ABSTRACT
There are two kinds of basic view on housing policies. First, housing policy is actions of a government that make sure the quality of each dwelling not below the minimum living requirement. Second, housing policy is actions of a government that make the operation of a free housing market be consistent with public interests.
The second view is more extensive than the first one. Based on the second housing policy view, this paper forecasts some undesirable situations that could happen under a free housing market without any policy intervention. For avoiding these undesirable situations occurred, this paper identifies some general objectives and executive tools for housing policies. However, housing policies in Taiwan were rooted on the first housing policy view, and its executive tools are limited, therefore housing plicies in Taiwan were not successful. But when we investigate housing situations in Taiwan, it will be found that the second housing policy view might be more adequate. In words, housing policies in Taiwan need to be adjusted in the near future.
