Values Education Curriculum Framework (Pilot Version) Summary

This circular memorandum announces the release of the Values Education Curriculum Framework (Pilot Version) prepared by the Standing Committee on Values Education (Standing Committee) under the Curriculum Development Council (CDC). The Framework aims to provide schools with suggestions and examples for the planning of their school-based values education curriculum within and beyond the classroom in order to enable students to develop positive values and attitudes from an early age and face the challenges in their studies, daily lives and growth with positive attitudes.

Background

2. The Education Bureau (EDB) has been attaching great importance to values education and, all along, adopting a “multi-pronged and co-ordinated” approach to support schools on all fronts in promoting values education so as to foster students’ development of positive values, attitudes and behaviours. Through adopting various measures on an ongoing basis, such as updating curriculum guides, developing learning and teaching (L&T) resources, providing training for teachers as well as organising activities for students, the EDB supports schools in promoting values education and nurturing students’ moral character both within and beyond the classroom, thereby enabling them to care for society, the nation and the world, foster their national identity, appreciate Chinese culture and develop a sense of responsibility and commitment to society and the nation.

The Task Force on Review of School Curriculum (the Task Force) set up by the EDB in November 2017 submitted its review report to the EDB in September 2020, putting forward recommendations, including according a higher priority to values education. The EDB accepted the recommendations set out in the Task Force’s report in December 2020. In response to the Task Force’s recommendations, the CDC subsequently set up the Standing

Committee on Values Education (Standing Committee). After gathering views of different stakeholders through meetings and other channels including seminars, workshops and focus group interviews, the Standing Committee prepared the Values Education Curriculum Framework (Pilot Version) for use in schools, with reference to the Moral and Civic Education Curriculum Framework (2008).

Details

4. Based on the growth characteristics and developmental needs of students, the Values Education Curriculum Framework (Pilot Version) sets out the learning expectations for students’ attitudes and behaviour in different life domains, such as personal, family, community, national and global domains. With Chinese culture as the backbone, the

curriculum framework connects various learning areas and subjects and provides schools with a comprehensive and systematic framework in promoting values education. Schools may download the curriculum framework (Chinese version only for the pilot version) from the EDB Values Education webpage (www.edb.gov.hk/en/ve).

5. Schools should make reference to the curriculum framework when holistically planning the school-based values education and organising related learning activities, and collaborating with different stakeholders (including teaching staff, parents and alumni) to promote whole school participation. The curriculum framework also provides recommended strategies and resource support for schools’ reference. The major focuses of the Values Education Curriculum Framework (Pilot Version) (2021) include:

(a) Adding “diligence” as the priority value and attitude;

(b) Emphasising the necessity to nurture a sense of belonging towards our country from an early age, to help students correctly understand Chinese history, appreciate Chinese culture and traditional values, respect the national symbols and signs (including the national flag, the national emblem and the national anthem), and understand the importance of the Constitution, the Basic Law and national security, so as to cultivate a sense of national identity among students and help them understand their responsibility, as a Chinese, to protect our family and our country and to share joys and sorrows;

(c) Further enhancing life education (including understanding the meaning of life, facing adversity and challenges with positive attitudes, respecting and cherishing life, realising one’s goals and exploring the future);

(d) Emphasising the learning elements of sex education (including self- understanding, good interpersonal relationships, self-protection, respect for and acceptance of others);

(e) Cultivating media and information literacy among students so that they can process information from different media in a rational and responsible manner;

and

(f) Enhancing the learning elements of anti-drug education (including understanding of drug harms, building positive values for facing adversity and resisting temptation, building a positive attitude towards life and leading a healthy lifestyle).

To support schools in the implementation of values education, the EDB will continue to provide them with diversified curriculum resources and support, including curriculum planning tools, learning and teaching resources, professional development programmes for teachers and promotional materials. Please refer to Annex 1 for details. It is hoped that the efforts of the family, school and society will be synergised to provide teenagers with learning opportunities in their daily lives to become a new generation equipped with virtues such as diligence, self-care ability, a sense of responsibility and perseverance, to contribute to their families, society and the nation.

7. Curriculum development is an ongoing process. The aforesaid curriculum framework is launched on a trial basis in the current school year in order to collect school- based practices and reflection for further refinement of the curriculum framework. Through various channels, such as school visits, questionnaire surveys, focus group interviews, talks and workshops, we will seek to understand how the curriculum framework is being trialled. In addition, we will also invite some primary and secondary schools to share their implementation experience and reflection as reference for further enhancement of the curriculum in future.
