Dear Supervisors / Principals,

Fine-tuning the Medium of Instruction for Secondary Schools Arrangements for the Third Cycle (2022/23 to 2027/28 School Years)

This circular letter informs government, aided and caput secondary schools about (i) matters relating to the implementation of the fine-tuned medium of instruction (MOI) arrangements for secondary schools in the third cycle; and (ii) the submission of the “School- based Medium of Instruction Plan for Junior Secondary Levels (Arrangements for Secondary 1 Students Admitted in the 2022/23 School Year)”. The information below should be read in conjunction with Education Bureau (EDB) Circular No. 6/2009 “Fine-tuning the Medium of Instruction for Secondary Schools” and our letter dated 29 April 2021 on the captioned subject.

Details

Maximum Number of Places to be Given Professional Discretion to Determine the MOI Arrangements in the Third Cycle

2. The fine-tuned MOI arrangements are approaching the third cycle (2022/23 to 2027/28 school years). The EDB will take forward the existing fine-tuned framework, with schools’

discretion on MOI arrangements in the third cycle continuing to be determined by the three prescribed criteria of “student ability”, “teacher capability” and “school-based support”, so that students can continue to benefit from the merits of the fine-tuned arrangements.

3. For the maximum number of places which schools will be given professional discretion to determine the MOI arrangements in each of the school years within the third cycle of the fine-tuned MOI arrangements, please refer to the “Report on Student Profile for Planning School-based Medium of Instruction Arrangements for the Third Cycle”, which

has been issued to schools via WebSAMS today1 , for formulating school-based MOI arrangements for the third six-year planning cycle starting in September 2022 accordingly.

Please log on the Communication and Delivery System (CDS) to retrieve the aforementioned Report by selecting and decrypting the message “SOR854P1R1S - School-Based Medium of Instruction Arrangements” under the Subject (Code) “SSPA (SOA)”. Please note that the information provided is calculated based on the “Territory Percentile Group Summary” under the Secondary School Places Allocation (SSPA) System, and hence the undertaking previously signed by schools is also applicable to the said information.

School-based MOI Plan for Junior Secondary Levels

4. Schools are required, as usual, to take into account their school-based situation and devise professionally their MOI arrangements in each of the school years within the third cycle. Schools should refer to the maximum number of places as listed in the aforementioned Report, and complete the “School-based Medium of Instruction Plan for Junior Secondary Levels (Arrangements for Secondary 1 Students Admitted in the 2022/23 School Year)”

(MOI Plan) at Annex I by making professional arrangements for the Secondary 1 students to be admitted in the 2022/23 school year. Please return the completed MOI Plan to the respective Senior School Development Officers on or before 15 September 2021 (Wednesday) for vetting by the EDB. To ensure the learning and teaching effectiveness, the EDB will continue to engage schools in professional dialogue when required and schools shall review and revise the related arrangements where appropriate.

5. Information about schools’ MOI arrangements should be included in the Secondary School Profiles 2021/2022 to be issued in December 2021. The MOI of individual subjects will be listed under the sections “Subjects Offered in the 2021/2022 School Year” and

“Subjects to be Offered in the 2022/2023 School Year” as appropriate, with elaborations in the section “Whole-school Language Policy” under “Learning and Teaching Plan” of “School Characteristics” in the Profiles. The MOI information is to facilitate parents’ making of school choices for Secondary 1 admission of their child in the 2022/23 school year.

Professional Assessment and Support Mechanism (applicable to individual schools only)

6. If schools fail to meet the prescribed criterion of “student ability” as reflected by the SSPA results in 2020 and 2021, their MOI discretion will be subject to change and they will be required to adjust their school-based MOI arrangements accordingly under the relevant mechanism. In this connection, we have put in place a professional assessment and support mechanism to help the schools concerned work out appropriate arrangements. Should individual schools intend to carry on with their existing MOI arrangements, they may submit an application under the mechanism. With students’ learning efficacy as the primary concern, we will scrutinise each case in a professional and rigorous manner and carefully review the circumstances of each applicant school, including the experience accumulated with fine-
