ABSTRACT With the Internet technology, traditional GIS has changed from sin­ gle user to Web-based client/server GIS. The various and incompatible file formats of spatial data pose the key new challenge for integration and shar­ ing. Further, traditional GIS maps are bitmapped with low quality and less resolution that deter efficient and effective GIS business applications. SVG is the lastest XML format for specifying vector-based graphics of Web and multimedia objects. Anchoring on XML, we adopt SVG to develop and present a standard specification model for GIS. The model is formed with one geometic object data model and one geographic object data model. Both are created based on theoretic principles. We develop a prototype in SVG and XML as the validation and illustration of the presented standard model..
