Abstract

1. Purposes of the research

In recent years, the increment intensity of heavy rainfall due to climate change, continuous expansion of the impervious areas by the factors the rapid urbanization and street construction, result in increasing urban storm water flood both at domestic and abroad. Urban storm water detention design has become the main issues in dealing storm water management in the past. To face the issues of the uncertainties of climate change and the further development of urban in the future, additional methodologies must be considered to effectively manage the urban flood.

In the year of 2013, the item 4-3 of building design and construction section in Building Technology Regulations required that newly built, added or renovation buildings in the urban area were required to equip with rainwater storage for flood control. Currently, for those buildings with green building logo must equip with rainwater storage for water supply. Therefore, most architects design the rainwater storage for the purposes of water supply and flood control separately. In practice, many architects and contractors prefer rainwater storage for both purposes can be integrated design to achieve better benefits. Unfortunately, the research on this topic is rare both in domestic and abroad. In addition, in order to improve the effectiveness of existing rainwater storage and flood detention facilities and to strengthen the application and value-added benefits, some design companies have begun to integrate rainwater storage systems with the Internet of Things (IOT) technology and cloud computing technology to monitor and/or improve the effectiveness of rainwater storage systems. But there is no single platform having the ability of managing and

operating for rainwater storage for flood control and can be linked to data base.

The study period of this research project lasts for ten months. The research project aims to propose a design method for dual-purpose (storm water detention, water supply) of rainwater storage facilities and the application flowchart of smart rainwater management system for existing buildings. Firstly, existing rainwater storage and detention facilities is collected and analyzed. Then, the problems existed in the design and operation of the rainwater storage and detention facilities could be found. Therefore, reconstruct of existing rainwater storage systems would be recommended. Through long-term rainfall simulation analysis considering both the factors of water supply in drought period and flood detention in rainy period, an innovative design method for the design of water supply and detention function for rainwater storage and detention system is recommended. This method considers the relevant regulations in domestic. Also, the primary flowchart of utilizing a smart Internet of Thing (IoT) technology in the intelligent rainwater management system application has been proposed which will be used as a reference for the new design of future building rainwater storage and detention facilities.

2. Research methods and procedures

Contents of the research include following seven items:

(1) Collect and analysis of design reference manuals and regulations related to rainwater storage and detention facilities for buildings;

(2) Collection and analysis of cases of existing rainwater storage and detention facilities in buildings;

(3) Propose the design method and operation policy for the dual purposes (flood mitigation, water supply) of rainwater storage and detention facilities for existing buildings;

(4) Establish the simulation model for rainwater storage and detention facilities for dual purpose in the buildings;

(5) With case study, simulation to explore the design pattern and operation strategy of the rainwater storage and detention facility in innovative buildings;

(6) Compare and analysis the comprehensive benefits incurred by dual purposes of rainwater storage and detention facilities in buildings;

(7) Propose the application process of smart rainwater management system, and initially explore the application of emerging smart technology to improve the design of rainwater storage and detention facilities for buildings in a community; and develop the preliminary development plan of operation management system for rainwater storage and detention in storm water management.

3. Major findings

Most of the capacity of storage facilities for rainwater system is unused in the dry season and is full in the rainy season. Therefore, without proper management of rainwater system, rainwater is not effectively used. If rainwater storage system can be designed integrating both the functions of water supply and flood detention, effectiveness of rainwater can be approved. To achieve this object, it also needs to integrate the regulations from both central and local governments.

The form and operation policy for the innovative rainwater storage system design have two different types: the surface storage with drainage by gravity and subsurface storage with drainage by mechanical pumping. Three types of discharge opening for storage capacity are discussed in parallel design: orifice outflow, the short nozzle tube outflow and the long nozzle tube outflow. The discharge formula for those

discharge openings is derived. Therefore, through the short-term and long-term simulation, the suitable storm water detention type and operation method can be obtained for existing building.

The intelligent rainwater management system can be conceptually divided into three layers from bottom to top: the sensing layer, the network layer and the application service layer. Smart rainwater management for a building in a community can be divided into four parts: online monitoring, real-time forecasting, response operation and facility management. The pre-development plan is divided into five parts. The first part is product sensing feedback, the second part is early warning and forecasting model, the third part is smart building assessment disaster prevention strategy, the fourth part is long-term maintenance management, the fifth part is personnel training and the sixth part is planning for the testing site and promotion.

In this year, the primary application plan of the smart rainwater management system and the follow-up development plan of the rainwater storage and flooding smart operation management system have been studied and developed. For the short-term, the application and value-added benefits of the smart rainwater management system should be strengthened. It includes the ability to understand the rainfall condition and field data of local system and establishes the warning operations for rainwater storage and detention facilities in a building. It will improve the

self-resistance capability of communities or building to carry out disaster reduction operation in advance during heavy rainfall period for reducing urban flooding.

For the medium-term, it recommends to select a demonstrating sites to test the wireless sensing technology, cloud computing, big data analysis and rainfall warning notification mechanism through demonstration sites to establish a community smart rainwater management system and to improve the mechanism of storm water prevention and response. Therefore, a rainwater storage system management in a community will become more intelligent.

For the long-term, it is recommended to gradually upgrade the community-based level smart rainwater management system to the regional level and to city/county level in the future.
