Civil Service Recruitment Ranks in Education Bureau

Post/Salary Entry Requirements Type of Work

Assistant Primary School Master/Mistress

Master Pay Scale

Point 15 ($32,545) to Point 29 ($62,950)

Candidates should have –

A. met the language proficiency requirements of ‘Level 2’

results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent;

B. a pass result in the Basic Law and National Security Law Test; AND

C. For Chinese Language subject

a Hong Kong Bachelor of Education degree in primary education majoring in Chinese language, or equivalent.

D. For English Language subject

(1) a Hong Kong Bachelor of Education degree in primary education majoring in English language, or equivalent;

and

(2) attained ‘Level 3’ proficiency or above in English language in the Language Proficiency Assessment for Teachers (LPAT) or are exempted from the said language proficiency requirement.

E. For subjects other than Chinese Language and English Language

1(a) a Hong Kong Bachelor of Education degree in primary education, or equivalent; and

1(b) attained ‘Level 3’ proficiency or above in Putonghua in the LPAT for applicants of Putonghua subject.

Mainly deployed on teaching duties and assisting in the implementation of education policies and initiatives in government primary schools.

Assistant Education Officer Master Pay Scale

Point 15 ($32,545) to Point 33 ($75,620)

Candidates should have –

A. met the language proficiency requirements of ‘Level 2’

results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent;

B. a pass result in the Basic Law and National Security Law Test; AND

C. For Chinese Language subject

1(a) a Hong Kong Bachelor of Education degree majoring in Chinese language, or equivalent; or

1(b) a Hong Kong bachelor’s degree majoring in Chinese language, or equivalent, and a certificate in education majoring in Chinese language from a Hong Kong tertiary education institution, or equivalent.

D. For English Language subject

1(a) a Hong Kong Bachelor of Education degree majoring in English language, or equivalent; or

1(b) a Hong Kong bachelor’s degree majoring in English language, or equivalent, and a certificate in education majoring in English language from a Hong Kong tertiary education institution, or equivalent; and

(2) attained ‘Level 3’ proficiency or above in English language in the Language Proficiency Assessment for

E. For subjects other than Chinese Language and English Language

1(a) a Hong Kong bachelor’s degree majoring in the relevant subject discipline, or equivalent; OR

1(b) a degree (majoring in the relevant subject discipline) other than that specified in E1(a) above, plus a postgraduate certificate in education, or equivalent, from a Hong Kong tertiary education institution; and

1(c) attained ‘Level 3’ proficiency or above in Putonghua in the LPAT for applicants of Putonghua subject.

Assistant Education Officer (Administration)

Master Pay Scale

Point 21 ($43,610) to Point 33 ($75,620)

1. a Hong Kong bachelor's degree, or equivalent;

2. a certificate in education from a Hong Kong tertiary educational institution, or equivalent;

3. three years' relevant post-degree experience;

4. met the language proficiency requirements of ‘Level 2’

results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent; and

5. a pass result in the Basic Law and National Security Law Test.

Mainly deployed on :

(1) assisting in conducting educational researches, reviews and planning; and

(2) assisting in the implementation of education policies by –

(i) providing support to schools on administration and conducting advisory visits and school inspections;

(ii) managing school building and improvement projects;

(iii) processing school registration applications;

(iv) processing registration, training and development of teachers/educational professionals;

(v) allocating school places; and

(vi) developing and maintaining educational information systems.

Assistant Inspector (Graduate) Master Pay Scale

Point 23 ($47,820) to Point 33 ($75,620)

1. a Hong Kong bachelor’s degree in a relevant subject, or equivalent;

2. a certificate in education from a Hong Kong tertiary educational institution, or equivalent;

3. four years’ relevant post-degree experience;

4. met the language proficiency requirements of ‘Level 2’ results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent; and 5. a pass result in the Basic Law and National Security

Law Test.

Mainly deployed on :

(1) conducting quality assurance inspection;

(2) assisting in professional training and development of educational professionals;

(3) assisting in curriculum development and review;

(4) provision of school-based support and school development;

(5) monitoring and provision of special education services; and

(6) assisting in formulation and implementation of other education policies.

Specialist (Education Services) II (Speech Therapy)

Master Pay Scale

Point 23 ($47,820) to Point 33 ($75,620)

1. a Hong Kong bachelor's degree in Speech and Hearing Sciences, or equivalent;

2. a certificate in education from a Hong Kong tertiary educational institution, or equivalent;

3. four years' relevant post-degree experience;

4. met the language proficiency requirements of ‘Level 2’ results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent;

5. a pass result in the Basic Law and National Security

Mainly deployed on :

(1) providing professional assessment and remedial treatment to students with speech and language impairment; and

(2) identifying educational needs and giving consultation and prescribing follow-up support programmes to parents, and teachers and schools under the supervision of Specialist (Education Services)I.

Specialist (Education Services) II (Audiology)

Master Pay Scale

Point 23 ($47,820) to Point 33 ($75,620)

1. a Hong Kong bachelor’s degree in Audiology, or equivalent;

2. a certificate in education from a Hong Kong tertiary educational institution, or equivalent;

3. four years’ relevant post-degree experience;

4. met the language proficiency requirements of ‘Level 2’ results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent; and 5. a pass result in the Basic Law and National Security

Law Test.

Mainly deployed on :

(1) providing professional assessment to children with hearing impairment; and

(2) identifying educational needs, giving consultation and arranging supportive services to children, parents and teachers under the supervision of Specialist (Education Services) I.

Speech Therapist Master Pay Scale

Point 16 ($34,185) to Point 33 ($75,620)

1. a Hong Kong bachelor’s degree in Speech and Hearing Sciences, or equivalent;

2. met the language proficiency requirements of ‘Level 2’ results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent;

3. a pass result in the Basic Law and National Security Law Test; and

4. be able to speak fluent Cantonese and English.

Mainly deployed on :

(1) professional assessment and remedial services to students with speech and language impairment (SLI);

(2) identification of educational needs of students with SLI; and

(3) consultation and support programmes for parents, teachers and schools.

Laboratory Technician III Training Pay Scale

Point 4 ($15,310) to Point 6 ($17,370)

1. (a) Level 2 or above in five subjects, including two science subjects (i.e. Physics, Chemistry, Biology or Combined Science) in the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent; OR (b) Level 2/Grade E or above in five subjects,

including two science subjects (e.g. Physics, Chemistry or Biology) in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent. [See Note];

2. met the language proficiency requirements of Level 2 or above in Chinese Langrage and English Language in HKDSEE or HKCEE, or equivalent.

3. a pass result in the Basic Law and National Security Law Test.

Mainly deployed on undertaking on-the-job training in a laboratory, a special education services centre, a teaching centre or a lecturing theatre to :

(1) purchase stores and equipment, and to keep stores and inventory;

(2) prepare and set up apparatus for students’

experiments and teachers’ demonstration;

(3) assist teachers in performing demonstrations, and to assist in maintaining laboratory safety during students’ experiments; and

(4) prepare, operate and maintain audio visual and computer equipment.

Note : For civil service appointment purpose, ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
