Management Office (EMO) is handling its budget cuts. EMO director Mike Hudson points out that spending covers a wide range of services and activities, varying from those l呵uiredby law to those of a cosmetic nature.

“Our job is to develop and maintain

the best possible physical environment for teaching and research by effectively using available resources;' he says.

The real skill is in getting the priorities right so that budget cuts have the minimum impact on the users of campus facilities了,

Demands on resources are evaluated according to where they stand in the queue of priorities:

• The most important is work that has to be carried out to meet statutory requiremen俗, suchas the maintenance and certification of lifts, and the maintenance of the fire detection and alarm system. There is less room for manoeuver in this area than any other. Howev訓, EMO still managed to cut costs by identifying a bank of lifts that is not in frequent use and suspending its operation, resulting in maintenance and energy savings of more 出an $500,000 a year.

• Next is what Mr Hudson describes as technically essen-tial jobs, such as ensuring the working order of the air conditioning, lighting, power, water and drainage systems. The University's daily routine is disrupted when any of these systems fails as nearly the whole of the academic building is air-conditioned, artificially lit and dependent on running water. Energy bills alone come to about $1 million a week. Again, EMO has managed to cut costs -this time by the use of energy-efficient fluorescent light-ing and occupancy sensors that detect when classrooms are vacant, switching off the air-conditioning automati-cally. These strategies save over $3 million a year in energy costs.

• A third category is made up of hygiene-related activities such as general cleaning, filter cleaning in the air-condi-tioning system and operation of the swimming pool

s fil-tration plant. EMO scrutinizes the schedule for these operations and saves money by adjusting where possible the frequency with whjch these operations are carried out, while still complying with recognized standards.

.

Then comes the category of what may be described as

highly desirable but not essential work. Improvements to landscaping, for example, are likely to be deferred in the current economic climate.

Apart from prioritizing, EMO is also introducing multi-skill training for staff and reviewing the way tasks are organized and performed. Efficient computer-based maintenance management systems are being explored to process the 3,000 work orders that are

2

completed each month.

“We

all will have to ,而rodemore cost effec tively and be willing to accept new challenges in order to maintain the quality of service we provide;’Mr Hudson says.

He points out that EMO looks after four million square feet of building 訂閱一 imagine60 soccer pitches air-conditioned and full of furniture.

Our biggest problem is in the future. As the buildings age, maintenance costs will increase. Balancing the needs of customers while prioritizing the funding needed to preserve the University's most valuable financial asset will make a tightrope walk-er's job look easy;' he says.

EMO won the worldwide International Facility Management Association's Golden Circles Award last year. The award is presented annually to an organization that shows outstanding performance, provides quality service and contributes to the overall mission of the community that it serves. This was the first time the award was presented to an organization outside the US and the first time it was won by a universi作“Withreduced funding for EMO, the real achievement will be winning the award in 200咒, saysMr Hudson.

ing a conscious effort to lose weight.

.

Having reached two milestones in recent

years>an age of 60 years and a weight of 220

pounds, I decided that one of these numbers

would have to go down. I would have

pre-ferred it be the former, but could not figure any way to make that happen, so I went for the latter. As a result, I am now closer to 180, having lost 35+ pounds.

As you can appreciate, this has been a

gradual process-well under one pound per

week and most people who know me did

not notice I was getting less massive. Until

recently, that is, when a lot of people have

suddenly wanted to know what my secret is.

GENES 時, 2December 1 998

Sorry, there is no secret to a year long weight

loss program follcs. You just eat less than you

used to, and you get used to 祉, becauseyou

are not going to be able to go back to your

old eating habits unless you want to go back

to your old weight. In fact, if you start at 150

and eat what I E泣, youtoo will probably find

yourself moving towards a weight of 180.

Not that I haven

t tried all the quick

weight loss and fad diets over the years. I

have swum through the Stillman water di仗, dined carnivorously on the Atkins no

carbohydrate diet, gorged myself on grape

fruit, and swilled cans of 弘1etrical.I even

invented my own fad diet, back in my

beer-drinking days: four bottles of beer and 8

large Dutch pretzels per day. That gives you

about 1200 calories, but it not only doesn't

satisfy your hunger, it doesn't even provide

enough alcohol to give you a good buzz.

While my current program is not based on keeping an accurate count of the calories

I consume, there are some calorie-counting

tips I can pass on from past years of largely futile dieting. First of all, if you eat something and no one sees you eat 泣, ithas no calories.

Furthermore, things licked off knives and

spoons (such as peanut butter on a b吐長, ice

Another well-known fact is that if you drink

a diet soft drink when eating chocolate, the dietsoftdn吋<cancels out any calories in 出e

There are some special rules for social

occasions. For exampl巴, wheneating with

someone else, your calories don’t count if

you eat less than they do. (Unfortunately, the

reverse is also true一ifyou eat more than

they do, your calories count double.) An

other helpful rule is that movie related foods

such as popcorn and M&Ms do not add

calories because they are part of the entire

entertainment package.

Of course, the ultimate good deal (valid

only here in Hong Kong) is that a meal that

consists solely of dim sum does not have to

be counted at all. It follows that if you order

a dish of vegetables with your dim sum, you

only have to count the calories in the

vegetables. And of course, any fried rice or noodles you have is just something to go

with the vegetable dish, so you can consider their calories as having already been counted.

Bon appetit!

Destruction

of Coral Reefs Reported

c

…陶 a吋 scient心luable

coral reefs around the wor闕, including some over 1,000 years old, and many

in remote locations, have been badly damaged

by an unprecedented bleaching and die-off in 1988, says UST marine biologist Dr Gregor Hodgson, coordinator of the annual Reef Check Global Survey.

At the Reef Check 98 press conferenc巴, Dr Hodgson enumerated the disturbing results of

the 1998 Reef Check, carried out for the second year by a world-wide network of volunteer

divers trained and led by professional marine scientists.

Preliminary data from almost 40 countries,

up from 31 in 1997, reconfirm last year's

find-ings that coral reefs are severely overfished with stocks of most high-value fish and shellfish such as grouper and lobster heavily or totally

depleted. In Indo-Pacific waters, there was no trace of a local gourmet favor巾, thehumphead wrasse, at 90% of the reefs surveyed, and no

edible sea-cucumbers at 62% of the reefs, a 23%

increase over 1997.

Dr Hodgson described the unprecedented bleaching of coral reefs, observed globally for the first time but with worst impact in the

Indo-Pacific area. This phenomenon occurs when

living corals are vacated by the symbiotic algal cells which are their food source, duet 0 changes in water temperature such a s occurred in 1998-the hottest year on record.

“Unless the

algae return naturally to the

corals, the bleaching problem will only be

solved by reversing the current global

warm-ing trend

;’

said Dr Hodgson.
