Abstract Abstract】

In this study, 90 and 91, Taipei Medical University Repository for the school year, an analysis of its text at the end of the reference,

calculated by reference to the literature data types, languages do not, the number of articles to explore the health of science and related disciplines Citation mode, and to compare their similarities and differences with foreign research. The results showed that the Taipei Medical University School of dissertations, the data type in the reference model quite consistent with the literature, references are the order of the number of journals, books, other, network resources; in other aspects of the language references , is also a preferred use of foreign materials. In addition, the availability of library materials, the Taipei Medical University Library Periodical data availability, in terms of Chinese and foreign journals are sticking out, and books, the Chinese (46.77%) and foreign language (29.14% ) there are nearly 18 percentage points difference. Finally, in

(2)

journals and books for distribution of funds, this study found that each of Hebei Medical University School of dissertations and journal reference books ratio of 88.5: 11.5, while the actual implementation of the procurement funding for the library is also close to this ratio.

This study explores the citation pattern of health science related subjects, using the theses and dissertations in 90 and 91 academic years of TMU as the research samples.

Findings of this study can not only provide information for decision making of budget allocation in TMU library, but also serve as the reference for other medical

universities and colleges in Taiwan. Findings of this study has found that the theses and dissertations of colleges in TMU present identical citation patterns, following the order of "journal-monograph-others-internet resources" as well as preferring foreign languages as the language used in citations. Furthermore, in terms of the availability of library materials, the availability of Chinese and foreign language journals in TMU library is about 60% whereas there is 18% difference between Chinese (46.77%) and foreign language (29.14%) monograph collection. Finally, in terms of the budget allocations for journals and monograph collection, the results from this study reveal the percentages of the use of journal and monograph collection as citations in theses and dissertations of colleges in TMU are 88.5:11.5. The actual execution of purchase budget in TMU library is about this percentage.

I. Preface

Since the 1960s, as the information explosion, the growing number of publications, and the library by the global downturn of recent years, the purchase of collections of library resources budget has stagnated or even reduced and, therefore, how effective use of limited budget became manager of the library's biggest challenge.

Frequent academic journal publishing, with peer review (peer review) system, therefore the quality and timeliness of high-possessed, a researcher in the fields to absorb the major source of new

knowledge. However, with the academic field of specialization, the academic journal species growing to the end of 2002 the printing of

(3)

about 260,000 kinds of style of academic journals in circulation, the electronic full text journals has grown to 10 001 thousand kinds. (1) Journal species growth, coupled with rising year after year increase, making academic libraries have to bet an increasing proportion of funds in the Periodicals Collection on; In fact, as early as the 1970s, the U.S. academic libraries journals had more than the other types of funds collection.

The purpose was to support the academic library parent

institutions of research and teaching, the establishment of collection to the user's information needs should be based on the information field in the book so Yiban textbooks Zhongduojianyi journals and books the allocation of funds accounting for 8 Bi 2. Academic Health Sciences Library Association of the United States (The Association of Academic Health Science Libraries, later referred to as

AAHSL) annual statistical data, there is a medical library data for the U.S. financial allocations in this regard, on average, ten years ago is 79 : 21; (2) The Medical Library of the situation in Taiwan, can the National Taiwan University Medical Library developed by the

maintenance of the "medical library Sharing System" (Note 3) in the data, and of the Library Statistics Yearbook get an idea of clues.

Reference the "reference", the researchers showed the lowest level of use of relevant literature, and therefore the data type is quoted as the proportion of funds allocated for reference, is a logical

approach. As early as 1932, Sherwood papers that show this type of information journals in the medical literature has been quoted as high as 85.2% (Note 4); while Stinson and Mueller in 1980 on the

information needs of health science professionals study, 99% of the respondents said they were using the library's journal collection, while only 69% indicated that they use the library (note 5); Burdick, Butler, and Sullivan in 1990 have been in similar studies, they analyze medical references of some of the findings reflect the

recommendations of the actual users of the status of references, journals and books should be further funds will be transferred into a 88:12 ratio. (Note 6)

(4)

In this study the literature and statistical data analysis, and Taipei Medical University 90 and 91 all of the academic year as the research object Dissertation, calculated at the end of the reference text, to achieve the following research purposes:

1. Literature survey cited articles, data types, and other languages, to explore health science related disciplines of model references, and to compare their results with foreign- related similarities and differences.

2. Survey of Taipei Medical University library information

journals and availability of performance, in order to grasp the strength of the museum collections of various subjects.

3. Investigate the United States and Taiwan Medical Library journals and books expenses ratio, and with the Taipei Medical University Libraries compared the situation to explore the journals and books of reference than as a collection of various types of funding for the reasonable distribution of the

reference value sex.

Results of the study can understand the Taipei Medical University School of references for each model, libraries can provide users with the information required to master the ability to further planning and effective collection development policy and access to services literature, the findings can be used as school books Museum of the basis for funding allocation decisions, and provide to the domestic nature of medical college libraries for reference.

I hereby make the scope of this study and limitations as follows:

1. Scope of the study based on medical science, and to include the Taipei Medical University faculties are limited.

2. Taipei Medical University of the Republic to collect only 90 to 91 years, had completed the school year Dissertation,

including a total of 15 5 Graduate School departments.

3. The term of the references, system references for the Repository in terms of the attached end of the book, not including the contents of these papers note the attached notes and key points.

(5)

4. In this study, only the type of bibliographic references, language and other collections can be made of three key elements.

5. Limited manpower, time and other factors, this study looked only at Repository of references to "quantity" of the analysis, the results can be used as an objective reference and does not involve reference to conduct dissertation author.

6. In this study, the original bibliographic data directly to transcriptional analysis, which cited errors in the event of circumstances beyond control-oriented research.

Two, the literature analysis

There are numerous domestic and international literature on the reference behavior, the user of reference covering motivation, distribution of literature references, cited indicator of the numerical sense, the reference index database applications, or even to further explore the library collection to support the extent of problems , but most are concentrated in the sciences, health sciences on the

empirical research related to rare. The following for "Health Science Journal personnel actions" and "reference behavior and distribution of library funds," The empirical study described in this paper.

A health science research personnel conduct reference

Most health sciences reference behavior, research methods and more focus on the questionnaire survey, focus group interviews and depth interviews, but only by the views of the respondents

unilaterally, the results prone to intolerance, light Worel used direct observation, research journals and reference behavior. The

researchers selected the American University of Minnesota Bio-Med Library and Minnesota Department of Health (MDH) of the RN Barr Library's readers for the study, by way of Reference, the two museums were 200 references to obtain information related to the issue again be analyzed, a total of 400 health sciences reference is a reference problem. (Note 7)

(6)

The results showed that readers of Health Sciences Library references used, according to source of roughly five types, the percentage of the study were presented in Table 1: (Note 8)

The study results could be that the reader queries using the index did not reach half the proportion of the literature, but the most commonly used index tool is MEDLINE. There are also a variety of citation of sources, including published books, e-mail, website. The conclusion is that the amount of volume of library collections and resources availability is not significantly alter the behavior of users seeking references, most of the health research by key through a combination of various sources of ways to find the necessary documentation. (Note 9)

The high relative to journal citations, books, reference was

significantly lower. Reference rate in the book part of the research by Wehmeyer and Wehmeyer confirmed that the health sciences are among the clinical psychology, his research for the book's reference

(7)

rate is highest. The researchers selected the United States Wright State University's Fordham Health Sciences Library for the study, from 1986 to 1996, the Repository in a total of 746 randomly selected as the research sample, then it is subdivided into three main subject areas, including clinical psychology discipline 250, 370 nursing discipline, and biomedical 126, then after the citations were analyzed. (Note 10) The results showed that clinical psychology disciplines Repository reference books ("books" with "Book of the single article"), the ratio of about 35%, 25% of nursing disciplines, biomedical, there were 8 %.

Source: Jeffrey M. Wehmeyer, Susan Wehmeyer, "The comparative importance of books: clinical psychology in the health sciences library," Bull Med Libr Assoc 87:2 (April 1999): 189.

The ANOVA analysis results show that bio-medicine, on average, the number of journal articles is a reference to the amount of 33.27 times the reference books; nursing, the number of journal articles is a reference to the amount of 3.88 times the reference books; final in clinical psychology, the number of journal articles references but only 2.61 times the amount of books just quoted. Thus, bio-medical and nursing disciplines Repository, journal and reference book

multiple of the ratio was significantly higher than clinical psychology disciplines Repository, so the results of the study subjects did show

(8)

clinical psychology books and documents for researchers degree of reliance on even more in the health sciences and other disciplines.

(Note 11) The survey results show that the field of health sciences researchers of various disciplines cited differences in behavior, it results in the use of citation analysis as a reference collection of the allocation of funds, they should be the consideration of disciplinary differences.

Second, the reference behavior and the ratio of library funds

Medical Library books and periodicals collection in the allocation of funds is a continuous topic discussed. On the field of medicine, most of the information in the bibliographic citations can be found in journal reference rate of 88%, while the book is only 12%. In

contrast, many health sciences libraries procurement budget allocation, it is a journal of 79%, 21% of the ratio of book-based. In view of this, Burdick and other scholars that have conducted a

citation analysis study, the exact allocation of funds in the hope that the collection reflects the real usage context, by comparing the health sciences research references and the actual allocation of library funds way to explore the collection development policy

journals and books in the optimal allocation of funds ratio. (Note 12)

Citation analysis of the characteristics of the largest, is the objective data can respond by many phenomena, such as the researcher's academic reputation and the availability of such information. Despite the citation of scientific research through healthy, journals and books can be a reference to that proportion, but the medical and health science education and information needs of the real clinical difference between the remains further study.

(Note 13)

Based on reference books and more books, periodicals and more of the arguments cited journal, Burdick and other researchers selected to both books and periodicals for the study. First of all, according to the level of SCI impact factor, within the scientific selection of 10 s, and then randomly selected from 50 journal research sample. In

(9)

addition, in the book, this is a selection of six books, and then selecting the 50 chapters as a sample. Finally, 50 journal articles and book the 50 chapters one by one citation analysis, calculated by reference to the number of books and periodicals. The order of shows otherwise biased, but also for the medical teaching staff of 11 two-week in-depth interviews, reference books and journals to understand their behavior (14); this study not only the researchers conduct empirical studies cited also have to explore the allocation of resources in medical libraries in the proportion of purchases, and then to effect secondary confirmed. The researchers used

statistical Houston (Houston statistics), select the 1980-1981, 1985- 1986 and 1989-1990, three times, to understand the procurement of funding for medical libraries in the distribution.

The final results showed, 10 in the journal Science published reference rate of 91%, 6 textbooks journal reference rate was 79%.

In other words, the overall average, periodicals and reference books, accounting for 88%: 12%. The teaching staff from the Internal

Medicine Journal 11 Empirical study results also found that the literature and reference books in the proportion of 89.5%: 10.5%.

Statistical reports in the Houston area, found that allocation of funds library collections, periodicals and books in the ratio of 79%: 21%, but the library's journals and the increasing funding is, books, declining funding, this has become a trend . Summarized results of the study, from the citation level, the field of health sciences for the reaction of the real use of the library journals and books in the procurement budget allocation, with 88%: 12% ratio is more appropriate. (15)

For research libraries, the percentage of journals and books the allocation of funds is an important issue. In the past, funding for library journal subscriptions funded the procurement of which showed only a whole stable, accounted for less than book, but with the amount of information explosion and a substantial hike journal costs, the ratio of library funds is bound to be adjusted, resulting in research journals and books library funding allocation ratio has become the focus to mid-1970, funding for research libraries in the journal is the first time exceeded the proportion of books in

(10)

proportion. Because most previous studies, few have discussed the optimal distribution of journals and books proportion of expenses related literature, it Dervin and Kellogg two learned through citation analysis, collection 1930-1990 in various disciplines on the theme of literature references A total of 66, to analyze the bibliography, the researchers further understand the various fields used in the proportion of journals and books, from fine arts to mechanical

engineering disciplines are included, also summarized the ratio of a reference collection of funding criteria. (16) part of the health

sciences, from the literature can be found in the bibliography,

journal citation rate of 85%, we can see journal for researchers of the importance of subject areas. By way of citation analysis, can

understand the disciplines cited the case of the literature and books, at the same time and so in the Library's funding allocation. (Note 17)

American Research Libraries (Association of Research Libraries, after referred to as ARL) from 2001 to 2002, with the U.S. District 65 Health Sciences Library of the University Library members to the survey, as many projects, this only take In this study, which compared with the related books and periodicals collections to introduce some of the allocation of funds (Note 18): if the same case according to the average, each health sciences library book purchasing funds each year about 13 million funding for journal procurement more than 1.07 million U.S. dollars compared to a ratio of 10.8: 89.2. Health Sciences Library and domestic status of the allocation of funds, through the understanding of the medical library funding allocation ratio is sufficiently representative. In addition to relevant information through the National Taiwan University Medical Library developed by the maintenance of the "medical library Sharing System" to obtain statistical data, also from the Yearbook of

Statistics of the Library get an idea of clues. (19) Republic of nine years of "Republic of China Library Yearbook", the topic of discussion a medical library, and in the Republic of China 92 years to the

"Taiwan and Fujian Area Medical Libraries Survey", there are abundant Statistics published in the current discourse topic. The survey in the Republic of China on January 91 to December for the implementation of the investigation, the main purpose of exploring the development of the Medical Library issued a total of 203

categories of statistical analysis, to understand the various types of medical the status of the library. From these statistics you can clearly see that, compared to books, the Library of Medicine Collections attaches great importance, whether for the different types of medical libraries is the case, funding for books and journals the ratio between the difference of far.

Reference, study design

The goals of this study was to explore the field of health science related disciplines staff citation patterns, but also depth, Taipei Medical University Library and other domestic Library of Medicine and Health Sciences Library in the domestic and foreign books on the similarities and differences between the allocation of funds. To achieve these purposes, this study uses two methods: (1) of

literature analysis: The Library and Information Science (retrieval LISA, LL and other databases) and the Health Sciences (search Medline, CINAHL and other databases) literature relevant to the area , except the book monographs, journal articles, conference papers and in addition, related Internet resources. The purpose of

literature analysis, this study is to make theory relevant issues are

(13)

discussed and compared with results of previous studies similarities and differences; (2) citation analysis: Taipei Medical University, 90 and 91, all of the academic year as the object Dissertation (including 5 of 15 large school of 430 departments, detailed sample information see Appendix 1), analysis of the text at the end of the reference, calculated by reference to the literature data types, languages do not, the number of articles, then individual data after compiled into a database for statistical analysis.

In information collection and analysis, the researcher first collection of directory inquiries, Taipei Medical University, 90-91 Repository academic year have been completed to collect their references, and by document type, language, etc. Do not calculate the number of reference articles and then to establish data files, data file content structure of Table 5, and then ask students to help with manual Repository 11 each end of the book examine the bibliography

attached to the type of part in journals and books is to use the Taipei Medical University Library Online Catalog check whether the

museum collection, and finally were filled by class table, and calculate the number of articles. Finally a total of 430 individual data forms, student assistants will be followed by the data in the form, type excel database of all types were calculated according to the total number of citations, average and percentage, and

calculates the proportion of reference books and journals.

The average number of articles, point of view, the average of Hebei Medical University dissertation 69.21 references cited, including the

University College of Nursing, the highest for the whole school, an average of 92.81 citations, while the public health and Nutrition Institute of the times, an average of 74.70 . If the data type of view,

"journal" is a health related field degree thesis in the type of information most frequently cited, accounting for 81.57% of all literature, "books" is second (accounting for 10.57%), while the network resources resources cited at least, only 2.13% of all documents; general, the College of the data type reference literature although the percentage varies, which the College of Nursing, the highest dependence on the books (14.41%) But the College "Journal> Books> Other> Web Resources" reference model is exactly the same.

Second, the reference language literature

Previous studies have shown that the main university library users use activities according to their characteristics into college students, graduate students and professors and other three categories,

including Professor, the emphasis on "Spanish data" use, college students, mainly in "borrow English books," and "use of the library self-study" and postgraduates both the main use of professors and students characteristics (21), this dissertation citation analysis of language do not, the study found also confirmed previous findings of the study. Table 7 presents the School of Taipei Medical University, dissertation cited foreign literature data and the ratio of Chinese data, the overall point of view, Hebei Medical University's graduate degree in writing papers, 83.35% of the references are foreign

materials, and only 16.65% is Chinese data, confirms the graduate students and professors prefer to use the same information on the characteristics of Western culture. However, information on various subjects for the dependence of Western vary, for example, College of Nursing degree thesis, a 31.25% of references in Chinese data show that the demand for Chinese information than other health science related disciplines; and oral University degree thesis up to 95.26% of references are foreign materials to show the text of the information needs of external ranks highest in the hospital.

Third, information on the availability of journals

This study previously found that papers Taipei Medical University- bit data types, references, periodicals accounted Bacheng data above (see Table 6), journal information shows the importance of academic research. The university library is the school's principal provider of academic resources, teachers and students in addition to subscription and collection of academic journals used, but also provide interlibrary Internet printing services to meet the

information needs of readers; Although the data via Interlibrary Loan or readers obtained in person at his museum, but a library in the first time the ability to provide necessary information to the reader (Availability, the so-called "availability") is also an important

evaluation indicators of the quality of its collections, Table 8 for the College of Hebei Medical University Library in the periodicals needed information can be obtained in terms of performance. Overall, the journal of Hebei Medical University Library information availability, whether Chinese or foreign materials are Liucheng up and down, an

Fourth, the availability of library materials

This study previously found that papers Taipei Medical University- bit data type references in books although only one percent of the proportion, but it is the primary source of information after the

journal (see Table 6), Table 9 for the North Medical Library is required in all college books and materials availability performance. Overall, the books of Hebei Medical University library availability, Chinese books are 46.77%, and foreign language books is 29.14%, higher than the performance data of the availability of journals for the poor;

further analysis found that, Hebei Medical University Library Pharmaceutical aspects of Chinese books to provide best

performance (availability to 54.34%), while the provision of public health and nutrition aspects of Chinese books on the weakest

(availability of only 40.88%); in foreign language books on and also to better performance in the pharmaceutical area (availability is

46.90%), in the public health and nutrition science and Chinese books as weaker (availability to 25.76%), while the best performance in medicine weak (only 21.03 percent availability).

5, periodicals and books of reference than

Academic journals is absorbed in the professional field researchers the major source of new knowledge, but with the academic

specialist, academic journals species growing together with its set up costs increase year after year, making academic libraries have to bet more to the greater proportion of the funds in the Periodicals Collection on; literature shows that, as early as the 1970s, U.S.

funding for academic libraries had more than Periodical other types of collections. The purpose of the academic library is Zhiyuan parent body of research and teaching, the establishment of their collection on to the user's information needs should be based on documents the exam, "quoted" This has reflected the researchers to the relevant references into real use, and therefore The data type is referenced as a funding allocation ratio of the reference, is a logical approach.

(21)

The second purpose of this study was to investigate the distribution of library funds in various types of information than, for network resources is free, and "other" category of resources that each dissertation a different definition, so special again for the "Journal"

and "Book" to do this the largest of the two step analysis. Table 10 shows the Taipei Medical University School of dissertations cited

"journal" and "books" information ratio, on the whole journals and reference books than is 88.5: 11.5, School of Nursing degree thesis which cited information more Journal minimum , 83.79%; if from the same data to analyze the type of language do the whole Chinese foreign periodicals and journals cited ratio 92.45: 7.55, School of Stomatology, dissertation which cited foreign journals as high as 98.41%, while nursing College lowest 79.73%; in books, the whole foreign language reference books and English books than is 59.64:

40.36, School of Stomatology, outside of which rely on the largest language books, reference books in as much as 91.13% foreign materials.

V. Conclusion

This study analyzed the relevant literature and statistical data, and to Taipei Medical University, Dissertation for the study, calculated at the end of the reference text to quote the relevant fields of health sciences literature model, the school library of periodicals and books performance data availability and collection issues such as the allocation of funds. At last, the study found, summarized the three conclusions, I hope to Taipei Medical University Library collection development and collection of funds allocation decision-making help, and provide relevant experience to other domestic medical library reference.

1, Taipei Medical University, the patterns of various disciplines Citation

(23)

Overall, Taipei Medical University of Medicine, Dentistry, Pharmacy, Nursing, School of Public Health and nutrition, dissertations,

reference to different types of data in the literature fairly consistent patterns are followed, "Journal> Books> Other> Web resources "in the order; in other aspects of the language references, is also a

preference to use foreign materials. However, as mentioned in literature in general, health science and information needs in all areas is a disciplinary differences, and this study found that nursing and dental medicine reference of these two fields have a very

distinct behavior characteristics: 1) compared the other four

colleges, the College of Nursing graduate student needs for books and materials significantly higher; 2) compared to the other four colleges, the Graduate School of Nursing information needs for significantly higher in Chinese; 3) compared to the other four College, Graduate School of Stomatology, the demand for foreign materials obviously particularly high.

2, Taipei Medical University Library performance data availability

"Availability" is the evaluation of a library collection is one important indicator of quality, Taipei Medical University Library Periodical data availability, in terms of Chinese and foreign journals are sticking out, and in the books, the Chinese (46.77%) and foreign language (29.14%), nearly 18 percent of the difference. Further analysis found that areas of Hebei Medical University Library in the Chinese journals to the field of nursing collection strong in the most need to strengthen the pharmacy; in terms of foreign periodicals to the collection of medical and pharmaceutical aspects stronger than the dentist / oral medicine, most need to be strengthened. In the book, the more complete book of Chinese medicine, and public health and nutrition to step up; books in Western medicine is the strongest area, but the weakest in the medical aspect of the collection.

If the response to the library funds to purchase these materials, it appeared interesting phenomenon that warrants examination: 92 school year the school library in the Western Journal of NT, with a

(24)

budget of about 22,000,000 dollars, while the Japanese side only journal About NT 900,000 dollars, in such a proportion of the budget gap under the two languages of the journal data availability

performance is the same, this figure once again shows that foreign materials on the importance of health science researchers; in Books information, the Western Books of the budget with NT 10,000,000 (scheduled to be purchased 3000), the Japanese book of the budget of NT 1,600,000 dollars (scheduled to be purchased 4000), but 6.25 times the cost of funding the West Books of Chinese books to meet the rate much lower than the satisfaction rate, this figure may be interpreted as a low unit price of Chinese books, and in academic research on the needs had also low, so the availability of

performance information is better than the foreign language .

3, periodicals and books for the allocation of funds

The second purpose of this study is to model by the references to explore the library collection current funding allocation is

reasonable. According AAHSL statistics, U.S. ten years ago the medical library periodicals and books of the funding ratio of about 79:21, and also in 1990, based on the results of empirical research that should be adjusted to 88:12 (Note 22), if the latest statistics from the ARL of view, the AD 2001-2002 U.S. universities in the actual situation of medical libraries to 89:11 (23); and Taiwan, the status of all medical libraries, the average is 83:17. (See Table 4)

The study found that each of Hebei Medical University School of dissertations and books alone two types of information on the journal reference to the ratio of 88.5: 11.5, and the U.S. is quite consistent with the findings; if 91 and 92 with the Hebei Medical University Library funding for the academic year to compare the actual implementation, found that 91 academic year funds of Hebei Medical University Library journals and books for the 73:27 ratio to the 92 school year, readers respond when demand, while in the school year slowly adjust the procurement case amount, and finally into 88:12. (24) so confirmed by the proportion of citations of the type of data to allocate funding for library collections is an effective and reasonable way, whether in an academic or practice are tested.
