是本人作為香港科技大學校董會主 席的首份年報。適逢本校著手在全 球物色第三任校長,象徵這所優秀大學 正式邁向一個新階段。 回首當年,創校校董會主席鍾士元爵士 及創校校長吳家瑋教授與時間競賽,在 短時間內創立了這所世界級大學,譜下 歷史新一章。現任校長朱經武教授繼往 開來,帶領大學攀上學術高峰,為大學 贏得本地及海外各界的仰慕和敬意。 今年,陳祖澤博士亦卸下大學校董會主 席的重擔。六年來,陳博士一直秉持使 命,充分運用其豐富的社會智慧、敏銳 思路及企管經驗,竭力履行職責,為大 學作出莫大貢獻。他多次代表大學申 述使命,陪伴大學走過關鍵的成長歲 月。坦白說,本人接棒時不免感到戰戰 兢兢。 接任校董會主席一刻,本人即告誡自己,不可視任何成就為理所當然,必須本著不屈 不撓的精神,努力追求卓越,方可守護我們作為區內一流科技大學的地位。本人不會 假設大學過往十七年的崇高聲望必然會自動永續長存;世界各地對本校越是推崇備 至,意味我們肩上的擔子也越是沉重。 然而,此刻我們面對領導層的另一次重大轉變,正好讓我們細意反思世上傑出機構成 長的種種革新歷程。過去一年,多位曾為大學發展作出重大貢獻的領導人物先後離開 或即將離去。 本校的創校校董麥蘊利爵士的辭世,使本人非常難過。麥蘊利爵士對科大感情深厚, 悉力維護大學福祉,先後擔任多個主要委員會的成員,夙夜憂勤,全力培育香港首家 科技大學的成長。他對大學情誼之深,見於他曾不惜自掏腰包,彌補大學員工的薪酬 差額。時值英國管治香港的黃昏歲月,麥蘊利爵士對這個都市、這所年青大學依然不 離不棄,不問種族,不分國籍,只求克盡己職。我們將永遠懷念麥蘊利爵士的貢獻。 另一項使人感到依依不捨的,是朱經武校長將於來年夏季離任。朱校長是舉世知名的 科學巨擘,他的國際聲譽,大大提高這所大學的全球性學術地位。他對大學的發展亦 居功至偉。他的領袖風範充滿鼓舞力量,推動科大同人邁向更高境界。朱校長魅力非 凡,深受學生和傳媒友好擁戴,在過去幾年都輕易贏得「最受歡迎校長」的美譽。朱校 長平易近人,是本校第二代的傑出領袖。他的恩情,我們自當銘感於心。 現時大學正步向發展歷程的關鍵階段。「三三四」學制正在全速醞釀及試行中;課程有 待更新,校園亦須大規模擴建。同時,學生人數增加的同時,必須確保教研質素亦節 節上升。凡此種種,均須仰賴籌款有法、教學創新的人才。本人對科大同人,有絕對 信心;只要我們同心奮發,定可完成大業。 此刻,全港面對金融海嘯的衝擊,大學籌款難免倍加困難。但我們不會只甘於載浮載 沉。一如以往,我們將會一鼓作氣,力爭上游。當前任務空前艱巨,但本人卻激情澎 湃,鬥志軒昂。就讓我們一起拼搏,帶領這所大學更闖高峰! 香港科技大學 2007-2008 年報

his is my firsT hKUsT AnnUAl reporT, and symbolically it marks the beginning of a transition for this great university as we begin the world-wide search for our third President.

The founding Council Chairman Sir SY Chung and Founding President Prof Chia-Wei Woo made history in creating a world-class university in a race against the clock. Our incumbent President Prof Paul Chu has lifted the university to an even loftier position envied by many and admired by all.

The year also saw Dr John Chan’s completion of his mission as the university’s Council Chairman, a role he reveled in for six years. He did so with great distinction and a deep sense of mission, bringing his considerable social wisdom, mental dexterity and corporate experience to bear on the execution of his duties. He was an eloquent spokesman for the cause of the university. His tenure is associated with a critical period in the development of this university. Frankly, I am a little nervous in stepping into his “considerable” shoes.

In assuming the Council Chairmanship, I took nothing for granted – guided only by the spirit of relentless pursuit of a new level of excellence and a jealous protection of our position as the region’s leading university of science and technology. I make no assumption that the high reputation we have built up over the last 17 years will simply self perpetuate. The responsibility on our shoulder is as heavy as the global recognition is great.

As we face another pivotal change of leadership, we are reminded of the process of renewal that guides the development of great institutions. In the past year, several members of the university who have figured prominently in its development have moved on or will be in the process of doing so.

The passing of Sir Gordon Macwhinnie, a great founding member of this university filled me with sadness. With a deep paternal affection for HKUST and a proprietary interest in its well-being, Sir Gordon served on many of its key committees, laboring long and hard to nurture Hong Kong’s first university of science and technology. His love for this university was such that he had been known to dip into his own pockets to top up the salaries of its staff. In the twilight days of the British administration in Hong Kong Sir Gordon’s loyalty to this city and its new university did not wane. Indifferent to race and nationality, he only asked to do his duty well. He will be remembered for this and more.

Another development that gives me a seeping sense of sadness is the looming shadow of President Paul Chu’s pre-announced departure next summer. President Chu is a global giant of science who has helped give this university prominence in the global academic community. He, too, is leaving a large footprint on this institution. His inspired stewardship has given HKUST the impetus to climb higher up the academic ladder. A charismatic figure, adored by students and members of the media alike, President Chu has won the university presidential popularity stakes hands down in successive years. We owe this approachable leader a huge debt of gratitude. He is our second-generation leader of the first order.

The university is entering a critical phase in its development. The “3-3-4” education reform is in fermentation and under experimentation. The curriculum requires revamping and the campus calls for considerable expansion and reconfiguration. At the same time, numerical increase in enrolment must be accompanied by qualitative improvement. It is a job for the financially resourceful and the educationally creative. Not being either, I am relying heavily on our experienced team and well-oiled teamwork to pull us through.

This time, with the financial sea storm lapping at our shores, fundraising is a fight against swirling undercurrents. Once again, we do not merely tread water. Once again, we will summon our courage to do more. The task has become a lot tougher, but my moods are nevertheless bright and my fighting spirit never stronger. Together, let us take this university to a new height.

園青蔥,歲月匆匆,我的任期尚餘不足一年,此刻道別為時過早,但留待下一份年報 才訴說依依,卻又為時太晚。因此,且讓我就服務了七個美好年頭的科大,略談我的所 思所感。 能在這所年青而充滿幹勁的學府擔任校長,是我一生的無上光榮。過去七年中,我不但愛上 了這個學術大家庭,更對科大所在的香港這個動感之都難捨難離。此刻,我在科大已踏入第 八年,我深切感受到現代大學是學術自主與共同抱負的融合體。大學的價值,不止於其各部 分的總和。這所大學樂於面對變革,而且勇於擔當先驅,不斷探索更佳的辦學方式,從未有 一刻猶疑。這種精神尤其令我仰慕。 短短十七年間,這所大學的表現堪稱超越了各界期望。我們縱然年資尚淺,卻是香港公認的 三大頂尖學府之一。在某些地方,包括在內地及海外不同圈子裡,這所大學的聲望還不止 此。這份榮譽是本校同事高瞻遠矚、追求卓越的奮鬥成果。我到世界其他地方公幹時,每每 驚嘆國際間給予本校學院個別成員的認同與讚譽。在地球不同角落的著名學者,曾先後在不 同場合對本校多位世界知名教授的研究成果,例如沈平教授鑽研的納米技術,當面要求我轉 達其崇高敬意,我深信大家亦深感光榮。涓滴細流,兼收並蓄,終於匯聚成汪洋大海,這所 學府亦憑著一點一滴的成就奠定聲譽。《金融時報》將本校與凱洛格管理學院合辦的EMBA課 程在同類課程中排行全球第一。身為校長,得知大學獨佔鰲頭,試問誰能抑壓這股振奮雀躍 之情? 我引以自豪的另一項成績,是成立了香港科技大學高等研究院,貫徹本校不斷追求卓越的創 始精神。高等研究院陣容鼎盛的國際顧問委員會及九位訪問學者,配合多個聯合實驗室、 研究計劃以及一連串傑出講座,勢將大大提昇本大學的國際地位。

iTh less ThAn A yeAr left in my term as president, it is too early to say goodbye, but if left to the next Annual Report, too late for my leave-taking. So I ask you for your indulgence as I reach for thoughts and feelings about the institution which I have served for seven wonderful years. Without doubt, being president of this young and dynamic university has been the high honor of my life. I have grown not only to be fond of members of this academic family, but also to have an abiding affection for Hong Kong, the world’s most energetic city of which this university is a part. Now into my eighth year on the job, I am only too aware that a modern university is a complex

organization in which intellectual autonomy and collective aspirations co-exist. The university is the sum total of its parts and more. What I particularly admire about this university is its ethos that welcomes change and anticipates a better way of doing things. It has never been tentative in doing what it believes in.

By all accounts, this university has exceeded all expectations. Despite our youth, we are now customarily referred to as one of the top three local universities. In some quarters, including certain circles on the Chinese Mainland and overseas, perceptions of this university are even more favorable. The credit goes to our high-aiming and high-achieving colleagues. Globally, in my travels outside Hong Kong, I was often surprised by the international recognition and regard given to individual members of our faculty. I can recall with pride that on numerous occasions in separate continents, scholars of international repute had come up to me to convey their approval and admiration of the work done by our world renowned professors, such as Prof Ping Sheng, our nano scientist. Institutional reputation rides on widening ripples of achievement. For a sitting president there is nothing headier than the day when our joint EMBA program with the Kellogg School was ranked the number one program of its kind in the world by the Financial Times. No leader can be immune to the euphoric feelings that come with being the world’s number one.

And one of my proudest achievements is the establishment of the HKUST Institute for Advanced Study, dedicated to serving as a platform for our continued striving for excellence. With a stellar International Advisory Board, nine Visiting Members, joint laboratories and research projects, and a constant stream of distinguished speakers, the IAS is poised to make a significant difference in the University’s international standing.

年青而雄心勃勃的大學,自然渴望成長和進步,但要達到這目標,必須有足夠資源。如果資 源不足,或遇公帑開支緊縮,要在擴展時刻保持質素,實在不易。對本校而言,憑藉延綿不 斷的成就,總算贏得各方善長的青睞;他們的捐款,減輕了財務重擔。壓力固然巨大,但我 仍然審慎樂觀。 不過,資源只是發展所需的其中一環,教學和研究質素才是衡量本校成功與否的終極指標。 要追求創意教學及傑出研究,有賴於大膽求知、精誠合作、全情投入三大要素。本港高等教 育學府,無不竭力追尋良方,務求譜寫出「三三四」學制改革的成功樂章。對我們來說,「果 效為本的教學與學習」,絕非一句敷衍公眾的口號;我們的共同使命,就是教育全球公民擁抱 數碼時代。 今年既是我在科大服務的最後一年,在驪歌高唱中,我不會緬懷校長宿舍的舒適,或是戀棧 身為亞洲一流科技大學校長所出席的各項活動。但肯定的是:我一定捨不得過去七年並肩作 戰的眾位同事。我們一起克服了大大小小的障礙,合力取得使人驕傲的成就,從無一刻降低 所抱的期望。我亦會懷念與全體學生的情誼;他們滿腔熱情,傾力支持我們的教學理想,並 包容我未善之處,令我感受至深。將來我回首科大的歲月,即使相隔萬里,不論離開多久, 仍會使我畢生記取,引以為傲。 有人說,領導能力的最終考驗,是在領袖離任以後,留下的團隊能否完成大家共同的使命。 對比我經歷過的種種考驗,這個難關我肯定可以凱旋渡過。我深信,在我離任之後,香港科 技大學的團隊定可繼續實現我們的共同理想! But the road ahead is not without its bumps. Remember that this is a young university with a relatively small student population and therefore a small alumni base. A young and ambitious university is a hungry institution with a big appetite for growth and improvement, both of which presuppose a sufficiency of financial resources. Without a sizeable endowment, and with a shrinking public purse, maintaining quality through a critical period of expansion is a daunting challenge. In our case, the task is made slightly easier by a constant cascade of achievements that invite the interested attention of philanthropists. The pressure may be relentless. Still, as they say, I am cautiously optimistic.

Money, however, is only part of the equation. Quality in teaching and research is the ultimate benchmark against which we measure our success. The quest for educational creativity and research excellence calls for curiosity, cooperation and commitment. Every local institution of higher education is hard at work in search of the magic formula that will turn the “3-3-4” reform into a story of educational success. For us “Outcome-Based Learning and Teaching” is not just a fancy slogan for public consumption. It is a shared goal of educating global citizens fit for the digital age.

This being my final year, I can be forgiven a momentary indulgence in sentimentality. I may not miss the comforts of the President’s Lodge, or the social trappings of being the leader of Asia’s leading university of science and technology. But I shall miss my colleagues who have been my comrades-in-arms for the past seven years. Together, we have surmounted many obstacles major and minor. We have raised the bar of achievement without lowering the threshold of expectations. I shall also miss the almost paternal bond with the students who have been generous with their affirmation of our mission and forgiving over my shortcomings. HKUST’s load of pride is mine to carry however far I travel, however long I am gone from here.

The ultimate test of leadership, they say, is that after the leader has left, those who stay behind should be able to carry on the mission without him. Of the various tests that I have been put to, this is one that I can pass with flying colors: I am confident that the HKUST team will fulfill our shared mission.

本科生教育

在校的6,000名本科生提供優質本科生教育, 是科大的核心使命。為了實踐這個使命,科大 精心設計了40項本科生課程,亦為學生提供多元文 化的校園生活,務求與學術知識相輔相成。 科大除了成功吸納一批本港優秀學生之外,亦吸引了 一批來自內地及海外的學界精英。科大是本地高中畢 業生的首選學府之一。我們大部分新生都是根據香港 高級程度會考成績錄取,20%具備其他錄取資格,約 10%則是來自香港以外地區。 科大能夠吸引眾多頂尖學生入讀的主要原因之一,在 於學術課程和教職員均出類拔萃。幾乎所有從事研究 工作的學系均有收取本科生,讓學生有機會接觸選修 科目範圍內的第一手研究資料。對研究工作特別感興 趣的學生,本科生研究機會計劃讓他們有機會踏進實 驗室,在教授指導下進行研究工作。整體而言,我們 堅守小班教學的理念,每班平均只收納40名學生。 並非所有畢業生都會入讀研究院或從事研究工作。有 見及此,科大致力培養學生的全面技能及個人品格。 本校投放資源推行中英語小班導修課堂,成效顯著, 科大學生在國際英語語言測試系統(IELTS)中的平均 成績穩步上升,短短五年間已由6.44分提升至6.72 分,實在值得讚賞。學生能夠持續進步,國際化的校 園生活亦功不可沒。 新跨學科課程 在邁向四年學制之際,如何維持三年制本科課程的 質素及發展動力,是科大當前的重大挑戰。2008年 2月,科大向大學教育資助委員會提交教務發展建議 書,申請2009-2012學年的三年期經常撥款。建議書 包括計劃新辦三個三年制課程,而有關課程日後將轉 為四年制。 這些課程包括風險管理及商業智能學、全球視野中國 研究,以及生物工程學理學士課程,這些課程具備跨 學科元素,動員科大四所學院的資源,亦結合四所學 院的長處,勢必成為獨當一面的課程。由於學生質素 超群,我們可以為畢業生締造更理想的事業前景,提 升他們入讀研究生課程的機會。 過往十載,科大充分利用現有的跨學科研究力量及經 驗,開設創新的跨學科課程,深受學生與業界歡迎, 科技及管理雙學位課程即屬眾多成功例子之一。藉 此,科大能夠培養博學多才的學生,滿足全球就業市 場的需要。 為了推動跨學科教育,科大於2008年2月成立跨學科 課程辦公室,以規劃推行及管理新跨學科本科課程及 現有科技及管理雙學位課程。 我們快將推出的全球視野中國研究理學士課程,勢 將大受歡迎;這是人文社會科學學院首個本科主修 科目。 這些課程均會通過綜合教育模式、共同工作、專題項 目,以及海外交流、實習、專業研討會及企業項目等 一系列實踐活動,為學生提供全方位教育,增進他們 的跨學科知識及技能。學生將會學習從整體角度多方 面分析、處理及解決問題,好讓畢業生能夠從容處理 現實社會中的複雜難題。 香港科技大學 2007-2008 年報

roviDinG Top qUAliTy UnDerGrADUATe eDUCATion for our 6,000 undergraduate students is a core mission of HKUST. To deliver such an education, the University has built up a portfolio of 40 well designed programs of undergraduate study and is also offering a multi-cultural campus experience to students to complement their academic studies.

HKUST attracts some of the best students in Hong Kong, as well as top academic achievers from the Mainland and overseas. Locally, HKUST is one of the top choices for secondary school leavers. Most of our new intakes are recruited based on the results of their Hong Kong A-level examinations, while 20% of our intake have other qualifications and about 10% are from outside of Hong Kong.

One of the main reasons HKUST is able to attract top students is the high quality of our academic programs and faculty members. Almost all of our research-active faculty teach undergraduate students, thus allowing our students to get a first-hand introduction to the research frontier of their chosen field. For those who are particularly interested in research, the Undergraduate Research Opportunities Program provides a chance to go into the lab and work alongside their professors. On the whole class size has remained small, with an average class of only 40 students.

Not all students will go on to graduate school or take up careers in research. HKUST is therefore fully committed to developing students’ full range of skills and personal attributes. The hours spent in small-class tutorials for English and Chinese languages have an important pay-off, with HKUST students’ average scores in the International English Language Testing System showing a steady increase over the last five years from 6.44 to a very creditable 6.72. The continuing improvement is also due in part to the internationalization of campus life.

neW inTerDisCiplinAry proGrAms

Maintaining the quality and momentum of the three-year undergraduate programs during the lead-up to the four-year degree is an important challenge for the University. In February 2008, the University presented its Academic Development Proposal to the University Grants Committee for the 2009-2012 funding triennium. This proposal includes plans to introduce three new programs in the three-year format, prior to their implementation as four-year degrees.

These programs include a BSc in Risk Management and Business Intelligence, a BSc in Global China Studies, and a BSc in Bioengineering. The hallmark of these programs is their interdisciplinary quality and the effort to mobilize and integrate the strengths of all four Schools. They have the potential to become signature programs characterized by high intake quality and enhanced career prospects or postgraduate studies opportunities.

Over the past 10 years, HKUST has taken full advantage of its existing interdisciplinary research strength and experience to create innovative interdisciplinary programs that are well received by students and industry. The Dual Degree Program in Technology and Management is one of the many successful examples, enabling the University to produce multi-talented graduates to meet the needs of the global job market.

To foster interdisciplinary education, HKUST established the Interdisciplinary Programs Office in February 2008 to facilitate the planning, implementation and management of new interdisciplinary undergraduate programs and the existing Dual Degree Program in Technology and Management.

The BSc in Global China Studies is an especially welcome development, as it will provide our School of Humanities and Social Science with an opportunity to deliver its own undergraduate major for students.

國際化 科大一直非常重視校園生活國際化,這亦是戰略計劃 的重要一環。在2007-08學年,本校招收了來自18個 國家的39名國際學生,以及230名來自內地的非本地 學生。我們期望2008-09學年非本地生的數目會進一 步增長。 至於國際交流方面,2007-08學年共有504名海外學 生前來科大交流,科大亦派出497名學生遠赴外地交 流。眾多國際學生匯聚科大,為本地及海外學生提供 不少文化和社會融會的機會。 太古集團慷慨贊助太古國際青年精英培訓計劃,讓 本校能夠吸引優秀的國際學生,在香港修讀全日制 學位課程。首批太古國際青年精英培訓計劃學生於 2008年以優異成績畢業,成績在畢業學生中位列前 1.5%。 獎學金 學生是一所大學最重要的資產。為了培育最優秀的學 生,表揚學生的傑出學術成就,科大於2008年第一 季新設獎學金及獎項部,統一協調、規劃及管理獎學 金事宜。承蒙捐助者慷慨解囊,科大近年得以穩步增 加獎學金數目。在2007-08學年,9.32% 學生獲頒獎 學金。 轉為四年學制 在2012年,香港教育改革將進入高等教育層面。 為新增學生及新辦課程進行規劃籌備的時間雖然還有 四年,但配合實施四年學制的工作已取得重大進展。 隨著大學教育資助委員會於2008年審批2009-2012 年學術計劃的三年期撥款,銜接2012年的重大計劃 得以向前邁進重要的一步。教職員對科大的「三三四」 過渡計劃表示歡迎,特別是致力發展跨學科課程。 與此同時,大學教務委員會已通過四年制課程暫定藍 圖,包括計劃提供一系列全體本科生必修的核心課 程,讓主修不同學科的所有本科生,都有機會修讀文 學、人文、社會科學、科技等科目,亦培養他們在溝 通及思考等方面的技巧。 為加強規劃及實施工作,科大亦推行重要的架構變 動。本科生教務長將負責推動科大本科生的措施及計 劃,而學生事務處則納入學術事務處旗下,以促使學 生在學術知識與擴闊校園生活體驗之間取得平衡。 果效為本教育 為了在新四年制本科課程中推行果效為本教育理念, 科大已在大學、學院及部門層面成立果效為本教育督 導小組。科大與各學院亦已制定學習成果報告,並與 四年制課程發展互相結合。 大學教育資助委員會推出果效為本教育,以配合香港 本科教育由三年制改為四年制。果效為本教育方法要 求各個級別的課程訂立明確學習目標,然後制訂有效 的教學與學習計劃來實踐,最後制訂評估方法以衡量 是否達到這些學習目標。 在2012年前,科大教學促進中心將專責支援這方面 的工作,其後則會成為科大教學促進中心教職員及畢 業生教學助理專業發展工作的一部分。 香港科技大學 2007-2008 年報

All these programs will provide a multi-faceted education enhancing cross-disciplinary knowledge and intellectual skills through integrative courses, collaborative work, capstone projects, and a series of experiential activities such as Overseas Exchange, Internship, Professional Seminars, and Corporate Projects. Students will be trained to address issues as well as to analyze and solve problems from multiple and holistic perspectives. The aim is to produce graduates competent to deal with complex real-world problems.

inTernATionAlizATion

Internationalization has been a major initiative of the University and is a core component of our strategic plan. In 2007-08, we admitted 39 degree-seeking international students from 18 countries along with about 230 non-local students from the Mainland. We expect further growth in non-local intake in 2008-09.

In terms of international exchange, 504 overseas students came to HKUST and 497 HKUST students went overseas on exchange in 2007-08. The sizable number of international students offers many cultural and social exchange opportunities between local and overseas students.

With the generous support of the Swire Group, we are able to attract outstanding international students to pursue full-degree studies in Hong Kong under the Swire International Young Fellows Program. The first batch of Swire International Fellows graduated in 2008 with outstanding academic performance, scoring the top 1.5% of the graduating class.

sCholArships

Students are the most important assets of a university. To recruit the best talents to come to HKUST and to recognize the outstanding academic achievements of our students, a new Scholarships and Awards Unit was established in Spring 2008 to coordinate the planning and administration of scholarship matters. Thanks to the generous support of donors, the University has been able to steadily increase the number of scholarship recipients in recent years. In 2007-08, 9.32% of our students are scholarship recipients.

The TrAnsiTion To The foUr-yeAr DeGree

In 2012, Hong Kong’s educational reform will finally have progressed to the higher education sector. With only four years remaining to plan for additional students and a new curriculum, important milestones have been reached in the process of implementing the four-year degree. Planning for the crucial run-up to 2012 took a major step forward in 2008 with the University Grants Committee’s approval of academic plans for the 2009-2012 funding triennium. HKUST’s “3-3-4“ transition plans have been welcomed by UGC, especially the strong commitment to the development of interdisciplinary programs.

Meanwhile, the University Senate has approved a provisional template for the curriculum, including plans for a substantial University Common Core under which all undergraduates, regardless of their major, will study arts, humanities, social sciences, science and technology, while building key skills in communications and quantitative reasoning. Key organizational changes have also been made to strengthen planning and implementation. The appointment of a Dean of Undergraduate Education will provide a champion for University-wide initiatives for undergraduates, while bringing the Student Affairs Office under the purview of the Academic Affairs Branch will reinforce the partnership between students’ academic programs and their broader campus experience.

oUTCome-BAseD eDUCATion

To implement Outcome-Based Education (OBE) for the new four-year undergraduate curriculum, the University has set up OBE Steering Groups at the University, School, and Department levels. The University and Schools have developed learning outcomes statements and these are now being integrated with the four-year curriculum development. OBE is an initiative of the University Grants Committee to coincide with the transition of Hong Kong’s undergraduate education from three to four years. The initiative calls for programs at all levels to have clearly defined learning objectives, to set out the teaching and learning processes for achieving

科大在1991年10月錄取首屆研究生時,收生人數只 有236名。及至2007-08學年,註冊研究生人數多達 3,263名,短短17年間激增近14倍。其中1,236名研 究生修讀研究學位課程,佔研究生總數約三分之一, 其餘2,027名研究生則攻讀修課碩士課程。 近年研究生人數及課程顯著增加,反映各專業領域求 才若渴,對多元化人才的需求不斷上升。首先,研究 型大學的研究工作,急需輔助研究人員的支援。修讀 研究課程畢業的研究生能夠為研究工作提供必需的支 援,發揮著舉足輕重的作用。此外,隨著香港逐步發 展成知識型社會,眾多經濟活動有賴專業人才推動, 源源不絕的優秀人才供應成為社會發展的關鍵。為了 滿足不同專業領域的需求,科大提供不同種類的研 究課程,讓香港以至其他地區人士享有終生學習的 機會。 科大要發展成真正的國際學府,必須擴闊不同文化背 景研究生的來源。我們在世界各地招收更多研究生, 讓本地學生有機會接觸不同教育、種族及文化背景的 學生。在本學年,科大致力吸納不同民族背景的研究 生修讀研究課程。 除了招收海外研究生外,我們亦鼓勵本地研究生前往 海外學府交流,為期可長達六個月,務求在新環境中 增進研究經驗,並與不同種族及文化背景的研究人員 攜手合作。在這項計劃下,過去一年共有15名博士 生出訪世界各地不同院校,包括麻省理工學院、史丹 福大學、杜克大學、加州大學洛杉磯分校、哈佛大學 及麥吉爾大學。 過去一年,科大新增多個研究生課程。環球金融理 學碩士課程由科大商學院與紐約大學Stern商學院合 辦,於2007年年底開課。生物技術學理學碩士課程 經過重新設計後於2008年年初開課。此外,兩個新 辦的工程學哲學碩士課程亦已開課,分別是電子技術 課程及計算機科學與技術課程。 研究生教育有助不同領域資深專業人員終生學習進 修,因此知識型社會對研究生教育的需求勢必有增無 減。科大將憑藉各項優勢,繼續提供優質教育,滿足 香港以至其他地區的需求。科大的主要使命是通過教 學和研究促進學習,追求知識,特別注重培育研究 生,這正好與研究生教育的發展方向互相呼應。 香港科技大學 2007-2008 年報

Supporting this work will be a major initiative for the University’s Center for Enhanced Learning and Teaching (CELT) until 2012, and will become part of CELT’s regular program for the professional development of faculty and graduate teaching assistants.

posTGrADUATe eDUCATion

When the University opened its doors to its first classes back in October 1991, there were 236 postgraduate students. In 2007-08, the enrolment of postgraduate students stood at 3,263, close to a 14-fold increase in 17 years. Of the postgraduate students today, about one-third, or 1,236 students, are research postgraduates, and the remaining 2,027 are on taught master’s programs.

The significant growth in postgraduate numbers and programs over the years reflects the rising and diverse needs of personnel in various professions. First, in a research-intensive university, faculty research work requires the aid of supporting research personnel. Research postgraduates play a vital role as they provide essential support for the research work of faculty. In addition, as Hong Kong develops into a knowledge-based society, many of its economic activities are dependent on a good supply of highly trained professional personnel. To meet the needs of different professions, the University offers various postgraduate programs catering for the lifelong learning needs of people in Hong Kong and beyond.

The University’s evolution into a truly international institution requires an increase in the multi-cultural diversity of postgraduate students. The internationalization of the postgraduate population will provide local students with opportunities to be exposed to students from different educational, ethnic, and cultural backgrounds. During the year, efforts were made to diversify the ethnic representation of research postgraduates.

In addition to the recruitment of research students from overseas, we encourage our research students to visit overseas institutions for a period of up to six months to gain research experience in a new setting, working with researchers from different ethnic and cultural backgrounds. Under this scheme, over the past year, 15 PhD students went to different institutions worldwide, including MIT, Stanford, Duke, UCLA, Harvard, and McGill.

Over the past year, several new postgraduate programs were launched. The MS in Global Finance, jointly offered by the Business School at HKUST and the Stern School of New York University, started its first class in late 2007. The MS in Biotechnology Program was re-designed and re-launched in early 2008. In addition, two new MPhil programs in engineering fields were launched, one in Electronic Technology and the other in Computer Science and Technology.

In a knowledge-based society, demand for postgraduate education to help meet the lifelong learning needs of senior professionals in various fields will grow. The University, building on its areas of strength, will continue to provide high quality education to cater for the needs of the Hong Kong community and beyond. This echoes a main mission of the University, that of advancing learning and knowledge through teaching and research, particularly at the postgraduate level.

科大學生享受多姿多采的校園生活,踴躍參與各式各 樣課外活動。2007-08學年,我們喜見學生更積極投 入眾多文化交流活動、地區運動比賽和身心健康計 劃,並肩負領袖角色。 文化交流 學生團體或學會主動組織海外交流學生團,體驗其他 國家的不同文化。值得一提的是,科大學生年內曾到 訪台灣國立成功大學,並舉辦北京及天津遊學活動, 學生會在當中積極參與各項籌備工作。 珠三角論壇 科大商學院學生會、工學院學生會及理學院學生會再 度攜手合作,在科大校園成功舉辦第六屆珠三角論 壇。在2007年珠三角論壇上,來自新加坡及馬來西 亞的大學生亦前來參與,提升國際視野,促進文化交 流。珠三角論壇由香港華都獅子會贊助,現已發展成 為一項國際活動,討論焦點涵蓋更多全球議題,不再 局限於亞洲地區。 體育活動及比賽 科大學生繼續全情投入組織體育比賽,包括校際及地 區賽事。運動隊的學生亦協助奧運火炬香港區接力傳 送盛事,而校長朱經武及學生陳易希更擔當火炬手。 藝術節 科大藝術節在2008年2月20日至3月28日舉行。表 演藝術學會學生與藝術中心聯合舉辦多項藝術活動, 一眾師生及巿民大眾樂在其中。 健康計劃 新生亦須修讀不計學分的「健康生活模式」課程,作 為畢業的必要條件。課程鼓勵學生養成終生鍛煉體格 的習慣,學習將運動融入繁忙的學習與工作之中。 投身社會 除了充分把握在課外活動中的學習機會之外,學生亦 積極裝備自己,在畢業後投身社會,因此對「Career Mosaic」招聘博覽會反應熱烈。「Career Mosaic」是 有效的招聘平台;來自銀行金融服務、資訊科技、飲 食、教育、活動管理、保險及房地產等行業約26名 僱主獲邀出席,親自接觸科大學生。 香港科技大學 2007-2008 年報

Students continue to enjoy a vibrant campus life and actively participate in a great variety of extra-curricular activities. The 2007-08 academic year saw greater efforts by students in assuming a leadership role in many cultural exchange activities, regional sports competitions, and wellness programs.

CUlTUrAl exChAnGe

Student groups or societies organized overseas trips for cultural exchange with their counterparts abroad. Deserving special mention is the active involvement of the Students’ Union in organizing a visit to National Cheng Kung University in Taiwan and a study tour to Beijing and Tianjin.

DelTA forUm

Students from the Business Students’ Union, Engineering Students’ Union and Science Students’ Association of HKUST once again successfully held the sixth Delta Forum on the HKUST campus. In Delta Forum 2007, university students from Singapore and Malaysia were invited to join for international exposure and cultural enrichment. The Forum has evolved into an international event, expanding its focus beyond the region and covering more global issues. The Forum was sponsored by the Lions Club of Metropolitan of Hong Kong.

sporTs evenTs AnD CompeTiTions

HKUST students continued to be very active in organizing sports competitions both within the university and at a regional level. Students from the sports teams also assisted in the Olympic Torch Relay in Hong Kong, in which President Paul Chu and student Chan Yik-hei took part as Torch Bearers.

ArTs fesTivAl

HKUST Arts Festival was held during 20 February - 28 March 2008. Students from the performing art clubs and the Center for the Arts jointly staged a variety of art programs for the enjoyment of students, staff, and the general public.

Wellness proGrAms

All first-year students take as a graduation requirement a non credit-earning “Healthy Lifestyle” course, through which they are encouraged to form a lifelong habit of incorporating physical activity into their hectic school or working life.

prepArinG for The WorlD of WorK

W h i l e m a k i n g g o o d u s e o f t h e l e a r n i n g opportunities of extra-curricular activities, students are no less active in getting prepared for the world of work after graduation. There was an enthusiastic response from students to the “Career Mosaic”, a job fair which served as an effective platform for students to “mix and match” with some 26 prospective employers from Banking & Financial Services, IT, Food & Beverage, Education, Event Management, Insurance and Real Estate sectors.

he sChool of sCienCe has five departments: Biochemistry, Biology, Chemistry, Mathematics, and

Physics. Together they enrol about one-quarter of the University’s students.

The School launched a number of initiatives during the year, including a more flexible curriculum in the Department of Biochemistry. The department will introduce different options for specialization in Cellular and Molecular Biochemistry, Biotechnology and Chinese Medicinals, as well as Neurosciences. To address the much-anticipated educational philosophy of outcome-based learning, a set of intended learning outcomes (ILOs) for the Biochemistry program has been set. To map the ILOs, some existing courses have to be re-designed and some new courses are to be introduced.

In addition, a few new courses for general education in biomedical sciences for non-biological science students will be introduced to meet the increasing demand under the four-year curriculum.

The School’s collaborative project entitled “Protein—phosphoinostitides interactions in neuronal signalling” was awarded a $6 million Collaborative Research Grant by the Hong Kong Research Grants Council. Prof Mingjie Zhang of the Department of Biochemistry is the principal investigator for this project. Co-investigators include faculty members from HKUST, the University of Hong Kong, and the Hong Kong Polytechnic University.

In August 2007, more than a hundred leading scientists from 2l countries converged on the HKUST campus for the 6th International Conference on Bioinformatics. HKUST’s Bioinformatics Center, set up in September 2006, was picked as the venue for this prestigious event.

With the support from HKUST and the Croucher Foundation, the first UK-HK Frontiers of Science Symposium took place at HKUST from 16 to 18 January 2008. Hosted by the UK’s Royal Society, this was the first time Hong Kong has hosted the prestigious Frontiers of Science series.

he sChool of hUmAniTies AnD soCiAl sCienCe has developed detailed plans to contribute to a

multidisciplinary and comprehensive learning experience for students under the four-year curriculum. As a first step, the School set up a Task Force to launch a new elite undergraduate major program in “Global China Studies” in 2010, building on existing strengths in faculty members’ research related to China in a global perspective. This program will emphasize interdisciplinary training in topics of particular significance for social, economic and cultural changes in Mainland China as well as the country’s emerging role in the world. It will provide integrated co-curricular activities such as internship, exchange with universities overseas and on the Mainland, and intensive summer courses on the Mainland.

The School has also launched a new initiative to introduce outcome-based education approaches in overall curriculum planning and in individual programs and courses.

The School has actively sought to develop research projects that benefit the local community. The Center for China’s Transnational Relations has received funding from the Government’s Central Policy Unit for a project entitled “Hong Kong People on the Mainland: A Force for Integration?” and collaborated with the Hong Kong Employers Federation on a research project about Hong Kong people living and working on the Main-land.

The Center for Cultural Studies received funding for a project entitled “Making Cultural Clusters: New Strat-egies for Culture-led Urban Redevelopment” and undertook another project called “Wan Chai Cultural Tour-ism Research” funded by Wan Chai District Council.

During 2007-08, the School of Humanities and Social Science engaged in a wide range of collaborative ac-tivities with the Mainland. An important project that has received international recognition is the “Chinese General Social Survey” conducted by the Survey Research Center in collaboration with China’s Renmin Uni-versity. Another important initiative has been to invite several scholars from the Mainland to do collabora-tive research with faculty members at the School as Tin Ka Ping Visiting Scholars. These prominent scholars included Prof Yang Hui from Yunnan University and Prof Niu Dayong from Peking University.

A research team at the Division of Social Science completed a research report on socio-economic development in Hong Kong and the Pearl River Delta as part of a collaborative project with universities in Europe and the US.

he sChool was the toast of the town at a celebration to mark the world No.1 ranking for the Kellogg-HKUST EMBA program. The celebration was attended by the Chief Executive of the Hong Kong SAR, Donald Tsang, top officials, community leaders, and university colleagues.

The quality of the School’s MBA program, too, has been recognized in two separate prestigious rankings, placing it firmly in the global top 20 and providing further evidence that it is now among the world’s best. A number 17 ranking by the Financial Times (FT), the highest ever for a Hong Kong-run program, came just a few months after the Economist Intelligence Unit placed it No. 20 worldwide and No. 1 in Asia and Australia.

Among the 20 categories measured by the FT, the program was ranked 20th for research, 2nd for international faculty and 5th for the international experience provided to students. Only six other Asian schools were featured in the FT’s Top 20, with HKUST the only one from Hong Kong.

The School is planning new initiatives in a number of important areas. Externally, the School is moving ahead with new structures to support areas such as China development, corporate relations and executive education. Internally, efforts on the further improvement of student learning by way of embracing Outcome-Based Education (OBE) and developing of a four-year undergraduate curriculum are gathering momentum.

To implement OBE, the School organized a week of activities and workshops in October 2007 for faculty and staff to immerse in the OBE approach. Prof Harvey Brightman, Regents Professor Emeritus of Decision Sciences at Georgia State University and world-renowned trainer for enhanced university-level teaching, was invited to run OBE seminars and workshops.

Other highlights of the School included distinguished lectures by Assistant Governor of the People’s Bank of China Prof Gang Yi; by former HKUST economics professor and currently Chief Economist and Senior Vice-President of the World Bank Prof Justin Lin; and also by Nobel Laureate Prof Edward Prescott.

During the year the School signed its 100th student exchange agreement with an overseas institution. The exchange partner is the McIntire School of Commerce of the University of Virginia, which is ranked the No. 2 undergraduate business school in the US.

The year saw Prof Steven DeKrey add two important firsts to his name: the first academic to chair the business-based American Chamber of Commerce in Hong Kong, and the first Senior Associate Dean in the University’s history.

2004年起,科大一直在《泰晤士報高等教育特刊》 50大科技學府中排列前25位,2007年則排名23。 自這項調查面世以來,科大是唯一一所香港學府每年穩佔 前25位之列。 上海交通大學於2008年2月公布全球100所頂尖工程大學 排名,科大亦榜上有名,在工程科技及電腦科學領域全 球排名第40位,是躋身前50位的唯一一所香港院校。排 名標準包括知名研究人員數目、科學引文索引論文數目、 在相關領域著名學術期刊中發表論文的比例,以及與工程 相關的研究開支等。 科大工學院致力提供專業的工程教育,培養年青一輩在技 術及學術方面的知識,裝備他們迎接未來的挑戰。 隨著2012年實施四年制課程,該學院正積極準備未來的 教育改革。為了讓學生更靈活選修課程,並確保順利過 渡至四年制,工學院將於2009年起引入「學院制」攻讀模 式。此後,學生首先會獲工學院取錄,而並非獲個別課程 取錄,其後於首個學期結束後才選擇主修課程。 如學生對工程科目感興趣,但希望在決定主修課程前廣 泛了解各個工程科目的內容,新學院制安排可謂最為適 合。在新制度下,除現有的13個課程外,學生更有機會 進一步發掘自己的興趣,才選擇主修課程,屆時將設有共 15個課程可供學生選讀。 為籌備即將推行的教育改革,該學院將會對課程作出相應 變動,加強靈活性。其中一項主要變動是採用「三軌」課 程模式,藉以配合學生的多元化教育目標,加強工程系學 生的語言及溝通技巧,以及在課程中融入更多聯課活動, 令學習體驗更加豐富。

KUsT, ranked No. 23 in the 2007 Times Higher Education Supplement (THES) league table of Top 50

universities for technology, has consistently made it to the top 25 since 2004. It is the only Hong Kong institution ranked in the top 25 for each of the four years that the survey has been conducted.

HKUST was named one of the world’s top 100 universities in engineering in rankings released by Shanghai Jiao Tong University in February 2008, and ranked 40th globally in the area of Engineering/Technology and Computer Sciences. HKUST is the only Hong Kong institution to be ranked among the top 50 in this field. Ranking criteria include the number of highly cited researchers, articles indexed in Science Citation Index, percentage of articles published in top journals in the field, and engineering-related research expenditures. The HKUST School of Engineering strives to offer professional engineering education to develop young people both technically and academically to better prepare them for the future.

With the launch of the four-year programs in 2012, the School is actively preparing for the upcoming education reform. In order to give students more flexibility in making program choices, and to ensure a smooth transition to a four-year system, the School of Engineering is introducing the School-Based Admission Scheme from 2009. Under this scheme, students will first be admitted to the School, instead of individual programs, and will then choose their major at the end of the first semester.

The new school-based streams are suitable for students interested in engineering disciplines but hoping to gain a broader understanding in various engineering disciplines before deciding on majors. In addition to the existing 13 programs offered, students are given the opportunity to explore their interest further before they select a program under the new scheme, that adds up a total of 15 programs for students to choose from. To prepare for the imminent education reform, the School will introduce changes to make the curriculum more flexible. A key change is to adopt a “three-track” curriculum model to reflect and respond to students’ diverse educational goals, strengthen the language and communication skills of engineering students, and integrate more co-curriculum activities into programs to enrich their learning experience.

On a global level, HKUST has entered into collaborative agreements with Boeing Phantom Works to research and develop new technologies associated with wireless communications in Boeing’s planes.

he hKUsT foK yinG TUnG GrADUATe sChool (fyTGs), established in December 2006 as the University’s fifth school, plays a key role in the University’s development, particularly in Mainland China. With this vision, the School’s campus in Nansha, Guangzhou, was officially opened on 25 January 2007. The Nansha campus, located at the heart of the Pearl River Delta (PRD), provides an ideal base from which to make contributions in technological developments and advancements to Hong Kong and the PRD. The University will use its strengths and experiences, harnessed in research and within the academia, to bring technological advancements to benefit both its students and the technology-based industries in PRD.

The School currently has 11 research centers and two central research facilities. Their research focus is on advanced materials, biomedical and biotechnology, environment and sustainable development, as well as information and communications technology. These four areas are in line with the University’s strategic development focus.

In its first year, the School and its research centers have been actively engaged in research and industrial projects and collaborations, including the prestigious national “863” and “973” research projects. In May 2008, in recognition of the School’s research prowess and its extensive international network, the Ministry of Science and Technology (MOST) awarded the School the status of “International Science & Technology Cooperation Base” to facilitate further collaborations between institutions on the Mainland and their international partners. The award, only the 5th to be granted in Guangdong Province out of just 60 such awards in the whole of Mainland, is yet another recognition of the School’s excellence.

On the education front, the School has obtained Senate approval to commence two MPhil programs in Advanced Materials Engineering (AME) and Atmospheric Environmental Modeling (ATM). These two programs are differentiated from other MPhil programs through their unique cross-discipline and cross-schools curriculum, as well as the opportunity to conduct research on the Mainland. The Graduate School is also working on postgraduate programs, to be jointly offered by HKUST and the Sun Yat-sen (Zhongshan) University.

In the area of general education, FYTGS uses its base in Nansha to offer undergraduate and secondary school students in Hong Kong the opportunity to study Chinese culture and heritage. The Graduate School is going from strength to strength. Plans are under way to build its new campus in the Nansha IT Park for completion in 2010.

An inaugural meeting of the International Advisory Board is scheduled to be held in January 2009 in conjunction with an academic Symposium, with public talks to be given by illustrious advisors and members of the IAS.
