3.1 「城市環境協議」（Urban Environmental Accords）
2005 年於美國舊金山（San Francisco），舉辦為期五天的聯合國世界環境高 峰會（UN World Environment conference）。超過 50 多位參與的市長於會議中簽 署「UEA 城市環境協議」，內容包含「綠色城市宣言（Green Cities Declaration）」，
為城市的綠色環保永續發展，寫下新的頁章。
綠色城市宣言的內容涵蓋32：交通運輸（transportation）、能源（energy）、

廢棄物減量（waste reduction）、都市設計（urban design）、都市自然環境（urban nature）、環境健康（environmental health），以及水資源（water improvement）
等7 大計劃（共擬定 21 個行動方案）33。希望參與的城市能共同完成，目標包 括在2030 年之前，要求各城市將溫室氣體排放量減量 25%，以及在 2040 年之 前，將垃圾掩埋場與焚化爐的廢棄物減量至零等34。
除此之外，2011 年根據「2011 UEA Gwangju Summit」35，參與該會議的城 市共同設立 UEA 的祕書處（Secretariat）開始運作。目前一共有 157 個會員城 市（member city）36參與UEA 的運作，而台北也是其中一個會員城市。
3.2 其他的城市合作
始於2005 年 10 月，由前任倫敦市長 Ken Livingstone 召集 18 個大城市代 表，以尋求溫室氣體減排行動與合作。2006 年，Livingstone 和柯林頓氣候行動 計畫（Clinton Climate Initiative, CCI）相結合，以強化這兩個組織，使城市網絡 的數量成為40 個（簡稱 C40）。於現任主席紐約市長 Michael Bloomberg 任內，
C40 現在已經發展到 63 個城市。
此外，由美國加州主導，先成立了R20 區域氣候行動組織（R20 Regions of Climate Action）37。而美國紐約主導的「紐約氣候峰會」，也組成全球性的「市

讓城市承諾大幅減少溫室氣體排放、公開既有目標、計畫與年度進度報告。
「市長聯盟」的合作夥伴之一為總部位於西班牙巴塞隆納（Barcelona）的
「城市與地方政府聯盟（United Cities and Local Governments，UCLG）」，其主張 地方政府是更貼近人民生活的政治團體40。UCLG 主要處理事務的焦點，集中於 提昇地方政府在全球化政治的影響力41，以建立民主、有效率的國際組織。UCLG 於氣候變遷的議題上，除了與「市長聯盟」合作外，其於2014 年亦參與聯合國 的氣候變遷大會（The Climate Summit）42，呼籲各個利害關係人（all stakeholders）
積極參與關於氣候變遷的事務，特別是2015 年的氣候高峰會。
地方政府永續發展理事會（ICLEI）和城市與地方政府聯盟（United Cities and Local Governments，
UCLG）。其中 ICLEI 就代表遍及 88 國，超過 1,000 個國際都市、城市、都會區和鄉鎮，6 億 6 千萬以上的居民。在市長聯盟架構下，當地碳排資料將透過城市既有的平台蒐集，透過 ICLEI 的碳氣候管理局平台公布。
