Reading for Life - From Developing Interest to Facilitating Learning

(Note: This circular memorandum should be read by heads and teachers of all schools)

Purpose

The purpose of this circular memorandum is to invite heads of schools and teachers to participate in Reading Fair 2013 scheduled for 20 April 2013 (Saturday).

Background

2. Since the launch of the Education Reform, reading has always been a key initiative in our schools. There is strong consensus among educators and parents, together with the experience of teachers and students, confirming that reading helps lay the foundation for effective learning. Through reading, students acquire and practise reading skills, learn new knowledge, and are exposed to a wider world and the variety and beauty of language. Reading can also enrich their imagination and inspire them to set and pursue their life goals. Life-long reading, therefore, is central to nurturing life-long learners, which our Education Reform sets out to accomplish.

Programme of the Event

3. It is our great pleasure to organise Reading Fair 2013 to share with schools and teachers the encouraging performance of our students in the recently announced results of Progress in International Reading Literacy Study (PIRLS) 2011, as well as their implications. We also make use of this opportunity to share the good practices of our schools in their dedicated efforts to promote reading in various forms and modes to support and enable our students to learn to read, and

to read to learn so as to meet the challenges of learning, which, among others, include the New Senior Secondary Curriculum and the fine-tuned medium of instruction arrangements for secondary schools.

4. The event will be opened by Mr. Stephen YIP, Principal Assistant Secretary (Curriculum Development) of the Education Bureau (EDB), and followed by the keynote speech on PIRLS, Bilingual Reading: Present State and Sustainable Development, by Professor TSE Shek-kam of the Faculty of Education, The University of Hong Kong. There are then the parallel experience-sharing sessions in which a total of ten schools, four primary and six secondary schools have kindly agreed to share their valuable experience with us. For details, please refer to the programme in the Appendix.

Enrolment

5. Heads of schools and teachers are invited to enrol on Reading Fair 2013 online through the Training Calendar System (TCS) of the EDB at http://tcs.edb.gov.hk with Course ID CDI020131116 between 2 April 2013 (Tuesday) and 17 April 2013 (Wednesday). Enrolment will be processed on a first-come-first-served basis. Applicants will be informed of the application results through the TCS.

6. In the event of a public announcement by the EDB that all schools are to be closed as a result of adverse weather conditions (e.g. tropical cyclone or rainstorm), Reading Fair 2013 will be postponed until further notice.
