我國私立技職院校教育經費獎補助 合理分配模式之初探

摘要
本研究主要目的在探討教育部對私立技職院校「年度教育經費獎補助」合理 之項目指標及其分配標準。研究方法採文獻分析、專家座談、問卷調查等方法。
研究工具為研究者依據文獻分析、專家座談結果,自編「教育經費基本需求指標」
及「教育經費獎勵性指標」問卷。調查對象為 87 學年度國內 60 所科技大學、
技術學院、專科學校之學者及相關主管。
研究結果為:
一、 基本需求(補助)指標:重要性依序為「單位學生成本」、「學生數」、「專 任教師比率」、「資本門經費比率」、「學校類別」、「每生樓板面積」。
二、 獎勵補助(獎助)指標:重要性依序為「教育部評鑑績效」、「圖儀設備經 費」、「專任教師擁有博士學位比率」、「專任老師擁有專業證照或實務經驗 比率」、「中程校務發展計畫合理性與執行性」、「學校在提昇師資專業水準 制度的完整性」、「建教合作績效」、「推廣教育績效」、「董事會的支持度」。
三、教育經費獎補助指標指標模型

A Model Theoretic Study of Educational Subsidies for Private College and University in the Taiwan Polytechnic

ABSTRACT
The purpose of this study is to establish the reasonable item indicator and distributive standard for Taiwan Ministry of Education ”year educational subsidies ”.
The research methods used here include literature analysis, professor symposium, questionnaire survey, etc. According to results of literature review and professor symposium, both questionnaire of “indicator for basic needs of educational funds”
and “rewarding indicator of educational funds” was weaved to scholars and administrative staffs in 60 university of technology, college of technology and vocational school.
The results include the significances of indicator for basic needs of educational funds and rewarding indicator of educational funds. The model of indicator of
educational subsides were as follow:
1. Total 1= 0.6881subsides + 0.3119rewards
2. Subsides 0.6881= 0.159 (total of student)+ 0.130 (full time teacher)+ 0.084 (capital funds rate)+ 0.064 (floor area/student)+ 0.173 (cost/ student)+ 0.079 (school category).
3. Rewards 0.3119= 0.019 (effect of popularize education)+ 0.032 (effect of corporate cooperating) + 0.042 (funds of book and instrument)+ 0.040 (doctor degree/full time teacher) + 0.038 (the rate of full time teacher with professional license or practice experience) + 0.034 (system of full time teachers promotion) + 0.016 (degree of board supporting) + 0.052 (evaluation result of Ministry of Education) + 0.038 (reason and implementing rate of medium range plan).
