Performance Indicators for Hong Kong Schools 2008 and Revised School Self-Evaluation Tools
Summary
This circular memorandum informs schools of the release of Performance Indicators for Hong Kong Schools 2008 (abbreviated as PI2008) and the revised school self-evaluation (SSE) tools to support continuous school improvement. Schools are invited to collect printed copies of these documents from their respective Regional Education Offices.
Background
2. The existing Performance Indicators for Hong Kong Schools has been in use since 2002. To keep pace with current educational trends and to better support SSE in the next phase of the School Development and Accountability framework, the Education Bureau (EDB) has reviewed and revised the Performance Indicators (PI). Related SSE tools, namely the Key Performance Measures (KPM) and the stakeholder survey (SHS), have also been simplified in line with the revised PI framework.
3. The revision is made on the principles of simplification, re-organisation and refinement with an aim to facilitate schools’ reflection on their performance in a more focused manner, thereby enhancing effectiveness and alleviating teachers’ workload associated with SSE. During the review process, views from frontline teachers and education practitioners have been solicited, and the revised PI and SSE tools have also been tried out by schools in a pilot study.

4. From the 2008/09 school year onwards, PI2008 and the revised SSE tools will be used for conducting SSE by secondary, primary and special schools. In this connection, a series of workshops on using the revised PI and SSE tools for continuous school improvement have been conducted for school personnel, including school managers, between April and June 2008.

5. PI2008 and the revised SSE tools are now available on the EDB website for schools’
reference. Among the resources is a booklet entitled Tools and Data for School Self-evaluation, which briefly introduces the key features and functions of the various SSE tools. For details, please visit the EDB website at http://www.edb.gov.hk/pi.
Collection of Documents
6. Our Bureau has now produced printed copies of PI2008 and the booklet Tools and Data for School Self-evaluation for schools’ easy reference. Please complete the collection slip at the Annex and arrange to collect the documents from the respective Regional Education Offices from 7 to 18 July 2008.
E-Platform
7. Corresponding enhancement has been made to the E-platform for School Development and Accountability (ESDA) to support school personnel in data management related to SSE and administration of stakeholder survey, performing data analysis and publishing the related data reports.
8. The installation package of the enhanced ESDA will be available for downloading by schools from the EDB website (http://www.edb.gov.hk/pi) from 30 June 2008 onwards.
