第六章 結論與建議

6.2 建議

對於配銷系統及轉運方面的問題有更多的認識後,深深覺得此一領 域還可以發揮的空間很大,在此簡單陳述可供繼續研究的課題,除了給 自己一個方向,也期望能提供有興趣研究者一些有用資訊。

1.單期多次需求預防轉運模式建構

預防轉運較緊急轉運複雜;在緊急轉運的環境中,轉運時機的判斷 為有零售商發生缺貨時,但在預防轉運時,轉運時機依據對系統的 要求不同而有所差異。預防轉運的實施旨在預防缺貨,在單期單次 顧客需求環境中,預防轉運目的在防止未來的一期發生缺貨。至於 在單期固定多次與單期變動多次的需求環境中,仍有很大的研究空 間。

轉運問題旨在擬定一轉運政策,包括決定轉運啟動的時機與啟動轉 運後,轉運量與轉運優先次序的決定。如第三章所言,預防轉運牽 涉的因素有許多,列出重要的三項說明如下:

A.週期剩餘時間

當週期剩餘時間愈長,表示供應源願意提供的存貨愈少,因為預留 以避免缺貨的存貨與剩餘時間長度正比。

B.轉運前置時間

轉運前置時間與零售商計畫保留的存貨數量有關,計畫保留的存貨 數量與轉運前置時間成正比;同理,會與願意提供的轉運量成反比。

C.顧客需求的分配與需求率

顧客需求的分配與需求率影響存貨的消耗速率以及存貨所能提供服 務的時間。期望需求量與期望到達率的乘積愈高,表消耗率愈大,

能提供服務的時間愈短;以此類推,顧客需求的變異則影響著消耗 率及提供服務時間的變化。

2. 發展以延遲時間來衡量服務水準的績效指標

根據供應鏈作業參考模式(Supply Chain Operation Reference Model, SCOR)的定義,衡量供應鏈績效指標有多種;由文獻探討的結果也 得知,研究轉運的文獻中多是以成本及數量來衡量服務水準或系統 績效,以延遲交貨時間來衡量者則較少見到。實務上以延遲時間來 衡量績效或作為缺貨處罰成本計算依據者卻相當普通。也因此,發 展以延遲時間來衡量績效的指標也是一個研究方向。
