Through sheer hard work, he has succeeded in parlaying his personal academic interest into an MPhil and in due course a PhD, and has now taken irst prize in the Universities category at the First Hong Kong Science and Products Innovation Competition this year. His winning entry is a prototype silicon microdisplay which he developed jointly with Hong Kong electronics firm Varitronix.
This full-color silicon microdisplay is suitable for use in PC monitors and virtual reality displays. The micro display is a marriage of advanced silicon integrated circuit (VLSI) and liquid crystal display (LCD) technologies. The silicon VLSI produces a high resolution active matrix display driver back plane, the electrical video signals from which are converted by the LCD into fine display images. The 0.4-inch diagonal silicon microdisplay prototype can produce a video image equivalent to that of a
bulky 40-inch cathode ray tube (CRT).
As can be seen from the picture (right), the microdisplay is so<micro

that conventional viewing is impractical, and optical enhance-ment must be used to assist the viewer (below right).“

He beat a large number of competitors and it was not just by luck that he won the first prize in his category;'said Dr Huang. Dennis will be the recipient of a HK$50,000 cash priz巴, andthe University will receive aHK$100,000 award.

As the central purcha s ing agent for the University, the Purchasing Office is sometimes erroneously seen as only providing documentation services, but Mr Lo says:“Our job is also to help the departments using our services to save money."
He recounts continuous efforts to achieve cost savings. One method is the increased use of term contracts, since one-off purchases are usually more expensive because of high operational and administrative costs. If it can be established that a department needs certain goods and services regularly, he will try to negotiate with the vendor for a cheaper, bulk-buy rate with purchases spread over a fixed period.
The office misses no opportunity to make better deals. Vendors who provide equipment for display, for example, are asked to con-sider the advertising benefit to them that comes from their goods being put on show. This has sometimes led to the pur℃hase price being lowered. At other times, sheer persistence pays off. Mr Lo recalls a time when he was up in the middle of the night bargaining with US contractors by long-distance telephone. He called them every hour. They were so impressed by his efforts that they finally agreed to lower their prices. Other managerial staff in the office do likewise.
He also stresses that, although it is 山1portantto save money, cost effectiveness must be consistent with teaching and research
requirements. For example, he tries to talk to departments wanting to make purchases to see if it is possible to reduce the scope of their requirements without sacr恤cingquality.
He places great emphasis on market research which allows him and his staff to spot low-cost alternatives and pricing trends.

In the current economic climate, a contractor may still be too expensive even if he doesn't raise his price on renewal of contract;’he says.Notwithstanding the savings it has assisted the University to achieve, the Purchasing Office itself is also under pressure to reduce costs. ough staff attrition. He says a three-pronged approach is being pursued. The first is a process review of the work undertaken by the 32-strong staff. A monthly management meeting is held to work out how these duties could be streamlined and how duplica tion and wastage could be avoided.The second approach is to decentralize non core and non value-added functions. It has been proposed that activities such as the purchase of airline tickets for faculty and staff members should not be undertaken by the Purchasing Office. The various schools and departments should make the booking themselves or directly 的ka travel agent to do it for them.
The third approach, which is in keeping with a technology based economy, is to look to computerization to take over some of the func tions currently carried out manually by staff and so free them to take on other services.

Nor was this an information session on the Outreach Day. This was a special lecture organized by the Public Affairs Office on the economy of Hong Kong. Experts from the Depart-ments of Economics and Finance, Profs K. C. Chan, Leonard Cheng, John Wei and Dr Francis L凶,expressed their views and predictions on the current unemploy-ment situation, financial market developunemploy-ments, the stock market as well as long-term economic growth and the competitiveness of the economy.

S prescription for economic recovery and renewed competitiveness included no quick fixes, and recognized that we are witnessing not simply the low point in yet another boom-and-bust cycle, but rather a 'paradigm shift’
or basic structural change in our economy. He outlined how certain可igidities’ includingfixed exchange rates and social welfare (which hinders downward adjustments in wages) are blunting Hong Kong

s competitive advantage, and how, more and mor巴, HongKong will have to compete with China in terms oflabour and brain capital.However, Dr Leung offered sever叫
practical initiatives which could contribute to the restoration of Hong Kong's competitiveness,

Shen ( COMP) has been honored at the Fir前 FokYing Tung Prize (China) Ceremony for his work in launching SuperNet, the first licensed Hong Kong Internet service provider, which was initially developed at HKUST. He was presented with the Fok Ying Tung Contribution Award on 28 November 1998 for his dedication and tenacity in developing SuperNet as a commercially viable operation. Its success spurred a new industry in Hong Kong which has since offered many employment opportunities for young professionals in the computer field. The award includes·a certificate and HK$ 500,000 cash award,the major portion of which will be put towards supporting his professional and research activities.

At an award presentation ceremony held inNovember, the winning team members, Mok Chi Hang, Bonny Cher宅, KathyWong, Evelyn Ngai, Catherine Yu and Willie Heung, all final-year Marketing students, were
praised for their thorough
preparation and bright ideas in the proposal they entered for the Joint University Market Planning (JUMP) Contest.
The JUMP Contest was organized by the business
student associations ofHKUST, the Chinese University and the
University of Hong Kong. Participants from all eight
publicly-funded universities were given one
month to come up with a business develop-ment proposal and an exposition plan for the telecommunications company SUNDAY, who sponsored the contest.
The contest included a series of selection
programs during September through Novem-ber. Two teams from the HKUST Business School made their way to the final list of five. The work of the five finalist teams is being displayed in an exposition roadshow touring the three organizing universities from
Novem-ber 1998 to January 1999.

contest, was delighted that students had an
opportunity to deal with real business issues.

I was impressed by the performance of the participants. They were so well prepared and brilliant that we had a hard time selectingthe winners. The great thing about the
con-test, though, was that participants were given
the chance to formulate and implement their
strategic plans for a real business entity. No matter what the final result was, they all should have gained invaluable experience from the process;' said Professor Chau.
“
I think the most important thing thatled to our success was the synergy formed
by the different strengths and skills of our group members;' said Catherine Yu.
“
The theories that we learned from our courses at UST, especially marketing research and con-sumer behavi肘, helpedus a lot in devising a formal marketing strategy. And, of course, valuable opinion given by some of themar-keting professors also helped us a lot in
fine-tuning our ideas!”

summer of 1998, the Student Social Service Society, Students' Union and Student Affairs
Office jointly conducted a survey on 由e acces-sibility of campus facilities for wheelchair-bound persons.
As a result of this survey, SAO has published a pamphlet providing information on the most convenient access points for wheelchair-bound students to access various
destinations on campus, ranging from com-puter barns to toilet facilities and from class-room to cafeteria. In addition, hall places have
been offered to wheelchair-bound students
and for those with other disabilities, various facilities have been installed such as large
computer monitors to assist the visually
impaired, and the provision of portable hear
~
ing instruments for the hearing impaired. In UST
’
s ongoing program of upgradingfacilities for persons with disabilities, the University is applying to the University Grants Council for funds to implement these upgrades. And as a recent example, the access
ramp to LG? (left) has now been made more
easily negotiable.

主i三們都已知道,當材料尺度變得非常細微時,它會擁有非同尋常 ..J /切的性質和用途。納米材料從單維到三維,不同結構、不同性 船,變化層出不窮 3 成為全世界科學家研究的熱點。 目前,科大有 20 多位物理學家和化學家研究著直徑介於 l 納米 至 1000 納米的微觀材料。 物理學系沈平教授指出 3 在納米 科學的研究中 3 三芳面的工作缺一不 可,利用合成或晶體生長的方法製備 樣品 3分析樣品結構和器件製備, 理 論的詮釋和預測。將各有專長的研究 人員集中在一起 ,有利於多出高水平 的成果。科大與中國科學院共同建立 了納米材料與技術聯合實驗室 3 更令 金屬 ,可望製成高效而縮小的半導體 3 或許還可製備超導體呢!大 量地製成同一類型的納米管相當困難,很多科學家花費了大量人力 和財力而從未取得成功。難怪這一成果在去年美國物理學會的年會 上引起了頂尖級物理學家的注目 。 王克倫敦授和揚子康博士“採用自然順勢的方法 3 來獲得極短坡 的紫外激光光源”的研究也引起各國向行的注目。他們在 實驗中發現 ,六角型純氧化鋒微晶在室溫下可以發射極 短波的紫外線激光 ,並對其機制進行了全面探討。這一 發現令這類材料有可能用來製作高分辨率的激光光源 , 這是世界上第一吹成功的研究。《科學》雜誌( Science) ,以及激光學科的頂尖雜誌“LaserFocus World’,都報道
