to discuss with their teammates at all times; but during cross-examination periods, cross-examinees can take the needed evidence from their teammates to facilitate the cross-examination.

Violators will be penalized by having his/her score for that cross-examination taken off.

(8) Each team needs to prepare evidence cards for cross-examination. Any evidence cited during the debate should have a corresponding evidence card, which may be reviewed upon request by the cross-examiner and their teammates. The card(s) need to be returned at the end of the constructive speech following the cross-examination. Teams are advised to bring two sets of cards for this reason.

(9) Timing:During the debate the timer will flash cards and ring a bell, indicating the remaining time :

1) Constructive speeches: 2 min, 1 min, 30 sec 2) Cross examination: 1 min and 30 sec

3) Rebuttal: 2 min, 1 min, 30 sec

When time is up, the timer will also ring the bell, with subsequent rings for every 10 seconds overtime. Debaters will hear a long ring after 30 seconds overtime, and have to get off the stage by then. A point will be deducted for every 10 seconds overtime. Debaters will be called to the lectern, and thus must proceed to the lectern immediately. A point is deducted for every 10 seconds of tardiness. (Please note that no overtime is allowed for cross- examinations.)

(10) Debaters must bring their Student ID cards or ID cards. Dictionaries and references are allowed, but all electronic devices are prohibited during the debate.

3. Notes:

(1) The rooms will not have microphones.

(2) Eating and drinking are prohibited in the classroom.

(3) Doors will be shut right after the competition begins. Any entry is forbidden except for staff members and coordinators of the organizer.

(4) In order not to disturb the speaker, chatting and walking around in the classroom are not allowed during the debate. Please make sure your cell phone is turned off as well.

(5) Clapping is not allowed during the debate. Members in the audience are not allowed to talk to debaters in the front, nor are they allowed to pass over any information or materials.

(6) If you want to record or take photos, please set up your device before the debate begins. Flash is prohibited.

(7) Participating schools will be notified of the classrooms for debate matches once the information becomes available.

4. Debaters are advised to wear uniforms or formal clothes and shall bring with them their student ID cards.
