建議

由於人文社會學研究之特性及引文資料庫本身之限制，引文分析無法完全 適用於社會科學之評鑑，於前述實證研究中更可發現社會科學學者於被引次數 及同儕評鑑結果上的差異，故質的同儕評鑑方式在社會科學之學術評鑑上顯得 更加重要。雖然同儕評鑑在人力、時間及金錢上耗費甚大，但在學術評鑑目的 上能否更完整反映學術現況應是更重要的考量。評鑑學者研究成果本應完整考 量各面向的學術成就，因此為了配合研究成果及其研究活動之多元發展特性，

學術評鑑指標並不適合僅使用單一指標，而應進一步將學術與非學術、著作或 編輯、區域性、特別性、多元性等人文社會學特性一併納入考量，再整合各種 角度，讓量化數據更具有質的意義，以求更完整呈現人文社會學者研究成果之 面貌。

而針對人文社會科學學科之特性，本研究整理學術評鑑指標之考量建議如 下。

一、考慮人文社會學科領域之研究與使用特性，區分各種出版品的品質及重要 性權重配置

出版品在學術評鑑佔有最重要之地位，許多學者均建議應區分各種出版品 間的品質及重要性之差異，並以權重值之數值來具體表示當中之相對差距，使 其在客觀量化評鑑上，也能加入品質之考量。尤其在前述經濟學與社會學之引 用文獻分析實證中，可明顯發現經濟學領域偏重利用期刊文獻、社會學領域特 別重視圖書文獻，加以人文社會學科領域中由於其區域性、特別性、多元性等 研究特性，於設計出版品之分類及權重配置時，須有彈性考慮各學門出版品研 究品質之差異及使用習慣，使品質與重要性能透過權重值清楚呈現。

二、分類及權重值之概念亦可應用於非出版品之評鑑指標

由於上述分類及權重值配置之作法在細分不同出版品間的類型與品質差 異，但除出版品外，在人文社會學領域中，個人獎項、專業活動等其他非研究 出版品，亦可利用分類及權重值的機制配合評鑑標準，追求讓整個量化之制式 評鑑表，可以呈現更精細之品質差異。另一方面，在表現研究品質之分類系統 暨權重值之配置中，雖然已考量研究出版品、研究活動或個人學術象徵指標等 性質差異，在數量統計上加入品質或重要性之區分，但是對出版量較多或研究 活動活躍的學者而言，可能較容易有高的總分，故在研究品質之考量下，必須

再加上專家對學者個人整體表現或是最具代表性之重要著作進行品質之評鑑，

一起作為整體學術表現之依據，以符合前述多元指標之優點，並強調品質重於 數量之概念。

三、結合書目計量與同儕評鑑指標

由於學科專家最具評鑑特定學科研究出版品品質之能力，故理論上，專家 評鑑仍被認為是最理想的學術評鑑方式。但為減低同儕評鑑中專家本身之限制 及可能缺失，在選擇評鑑專家時，應特別注意專家之知識背景與被評鑑者研究 主題之吻合度，才能藉由專家對被評鑑主題之熟悉，發揮預期功效，且為了確 保評鑑專家能更清楚掌握被評鑑者及所屬次領域之現況，書目計量仍具有呈現 被評鑑者過去特定期間之部分研究表現情形之參考性。此外，從另一種角度來 看，由於人文社會學科之特性使然，僅以與引用有關之書目計量指標進行評鑑 會產生許多誤差，導致人文社會學者之評鑑對專家評鑑之需求性更高；但在人 文社會學科研究議題較具區域性，無太多一致性之理論及定論情形下，相對而 言，人文社會學者之間的觀點差異性會較大，亦即本身均具有較主觀的想法，

故為使學術評鑑結果更具客觀性，書目計量指標也有參考之必要性，簡言之，

兩者需互相配合，達相輔相成之效。

綜言之，為能符合人文社會科學之特性，同儕評鑑與書目計量指標必須並 重，無法僅直接套用書目計量指標進行評估，且因為學術評鑑結果有學門之獨 特性，各評鑑指標之比重須視各學門之特性而彈性調整。此外，針對學術評鑑 最重視的品質指標，利用分類及權重值的概念區分品質之間的差異，可兼具質 與量之考慮，尤其人文社會科學領域中專家評鑑之仰賴較高，而為減低專家評 鑑之可能主觀偏見，結合書目計量及慎選參與評鑑的專家均為提升人文社會學 者學術評鑑素質之方式。
