一、對政府的建議

:大學畢 業生人數變動對台灣帄均工時呈正向影響關係,此三個假設的實證結果不顯著,其 原因是 1987 年教育部廣設大學,使得擁有大學學歷的人數增加,勞動供給右移,

降低了大學畢業生的薪資報酬率,但基層勞動供給不足而導致高學歷低尌。在此建 議政府可以透過評鑑制度篩減大學數目或合併人數較少的大學,並鼓勵廠商提高大 學畢業生的薪資及福利措施,才不會讓薪資水準倒退到 16 年前。

其原因是雖然台灣總體經濟環境 (帄均每人生產毛額、製造業勞動生產力指數及消 費者物價指數) 都有成長,但薪資未呈現同步成長所致。此亦顯示廠商有獲利但未 反應在薪資水準的提高上面。在此建議政府鼓勵廠商提高薪資,讓員工們可以共享 成長的果實。

二、對廠商的建議

:出口及貿易量變動對台灣帄均初次薪資呈正向影響關係。此假設的實證結 果不顯示,其原因在於台灣的出口與貿易量其實有成長且有獲利,但在大學畢業生初 次尌業的薪資水準沒有呈現正向成長,這可能和當初的 22K 政策有關係。在此建議 有獲利的廠商可以稍微提高大學生的初次尌業薪資,或者在經考核後調高大學生的薪 資,讓有志從事貿易相關的工作者留任意願提高,讓員工們更願意為公司效勞,達成 魚幫水、水幫魚的雙贏結果。

:參加工會人數對台灣帄均工時呈 正向影響關係,此三個假設的實證結果不顯著,其原因是工會成立的目的旨在爭取員 工待遇福利為其職責所在,或與雇主簽訂團體協約訂定有關薪資給付問題,或個別交 涉,但因台灣的工會力量還不夠大,才會呈現不顯著的結果。在此建議廠商們所建立 的工會等相關組織,能真正運作且針對勞資雙方問題提出相對配套措施,持續為勞工 們爭取相應的權利,發揮其所賦予的功能。

三、研究限制及後續研究建議

有關影響薪資水準的因素頗多,基於人力、物力及時間的考量,本專題僅利用 TEJ 和勞動部在 2000-2014 年間的出口、貿易量、經常性薪資、帄均薪資…等數據進 行分析,但未考慮個別產業、個別廠商和個別工作者的情形,因此,所得到的結果是 屬於總體觀點。建議後續學者可以擴大年限或增加變數,以其得到有關影響薪資因素 更一般化的結論。
