A New Chapter 1n Cyber Education

In the academic year 1999/2000, the Univer-sityis la山1ehinga new era in Hong Kong

son-line education with a series of home-grown and University-industry cooperative programs. These programs are designed to provide more learning opportunities for stu-dents and staff members of the University. CBT On-line Training Program

On 1 September,由eCenter for Enhanced Learning and Teaching ( CELT) and Industrial Training Center (ITC) launched a pilot on line training program for students and sta在 who are interested in acquiring information technology (IT) skills and professional IT qualifications.叭Titha nominal registration fee (valid 1 September to 31 August), users will have unlii也tedaccess to any of the 190 course titles available per semester from CBT Systems

HKUST students and staff members who are interested in registering for the program should visit the CBT On line Courses Registration Web page (http://w1叭叭ust.hkl

celt/cbtl) and print out a registration form. They should submit the form to the Finance Office with a non-refundable registration fee in cash.

As a trial offer, annual registration fees for undergraduates, postgraduates and staff members are HK$500, HK$800 and HK$1,000, respectively. The fees to be col-lected by the University are mainly for sys-tem maintenance and future development. After registration, every participant will re-ceive a user account which entitles him or her

to tal<e any of the titles of-fered in the three semes-ters until 31 August 2000.

Those who register on or before 22 September will automatically be eligi ble for a lucky draw. Microsoft Hong Kong Ltd has donated some hard-cover books of the Microsoft Academic Learning Series. They will be given out as prizes to 700 winners.

The list of winners will be published on the CBT On line Course Re g-istration Web page on 27 September. Winners should collect their prizes between 28 and 30 September.

Vibrant orientation activities remind us

all

that this is the beginning of a new academic year. Yet, this is no ordinary year. For,

al-though all of you have joined HKUST in the

20出 century,you will be graduates of the 21st. You have joined HKUST at a period that

is transitional for reasons beyond the fact it

straddles the millennium dateline. Politicall弘

Hong Kong is settling into its third year as a Special Administrative Region of China. Economically, it is working hard to recover

from the worst economic downturn as a re

sult of the onslaught of the Asian economic crisis in October 1997. Unemployment figures have reached a historical high.

In order to tackle this, Hong Kong is

determined to transform itself from an economy based largely on real-estate

speculation and finance to one with an emphasis on innovative technology and high

value added economic activities. Both of these

areas are closely related to 出erapid develop-ment of the Chinese Mainland. At the same

time, Hong Kong is vigorously reviewing its education policy and system with a view to

providing its population access to better

education. For it recognizes that a highly

educated and well-trained wor吋orceis the key to Hong Ko嗯 achieving 自 o句ectiveto be a lead-ing cosmopolitan cen個 mChina and Asia.

stu-dents from leading universities in the Chi-nese Mainland, Japan, South Korea and Taiwan joined 21 peers at HKUST for the Association of East Asian Research Univer-sities (AEARU) Student Camp 1999.

Now in its third year, the AEARU Student Camp is one of the activities bywhichAEARU promotes cooperation and exchange between its 17 member universities. This year乍 camp

was organized by representatives ofHKUST's Business Students' Union, Engineering Students

Union, and Science Students' Association, and participants from earlier AEARU student camps at Pohang University of Science and Technology, South Korea in 1997 and here at HKUST in 1998.

The academic focus of the camp was on the role of information technology (IT) in the new millennium. This highly topical theme was explored through a carefully planned program of activities that included talks, group games, laboratory tours and company visits.

Off-campus company visits gave the stu dents a chance to explore Asia's largest com mercial teleport, the Cable & Wireless HKT Stanley Earth Station, and meet IT special-ists at the Hong Kong and Chinese Mainland-focused IT consultancy, UNI-Tech Technologies Limited.

HKUST laboratory tours showcased some of the areas in which IT is expected to make an increasingly vital in1pact in the new millenniun巾 Thesewere the China Light &

Power Wind/帆laveTunnel; Geotechnical Centrifuge Facility;Graphics and Music Ex perimentation Room of the Computer Sci ence Department;IEEM Virtual Reality Laboratory; Human Language Technology Center; and the Traditional Chinese Medicine

A number of the visiting students were impressed by the technical competition-described by one of them as

a three-hour high-tech survival test”一inwhich the par ticipants were divided into teams to taclde ei ther an encoding or a decoding challenge. The effort that HKUST host students Marco Ng, Dexter Cheung, and Dominic Chan put into designing the contest was highly appreciated. Not that the camp was all work and no play,however. The week-long residential pro-gram was punctuated by a lively mixture of social activities, including sightseeing trips to the Peak and the

umbo Floating Restaurant in Aberdeen. One of the highlights of the so-cial program was a talent contest in which the student representatives of each participating university were asked to create a performance reflecting their own culture. The organizing committee agreed that the students from Tohoku Universit弘 Japanput on a particu-larly superb performance of traditional dance.

For many participants, the value of the camp experience goes beyond the organized activities. Many treasure the thr山 ofmeeting peers from o出erparts of the region w1出凶.<e

One simple difference this year's group dis-covered was that people like to shake hands vigorously in Korea but that doing so in neighboring Taiwan is considered impolite. On the whole, however, it was the sin叫arities in their cultures that they noticed most.

Linguistic di能renceswere, however, a no-table exception, and the importance of Eng-lish as a means of intra-regional communication was generally recognized. Some admitted that they found the need for English proficiency the most challenging aspect of the camp, particularly when it came to discussing more important issues and concepts.

All felt that this kind of activity should be encouraged to strengthen East Asian ties.

Merit Award in the Contemporary Chinese Architectural Art Ex-hibition held at the National Gallery in Beijing from 20 to 27

exhibition was jointly organized by the Chinese Academy of Arts and the Chinese Society of Architecture to showcase the achievements of Chinese contemporary architecture and commend Chinese architects for their creative efforts.

There were 55 projects divided into five categories. Designed by Simon Kwan & Associates Ltd, HKUST was tl1e only project from Hong Kong. It was placed in the Works in Taiwan, Hong Kong and Macau

寶島跆拳道交流螢點滴

七口七日黃昏,何覽廳進行了 一吹盛大的音樂文化匯演 。 來自香 港、北京、上海、廣州和做羅斯的二百多位 見童用普通話、粵語、英語和俄語演唱了他 們最喜愛的歌曲 。展覽廳座無虛設﹔聽眾都 聽得如痴如醉。 首先是上海中國福利會少年宮小伙伴合 唱團的表演 2 他們在國內曾獲縛二十五吹金 獎 3來頭殊不簡單 。接著是有「天使般的聲 音美譽」的廣州市東山區少年宮小雲雀合"昌 圍以及北京中國人民大學附屬中學合"昌圍獻 唱,他們結集歌11昌與表演藝術 s可謂極視聽 之蜈。今年慶祝三十周年的香港兒童合11昌國 作為「世界最傑出兒童合唱團之一卜當然保 持一貫水準 。壓軸的是過江猛龍-一俄羅斯 第一音樂學校天虹合唱團的演出 i他們人數 雖然最少 ,但音色圖渾 3 配合小朋友的民族 舞蹈,將整晚演出帶入高潮 。

消費電子應用新天地一一數碼無線音響

在本年度電機及電子工程師學會主辦的 國際電路及系統研討會中 3香港科技 大學電機及電子工程學系研究生容志偉發表 的一篇有關數碼無線音響技術的論文 ,贏得 學生論文比賽第一名(即最佳論文獎)。 國際電路及系統研討會是電子工程界 的重要學術會議,本屆共有超過500篇論文 參加比賽 2其中祇有人篇獲選入總決賽,容 志偉的論文是 II在一來自非北美洲的入選作 數碼無線音響的演算法 容志偉的論文包括兩個主要部分 。第 一部分是一個應用於數碼無線音響的演算 法。在這類應用中 ,音響數據(例如音樂及 語音)會先根據活動影像專家組織(MPEG)的 標準壓縮 3然後再以無線電波傳播3用戶接 收後再還原為音響訊號。 堅固 立日 h4SA LE 必州 盤山 碼 。 數用 υ ιa ,推他 ’,信于

h 金 偉成 i l hp ﹜ i 士心會 出代口將 A 容志偉說, “i\1IP3(最新的MPEG音響標 準)現在已經非常流行 3 因為祇要一個小型 裝置便能重播鐘過壓縮的音響數據 3 而且音 質與原來的音響數據非常接近,然而 3 如果 音響訊號是用無線電i皮傳送,則由於傳輸過 程中有很多干擾,重播的音響訊號便可能出 現大幅度失真。” 活動影像專家組織的標準把壓縮的數碼 音響訊號分成兩個主要部分,前端碼 (header)及數據(data)。前端碼所載的是解碼 時用來重組原來數據的參數,由於這部分的 資料如果有任何錯誤都會導致音響數據無法 還原,因此非常重要。 至於數據部分所載 的 ,便是音響數據被壓縮後的資料,這些資 料中有些比較重要 3 因為它們的誤差會令重 播的音響訊號出現顯著失真。 為什麼數據中有些部分會造成音響訊號 出現顯著失真呢? 容志偉舉出其中一種例于 。在二進位數 據資料中 3 愈前面的位元會愈為重要。一個 由五個位元組成的數據 ,如果第一個位元錯 了 ,便可能使實際數值有顯著誤差(第一個 位元是0 時 , 數據的數值可以是在 0 至15 之 間 ﹔但當第一個位元是 l 時,數據的數值可 以是在0至31 之間 ,兩者相差可以達到 16) , 但如果是最後一個位元錯了,則它所代表的 數值祇是0或 1 。 容志偉的演算法可以界定音響數據中哪 些是比較重要的資料3 然﹛是給予更多誤差保 護資源 ,以確保音響數據在還原後的質量 。 為了確保重組的訊號沒有錯誤 ,工程人 員會在壓縮搧碼峙,加入一些冗餘編碼 ,作 用是在重組訊號時 ,協助系統修複傳輸過程 中受到干擾的數據。容志偉說﹒“自於在無 線傳輸中 3 我們可以使用的傳輸頡寬非常有 限 3 因此頻寬是無線傳輸應用中非常重要的 資源3 必須小心選擇重要性較高的數據,給 予最好的保護,確保他們正確地還原。也就 是說 3 這個演算法讓工程人員可以盡量節省 無線傳輸的頻寬 ,而又可以傳送質量較理想 的音響訊號。” 客觀的比較方法 容志偉參賽的論文第二部分提供一個比 較不同編碼及還原技術所產生誤差的方法。 他建議的標準是基於人耳對不同種類的聲 音 3 以及不同情況下產生的聲音會呈現不同 的敏感度。例如當某節聲音緊接在一度較大 的聲響附近時,人耳便較難聽到那節較細小 的聲音。 本身也是音樂家的容志偉說 ﹒ “我所開 發的一個模擬人耳聽聲音的靈敏度來作比較 的客觀方法,相對傳統用人耳主觀比較不同 音響訊號的方法更具參考價值。’, 容志偉的論文導師、科大電機及電子工 程系助理教授崔志英博士說,“容志偉的論 文同時涉及兩項現時最熱門的技術﹒無線通 訊及多媒體 ,而他的演算法對開發無線音響 應用甚有價值,相信這也是他的論文獲選為 最佳論文的原因。”

科大積極發展網土教育

古人 1999 /峙年,香港科技大學正 推動一連串校內及與工商界合作發展 的項目 3 為香港的網上教育開創新紀元 ,並 為同學和教職員開拓更廣闊的學習空間。 CBT網上自學課程 在 9 月 l 日開學 日 ,教學促進中心 (CELT)和工業培訓中心(ITC) 為有意進修資 訊科技知識、或打算考取有關資訊科技專業 資格的學生和教職員,試辦一系列網上訓練 課程,祇要繳交一筆象徵式的註冊費(有效 至每年8月 31 13 止),他們便可以通過互聯網 選修由 CBT Systems所開發的網上訓練課 程。CBT 是著名的網上多媒體訓練課程開 發公司,他們將會在每個學期為科大提供約 190項課程 。 教學促進中心和工業 培訓中心希望通過開辦這 些課程 , 為科大學生和教 職員提供一個低成本的自 學機會 3讓他們可以進修 最新的資訊科技知識 , 或 幫助他們準備考取自 Microsoft 、 Nove I l 、 Oracle 、 Lotus等企司頒授 的資訊科技專業資格。市面上同類由導師授 課的課程往往會收數以千元計的學費。 CBT 的網上課程將會分別在三個學期 (分別在1999年9月、 2000年 l 月及2000年6月 開始)開辦。本期《問宜j》第一頁的附表詳列 了認可誼書考試預備課程(Ce1司tifie a tior .1 Curricula)和一般訝£程( Non-certifica ti o l 1 Cur .. 如要報讀這些課程3科大教職員和學生 讀要先到有關的註冊網頁(網址是﹒ http:!I 叭叭1叫st.hk/celt/cb的下載報名表格。報名 時須要連同課程註冊費一併繳交。 已繳交的 註冊費﹔︱寄不會退回 。 由於今年是試辦性質,教學促進中心和 工業培訓︱中心把本科生的註冊費用訂為 500 港元,研究生為 800港元,教職員則是 1,000 .Ei且
