1. Drawing up a Speaker’s List (Rule 9, 14)

.This Speakers' List will be followed unless procedural motions, amendments, or the introduction of a resolution is made.

在會議開始後,將建立一發言名單。此發言名單

之順序將應用會議之中,除非有程序提議、修正

案或者決議案介紹。

Rules of Procedure

.Speaker's may speak generally on the Topic Area, or address any resolution currently on the floor.

發言者可以討論議題,表達國家立場,也可以對於已經提 出的working paper 或 draft resolution 發表評論。

.A country may add its name to the Speakers' List by

submitting a request in writing to the Chair, provided that the country is not already on the Speakers' List.

代表若想將自己的國家加到發言名單上,可以傳紙條給主 席,表明自己的國家以及想加到發言名單上的意願。

2. Delegate gives a speech

.The Director may limit the time allotted to each speaker. When a delegate exceeds the allotted time, the Director may call the speaker to order.

主席可限制發言者的發言時間。當發言已超過限 定時間時,主席有權制止。

After a delegate's speech, there may be time left, a delegate may yield the remaining time to:

1. Yield to another delegate form another country

2. Yield to questions: questioners will be selected by the Director and limited to one question each. Only the speaker's answers to questions will be deducted from the speaker's remaining time.

3. Yield to Chair

當發言國家有剩餘的發言時間時,可將其剩餘時間轉移給

另一個與會國、提問、或主席

Yields (RULE 17)

發言時間讓渡

There are no yields on yielded time. No yields are

allowed if the delegate's time has expired, or is speaking on a procedural matter.

已被讓渡的時間若有剩餘,並不能再度被讓渡。當發

言者的發言已超過限定時間,就不能再進行讓渡。當

在討論程序性問題時,發言者不能也不用讓渡時間。

.Delegate feels uncomfortable 權宜問題

與會者若是在會議當中感覺不適,可在任何時候提出權 宜問題,甚至可以在其他與會者的發言之中提出。

.Delegate may rise to a Point of Order to indicate an instance of improper parliamentary procedure.

秩序問題

在議題討論進行時,若是有與會國覺得會議程序不對,可 針對此提出秩序問題。秩序問題提出者不得違反會議程序 規則,打斷其他與會國的發言。

.Delegate may rise to a Point of Parliamentary Inquiry to ask the Director a question regarding the rules of

procedure.

會議詢問

在會議開始進行後,與會國若對議事規則有任何問題,可 向主席提出會議詢問。提出會議詢問者不得打斷正在進行 的發言。

Unmoderated Caucus (Rule 10) 特別議程

A motion to unmoderated caucus is in order at any time when the floor is open, prior to closure of debate.

在會議進行中的任何時候,代表可以提出特別議

程。特別議程之提出,目的是與其他代表進行非

正式的討論或談判。此為交換意見或結盟的好時

機。

Unmoderated Caucus

The delegate making the motion must:

1) briefly explain its purpose

2) specify a time limit for the caucus, not to exceed twenty minutes, and the Director may suggest an alternative time limit as he/she sees fit.

代表在提議時必須:

1)簡要的解釋此特別議程之目的

2)訂出具體的時間長度限制,以不超過二十分鐘為準。主席 得建議其認為較適合之替代時間長度限制。

Unmoderated Caucus

The motion will immediately be put to a vote. A majority of members present and voting is required for passage.

The Director may rule the

motion out of order and his/her decision is not subject to appeal.

此投票需獲得超過二分之一與會者贊成方通過。主席

亦可裁示此提議違反程序規則,其決定不得上訴。

MODERATED CAUCUS (Rule 11) 正式議程

.The purpose of the moderated caucus is to have a

facilitated debate at critical junctures in the discussion.

在general debate中,由於國家利益的改變將會出現

許多論點。為了使general debate得以專注於某一特

定層面,代表可提議進行正式特別程序以就特定論點

進行討論。正式特別議程之目的為在討論的關鍵時刻

讓辯論進行的更加順暢。

The delegate making the motion must:

.In a moderated caucus, the Director will temporarily

depart from the Speakers' List and call on delegates to speak at his or her discretion.

在正式特別議程中,主席將暫時脫離發言名單並依其 斟酌點選代表進行發言。

.Once raised, the motion will be voted on immediately, with a majority of members present and voting required for passage.

此投票需要二分之一與會者之贊成方得通過。

Working papers are to aid the Committee in discussion and formulation of resolutions.

.There are no format requirements.

.Working papers are not official documents, but do

require the signature of the Director to be copied and distributed.

2)引述該委員會曾經有過之決議或行動;

3)引述相關文件;

4)表達對此議題之感受;

humanitarian assistance,

三、Operative Clauses

內容:計畫要採取之行動及相關規定 格式:

1)各段以現在簡單式動詞開頭

ex: Accepts, Confirms, Requests 2)各段以數字標明,下分小項

3)各段均以分號結尾

4)最後一段落以句號結尾

Draft Resolution 格式

1. Acknowledges that all kinds of humanitarian intervention should be taken under the international law;

2. Recommends all the following steps should be enforced in executing humanitarian intervention :

a) To dispatch the humanitarian groups and supervising groups to make the emergency report;

b) To call on an ad hoc meeting among member states in if necessary;

c) To dispatch the military force to halt any action violating humanitarian.

Introducing Draft Resolutions (Rule 24)

The delegate may only introduce the draft resolution by reading the operatives of the draft resolution.

草擬決議案已被批准並複印散發後,一位會議代表可 起身為大家宣讀引薦此份草擬決議案。此位代表只須 為大家宣讀決議案中屬於執行條款的部分

(operatives)。

Draft Resolution (Rule 23) 決議案

.A draft resolution needs to be signed by one-fifth of the number of delegations present and voting at the

beginning of the committee session.

在大家討論過working paper後,與會國能就討論的主要 重點加以延伸,進而向委員會提出草擬決議案。草擬決 議案必須先徵得五分之一出席會議者的簽名,才能交給 主席。

.It must be given to the Director. If it receives the approval of the Director the draft resolution will be introduced.

.Signing a draft resolution does not mean support of the draft resolution. The signer has no other obligations.

.The resolution requires a simple majority to members voting pass.

在主席同意後,此草擬決議案才能在會議中宣讀。在 草擬決議案上簽名並不代表支持這份草擬決議案的內 容。因此簽名者並沒有任何義務支持。

表決時,決議案必須有過半數支持才可以通過。

Amendments (Rule 25) 修正案

To introduce an amendment, it must be signed by one- eighth of the number of delegations present and voting at the beginning of the committee session.

在提出一份修正案之前,需要八分之一出席會員國的簽名

. It then must be given to the Director to receive approval.

得到會員國簽名後,需得到主席簽名同意。

Amendments may not be made to amendments.

The final vote on the amendment is procedural - all

members present have to vote. (Other than the final vote on the resolution, all other votes are procedural - all

delegations are required to vote.)

修正案必須針對草擬決議案提出,不得針對其他修正

案提出修正。

最後對於修正案的投票是屬於程序性投票,即所有出 席會員都必須投票。(除了最後對決議案的投票外,

其他投票都是屬於程序性的,所有的會議代表都必須

投票。)

Closure of the Debate (Rule 12)

.Closure of debate requires the support of two-thirds of the delegations present. If the Committee is in favor of closure, the Moderator will declare the closure of the

debate, and all resolutions and amendments on the floor will be brought to an immediate vote.

結束辯論之提議需獲得三分之二的與會代表贊成方得通 過。一旦委員會同意贊成結束辯論,主席將宣布辯論結 束,而所有已發表的決議案以及修正案將立即進入投票。

Roll-Call Voting (Rule 26)

.Any delegate may request a roll call vote after a debate is closed on any resolution or amendment. The motion may be made from the floor, econded by 10 delegations.

A motion for a roll call vote is in order only for the passing of resolutions.

在任何有關決議案或是修正案的討論結束後,任何代表可 要求進行記名投票。這項動議可直接由議席中提出,並須 獲得10國代表支持。
