ABSTRACT
Foreign laborers have been introduced into Taiwan for more than ten years. The labor market had been inclined to be stable, and Taiwanese have more understanding about them. However, after the impact of Asian Economic Crisis in July 1997 and during its subsequent two years, Enterprises faced their severest challenge, some of them closed their businesses, some downsized, on the other hand, some expanded their company sizes on a large scale by taking this opportunity. Therefore, the research on the variation of the labor market needs to be renewed. The goals of my thesis are as follows. 1. To study, before and after the impact of Asian Economic Crisis, the variation on the number of the foreign laborers and domestic laborers, and the change of their working contents, analyze industries' motive to make use of foreign laborers, and the influence of this introduction on the job opportunity of domestic laborers.
2. To study, after the impact of Asian Economic Crisis, the variation of working time, wage and bonus, and further to analyze the influence of foreign laborers on domestic laborers' working terms. The thesis is based on case study, interviews, observations and questionnaire. The thesis also comprises the re-examinations of related literatures and the interviews with the management of industry, executive administration, and academic experts. The thesis leads to the conclusions hereunder. A. The analysis result concerning the influence on job opportunity 1. Industries' Motive: Lack of manpower is not necessarily the main reason for companies to bring in foreign laborers, therein quite a great number of companies hiring them based on the consideration of the labor cost. 2. Quota Control: The governmental policy on quota control of foreign laborers causes the variation the number of foreign laborers. 3. Working Items: The bigger the size of the enterprise is, the less the employment number is influenced by a single factor. Therefore, the number of foreign laborers causes little adjustment about the working contents. 4. Special Case Introduction:
Foreign laborers employed by construction industry are introduced by a special case application. They are greatly influenced by the economic situation and line of industrial circumstances. 5. Replacement Crisis: The working fields of foreign laborers have been expanded. A tendency indicates that some jobs which domestic laborers are willing to and interested in are replaced with foreign laborers. 6. Economic and Non-economic Influence: The variation of the number of foreign laborers is decided by the interaction of economic and non-economic factors instead of one simple reason. 7. Replacement and Complement: The motive of manufacturing industries is usually for replacing domestic laborers with foreign ones, and that of construction industries is for complementing domestic laborers temporarily. B. The analysis result concerning working terms 1. In accordance with the principle of the balance of the supply and demand, the working terms will be more seriously damaged by the unbalance of labor force in case other influence factors remain no change. 2. After the impact of Asian Economic Crisis, the changes of industries' working terms are different. Every single change has its influence on the management of industries. 3. After the impact of Asian Economic Crisis, manufacturing industries have not employed more foreign laborers, and the working terms of domestic laborers have little changes. 4. Construction business has been greatly influenced by economic situation soured by the impact of Asian Economic Crisis. And thus, the
employment of foreign laborers has sharply decreased. However, the working terms of domestic laborers have not improved by this change. 5. After the impact of Asian Economic Crisis, the situation that foreign laborers have more overtime than domestic ones do still remains no changes. 6. The employment of foreign laborers has no influence on the laborer's basic salary. 7. The employment of foreign laborers has little influence on the laborer's annual bonus 8. Foreign laborers' high volume of overtime directly relates to the management strategy but not to the size of industries and its running situation. C. Comprehensive Observation and Analysis Result 1. Companies invested on Mainland China and Vietnam have less impact than ones invested on Thailand, Malaysia and Indonesia, which are greatly stricken by the Asian Economic Crisis. 2. The purpose of employing foreign laborers with regard to
replacement/complement mainly relates to the management strategy. 3. The employment of foreign laborers has affected the upgrading of industries partially not entirely since many foreign-laborers-employing companies still work on the technology promotion and furnish with new equipment and facilities. 4. Up to the present, laws have regulated the foreign laborer's salary. It ought to return to the free market principles. Through the competition of the free market, different industries freely regulate the payment for their foreign laborers based on their own wage standards. 5. The duration of foreign laborers in Taiwan should be flexible enough so as to avoid becoming a training school of other countries.
