第四節 總結
本章個案探討,從宜蘭縣的施政理念出發,了解宜蘭以「環保立縣、觀光立 縣、文化立縣」為發展方向,進一步分析宜蘭文創產業、觀光產業、環境產業相 關問題,包括(一)其競爭縣市為何,是否宜蘭縣具有獨特的特色?(二)宜蘭 縣於該產業的治理績效如何,與一般新聞雜誌報導給人民的印象是否相符?(三)
所分析的產業之中,宜蘭縣的優勢產業為何?
透過 RIC-GIS 系統分析可得結論如表 4.11。宜蘭縣的文創產業和觀光產業 均無顯著的競爭者,但可看出相對資源相似與市場重疊性較高的對象,文創方面

產業指標分析時,常查無政府開放資料的狀態,或是政府只提供了國家層級 的統計而無區域層級的統計,資料的完整度會直接影響分析與解讀的結果。本國 政府於 2015 年獲得全球開放資料第一名的殊榮,也期望政府機關能多增加開放 資料的深度與廣度,使學術單位與民間企業均可共享開放資料的好處,另一方面 也提供民眾監督政府施政的能力,進而增進透明治理與效能政府。

析圖表,便足以解決上述可能遇到的問題,不僅大量減少分析時間,更可降低資 訊處理過程的誤差,提供決策者更為精準的參考依據。
後續研究者若能擴充以下幾項建議研究方向,相信對於地方政府在提升社會 經濟福祉政策上,本研究所建置之系統將會是一大助力,說明如下:
(1) 開放資料擷取自動化:基於 EDA 的精神,資料越完整、指標越齊全時,所 做的分析會越可靠。然而依目前各項資料來源格式並不統一,以致為了獲取 各站的公開資料做研究時費時費工。所以建議可以朝開放資料整合平台為研 究方向著眼,例如一個設定介面設定網址與關鍵字,下載資料的檔案格式與 內容格式,即可定時轉入指定資料倉儲格式。
(2) 深化應用 DEA 模組:目前 DEA 指標分析的門檻設計,不同指標可以給予不 同權重(0~1)之間,但是對應分析資料值會需要手動設定一個轉換比率,
這個轉換比率可以在未來的研究中,找出自動比對的機制,免去手動調整比 率的問題。另外,當有限定參數門檻時,DEA 線性規劃下可能導致無解的狀 況,於未來研究建議希望可以設計由程式建議如何調整指標或參數可得線性 規劃解(例如建議降低某指標的權重門檻)。
(3) 資料年份權重設計:競爭者辨識與投入產出分析,均可以針對各年度的資料 作累計與各指標設定權重,然而資料是具有時效性的,例如當分析 2012 年
~2014 年的競爭者辨識,本研究將 2012 年、2013 年、2014 年各年的資料均 視為等值,但其實應該年份越近的資料效用越大,也就是說除了可對指標設 定參數,也提供使用者可以針對資料年份給予不同的權重進行分析。需要強 調的是,當可調整的變數越多時,同時維持操作介面的直觀,不僅只是處理 數學運算問題,還需涵括 UX 設計的理念。
