Summary
This circular memorandum informs primary and secondary schools of adding “law- abidingness” and “empathy” as priority values and attitudes.
Background
2. The cultivation of positive values and attitudes among students has been a key learning goal of primary and secondary education. We expect the next generation of Hong Kong to act righteously, have a broad knowledge base, be able to demonstrate skills such as rational thinking, ethnical judgment and effective communication skills, and to be socially responsible and equipped with a sense of national identity, love for Hong Kong, and international perspectives.
3. In 2002, the Curriculum Development Council (CDC) recommended setting perseverance, respect for others, responsibility, national identity and commitment as priority values and attitudes to foster students’ whole-person development and lifelong learning. In 2008, in response to social development and student needs, integrity and care for others were added as priority values and attitudes to further promote values education. In view of students’
learning and development needs, the CDC has decided to add “law abidingness” and “empathy”
as priority values and attitudes, and hopes that different stakeholders in society can collaborate in creating a caring and positive learning environment to help students cultivate positive values, attitudes and behaviours.

4. School curriculum development is an ongoing process. The Task Force on Review of School Curriculum submitted its review report1 to the Education Bureau (EDB) in September this year, setting out various directional recommendations, including according higher priority to values education. As the COVID-19 pandemic has ravaged globally, it is particularly important to uphold positive values and attitudes when facing the challenges in life

and learning.
5. In October this year, the CDC recommended setting “law-abidingness” and “empathy”
as priority values and attitudes in order to enable students to understand that law-abidingness is the basic responsibility of citizens for the benefits of the community. They can also learn to empathise and put themselves in others’ shoes, respect different opinions and in turn help create a harmonious and caring society.
6. Schools may, in accordance with their school mission and own context, student needs, etc., implement holistic curriculum planning and design appropriate school-based values education learning activities to enhance students’ understanding and recognition of the importance of law-abidingness and empathy, enabling them to put into practice in their daily life and promote to others.
7. To support schools in carrying out learning activities on “law-abidingness” and
“empathy”, the EDB will produce diversified learning and teaching resources on an ongoing basis (Please see Annex 1 for part of the resources). Professional development programmes will also be organised to better equip teachers with the strategies for holistic curriculum planning.
8. The EDB will organise a poster design competition and a lesson plan design competition on “law-abidingness” and “empathy” for students and teachers respectively to enhance their understanding of the respective priority values and attitudes and encouraging them to put the priority values and attitudes into practice. Please refer to Annexes 2 & 3 for details.

“Law-abidingness” and “Empathy” Poster Design Competition
Objective:
This competition to design posters with the themes of “Law-abidingness” and “Empathy” aims to encourage students to exercise creativity and promote “Law-abidingness” and “Empathy” .
Target and Mode of Entry:
- The competition is open to all primary and secondary students who will enter the Primary and Secondary Sections respectively.
- Students will enter the competition as individual entrants and each participant shall submit one entry through his/her school.
- Schools can encourage students to actively participate in the competition, and set up awards to tie in with the school-based Moral and Civic Education and/or student development programmes.
- Each school shall submit a maximum of ten entries to the EDB.
Content and Format of Entries:
- The entries must relate to one of the following priority values and attitudes: “Law- abidingness” or “Empathy”.
- The entries must be in A4 size (210mm X 297mm).
- The entries must be colour graphics. Any texts that appear in the entries should primarily be in Chinese or English.
- The entries must be scanned by schools (not less than 300dpi in JPEG, PNG or TIFF format) for submission. The file names should include the name and class of the entrants as well as the theme selected.
- Posters produced with graphic design software must be submitted alongside the raw files (in PSD, AI or EPA format) with CMYK four-color process printing.
- The design content must not contain or quote the names, labels and trademarks of people, schools, companies, and brands.
Submission of Entries:
Interested students should enter the competition through their schools. Schools should submit a maximum of ten entries and the completed entry form to the Moral, Civic and National Education Section of the Curriculum Development Institute, EDB by email at [email protected] by 29 January 2021 (Friday). Please include “Law-abidingness and Empathy Poster Design Competition” in the subject line of the email.
Prizes:
The following awards and prizes will be presented to the Primary and Secondary Sections respectively.
Champion (1 award): $1,500 Book Coupon, four Ocean Park Admission Tickets and a Certificate
1st Runner-up (1award): $1,000 Book Coupon, four Ocean Park Admission Tickets and a Certificate
2nd Runner-up (1 award): $500 Book Coupon, four Ocean Park Admission Tickets and a Certificate
Merit Award (10 awards): $100 Book Coupon, four Ocean Park Admission Tickets and a Certificate each
Judging Criteria:
- Content and Expression (50%) – The effectiveness in promoting the significance of “Law- abidingness” and “Empathy”
- Creativity and Design (25%) – Creative concept and originality - Artistic Technique (25%) – Drawing techniques and aesthetic appeal
Announcement of Results:
The competition results will be announced on the webpage of Moral, Civic and National Education on 26 February 2021 (Friday).
Uses of Winning Designs:
The winning designs may be adopted in various promotional materials such as posters and folders. The designs may also be uploaded to the webpage of Moral, Civic and National Education as well as e-Gallery, which will be launched by the Curriculum Development Institute shortly, for sharing with other schools and stakeholders. The designs may also be displayed in advertising light boxes in MTR stations and at bus stops.
Conditions and Regulations:
- The EDB reserves the right to amend, suspend or terminate the activity any time. If there are any changes, announcements will be made on the webpage of Moral, Civic and National Education.
- The EDB reserves the right to change the prizes without prior notice.
- Once an entry is submitted, it cannot be modified nor returned to the entrant.
- The entry submission time will be based on the date and time indicated in the EDB’s server system.
- Participating schools must ensure that their entries do not include any information or content that is obscene, abusive, violent and defamatory, and do not violate the laws of the
HKSAR. Otherwise, the entrants will be disqualified.
- All entries must be the entrants’ original works and not have been released publicly.
They must not infringe copyright and interests of any other party, otherwise the entrants will be held responsible for any disputes arising therefrom and may be disqualified from the competition. If necessary, the EDB may request the entrants to produce written proof of legal authorisation.
- The EDB reserves the right to reject any entries or disqualify any entrants without giving particular reasons.
- The EDB reserves the right to use the entrants’ works (including the school names) in whole or in part for non-profit-making purposes, and to edit, translate, adapt, use, copy, distribute and upload the works to the Internet without prior consent of the entrants.

“Law-abidingness” and “Empathy” Lesson Plan Design Competition
Objective:
This competition to design lesson plans aims to encourage teachers to share ways of enhancing students’ understanding and recognition of “law-abidingness” and “empathy”, and encourage them to put these two priority values and attitudes into practice.
Target and Mode of Entry:
- The competition is open to all primary and secondary teachers in Hong Kong who will enter the Primary and Secondary Sections respectively.
- Teachers will enter the competition as individual entrants or in groups (a maximum of three).
- Each school can submit a maximum of two entries.
Content and Requirements of Lesson Plans:
- The theme of the lesson plans must be nurturing students’ priority values and attitudes of
“law-abidingness” or “empathy”.
- Each lesson plan should be confined to a maximum of two lessons. The content should include lesson plan design, teaching tips, PowerPoint presentation slides, student activities and worksheets. Trial teaching of the lesson plans must be conducted in school and the corresponding reflection and evaluation of teaching should be provided.
- There is no limitation to the format of the lesson plans. Teachers may make use of multimedia resources to create and design their lesson plans (e.g. video clips or animations).
- The content of the lesson plans must be written in either Chinese or English.
- The content of the lesson plans must be the entrants’ original works and must not have been released publicly. They should not infringe copyright and the interests of any other party, otherwise the entrants will be held responsible for any disputes arising therefrom and may be disqualified from the competition. If necessary, the EDB may request the entrants to produce written proof of legal authorisation.
- The content of the lesson plans must not contain or quote the names, labels and trademarks of people, schools, companies, brands, etc.
Submission of Entries:
- Interested teachers should submit the completed entry form and lesson plan (in PDF format) by email at [email protected]. They shall also submit a printed copy to the Moral, Civic, and National Education Section in person or by post at Room E304, 3/F, East Block, Education Bureau Kowloon Tong Education Services Centre, 19 Suffolk Road, Kowloon
Tong, Kowloon.
- The deadline for submission of entries is 28 May 2021 (Friday). The entry submission time will be based on the date and time indicated in the EDB’s server system. If the printed copies are submitted by post, the postmark date will be regarded as the date of submission. Late submissions will not be accepted.
- Entrants can download the application form and a template for the lesson plan from the website of Moral, Civic, and National Education of the Curriculum Development Institute, EDB (https://www.edb.gov.hk/en/mcne/whatsnews).
Prizes:
The following awards and prizes will be presented to the Primary and Secondary Sections respectively.
