Te-Chung Chang Abstract This article responds to the article "Exploring the Indigenization of Employee Assistance Programs Ethics: A Proposal for the Ethical Code of Chinese Employee Assistance Programs" and provides a brief review and supplement to the development history of Taiwan's employee assistance programs, especially during I work for the Teacher Chang Foundation, assisting the government in promoting the experience of the employee assistance programs, it is necessary to indigenize the professional ethics of the employee assistance programs. However, how the ethical code is set for the coverage of a wide range of Chinese areas, how to take into account for the diversified purposes of business owners, administration, employee's unions and employees, and collaborating with relevant professional societies to collect relevant practical opinions for subsequent amendments, is the direction in which the author can think and work hard.

Research Strategy for Indigenization of Employee Assistance Programs

This article attempted to use the indigenization of both psychology and social sciences to explore EAPs indigenization by examining potential development in the directions, goals and strategies in EAPs indigenization and indigenous EAPs. The proposed research direction of indigenous EAPs included historical reference, theme confirmation and method formulation. The research objectives included localizing the introduction of foreign studies and indigenizing the combination of Chinese and Western indigenization of cultural inheritance. Research strategies included concept exploration, theoretical construction and research verification. The conclusion indicated that Chinese native EAPs scholars should develop their personal way of life based on cultural roots while cultivating a new and modern Chinese indigenous EAPs that encompasses new thinking.

Second, related to the mentioned suggestions above, when working with Chinese organizations or employees, it is suggested that the manager or leader can offer programs and office events that encourage interaction and commu- nication between the managers and their subordinates. This study suggests that the approach of enforcing ethical behavior among employees is important. Communication should be carried out strategically to create an ethical cli- mate and harmonious atmosphere. For the Chinese employees, they need to be gradually taught the importance of following the code of ethics in a way that is in line with the Confucius tradition. The intended effects are to tear down the walls and increase the feeling of a strong guanxi that leads to the positive state of the individuals. Also, when communication across the managers and subordi- nates is encouraged, this can also create a favorable working environment.

Based on the result of “Human Resources Survey”, issued by the Institute of Occupational Safety & Healthy(IOSH) of Executive Yuan on September, 2005, 68.5 percents of interviewed participants revealed that they often or always have to face huge work pressure. The result also showed that people have to face increasing work pressure year after year. Moreover, the melancholia and suicide problems among labors have attracted increasing attention from the society. According to an Internet Survey result, which was conducted by 111 Job Bank on 2005, more than 50 percents employees considered themselves as “unhappy employee”. In fact, from now on our society should not neglect any employee problem. The task of improving occupational safety and healthy has also drew a lot worldwide attention and become an important issue on human resources study. The Employee Assistance Programs (EAPs) consists the concept and organization structure of industrial work and labor counseling. In EAPs, participated enterprises would provide planned activities to encourage employers or companies to establish a well-planed Employee Assistance Program, so as to create a win-win result and a healthy working environment for both the employee and employer. This research is conducted to survey the practice of EAPs in Taiwan’s domestic enterprises and analyze EAPs’ influence on employees’ job involvement. This research selected 1,000 human resources department managers from the survey of “ 2004 Taiwan Top 1000 Manufacturer”, issued by Common Wealth Magazine on 2005, as its survey participants. 1,000 copies of questionnaires were sent out and 167 effective questionnaires were collected. This research questionnaire is designed to study and analyze EAPs from four different factors, which are work, life, health and system model. Nevertheless, just because of the enormous divergence in the reasoning strategies and socio-political contexts of the two cultures, the similarity in their views on musical power becomes even more highlighted: Even in cultures of such vast difference, the ethical power of music is emphasized to a similarly great extent. Music’s ethical power and utility for education, statecraft and its connection with the universe, therefore, may enjoy cross-cultural value and importance, which need not be confined merely to the two ancient tradi- tions. 4. Conclusions This paper constructs a model for evaluating the performance of after-school institutions in Taiwan by adopting the AHP. The results show that factors from the service qu ality dimension are highly emphasized. In the educational services market, how to provide effective services and incorporate quality into marketing strategy enable institutions to offer superior service quality. The use of promotional activities to sell their services and to increase the interests of potential customers is also important. Government should, through evaluation and reward systems, help after-school care institutions to set up good-quality childcare and to create a happy learning environment. The management and operation of an institution, in addition to consider the parents’ expectations and the market trend, needs to focus more on the needs of students in order to provide students the best after- school care services. Finally, the developed evaluation model can be used or tailored by interested parties as an effective and objective mechanism for evaluating after-school programs. The proposed model can be tailored in the aspects studied or the factors being considered to suit the different after- school needs and after-school programs in different countries. In addition, children of different age categories may require different after-school cares; therefore, different after-school programs can be categorized, and evaluating hierarchies can be revised accordingly to meet the needs of different age groups.

Although the LMX theory and Cheng’s employee categorization model both suggest some criteria that leaders use for employee categorization, they do not provide any insight about the interactions among those criteria. This study sought to fill this gap and found that the three criteria did interact with each other to affect reward allocation decisions. In addition, the results confirmed the significance of allocation context for the effects of the three categorization criteria. Compared to the private context, the tendency of the managers to favor in-group subordinates decreased in the public context. VMITN: A Novel Intrusion Tolerance Architecture for Treating the Rapid Propagation of Malicious Programs

ABSTRACT Today’s understaffed IT departments face a daunting security challenge – protect the enterprise from new, unknown threats. The most damaging threats, unfortunately, are coming from fatal malicious programs, such as zero day worms and viruses, which are hard to be stopped by traditional security mechanisms. Therefore, instead of trying to prevent every single intrusion, in this paper, we adopt a novel system architecture which will tolerate new worm attack temperately until administrator removes the vulnerability. With a set of intrusion pattern recognition mechanisms and the virtual machine technology, the proposed VMITN (Virtual Machine based Intrusion Tolerance Network) is able to achieve the goal of intrusion tolerance. We have implemented a prototype of VMITN. We present the design, implementation and evaluation of this prototype system. Our experiments in an emulation network proved the reliability and survivability of VMITN under Code Red worm attack.

Needs and demands for community psychiatric rehabilitation programs from the perspectives of patients and caregivers

Needs and demands data provided by patients them- selves may be misleading as they might not be able to adequately express these needs and demands. Since patients often depend heavily on caregivers for activities of daily living, caregivers should be important participants and opinion providers in health care planning. In this regard, research addressing the needs and demands issue from the perspectives of both patients and caregivers could prove informative in providing a balanced view. This will be especially important for planning community programs, since in Taiwan near 90% of people with chronic mental illness live with their families (Hwu et al. 1995) and com- munity psychiatric rehabilitation programs are still highly needed (Department of Health 2006). Considering that different community rehabilitation programs vary in their service population, goals of rehabilitation, and allocated resources and operations, diverse psychiatric rehabilita- tion programs such as drop-in services, accommodations, club houses, home care, respite services and caregiver support, are needed to meet individualized and multi-level needs. Currently, only structured day service and residential rehabilitation are available and covered by the National Health Insurance in Taiwan and they have to serve multi- purpose functions and might not fit the needs of individual patients.

Organizational ethical climate, perceived organizational support, and employee silence: A cross-level investigation

In the literature, scholars have argued that employee silence results from conscious decision-making, on the part of employees, concerning whether they will speak up about problems they have encountered while performing their jobs (Morrison and Milliken, 2000; Pinder and Harlos, 2001; Van Dyne et al., 2003). Morrison (2011) further sug- gested that the interplay between an employee’s prosocial motive and futility and threat expectations are critical to the decision-making. The prosocial motive, referring to employees’ intentions for helping their colleagues and organization, facilitates employ- ees’ choice of voicing their concerns. In contrast, employees may choose to remain silent when the futility and threat expectations override their prosocial motive. The futility expectation is the expectation that their efforts are futile because their organizations will ignore problems that they bring up. The threat expectation includes the fear of incurring negative outcomes and the fear of retaliation from colleagues or superiors who do not welcome their act of speaking up. Following Morrison’s viewpoints, the present study will use the prosocial motive and the futility and threat expectations in the silence/voice decision-making to argue that ethical climate, as an organizational contextual factor, works to reduce employee silence.
