Moral and Civic Education Grant (2003-2004)

(Note: This circular memorandum should be read by all teachers responsible for the promotion of mo ral and civic education in primary and secondary schools)

Summary

The purpose of this circular memorandum is to inform heads of primary and secondary schools that the captioned grant will be provided to all aided and government schools in the public sector for the promotion of moral and civic education at the rate of HK$400 per class per annum in the 2003-2004 school year.

Details

2. Moral and civic education, as one of the four key tasks of the current curriculum reform, aims at helping students to develop positive values and attitudes. As stipulated in the curriculum reform document, a holistic perception of moral and civic education covering various issues related to values development such as health/sex/environmental education is proposed for promotion in schools.

3. The implementation of moral and civic education should be learner- focused. Learning opportunities should be provided for students to develop and reflect on their values and attitudes using events relevant to their daily life. In the domain of values and attitudes: perseverance, responsibility, respect for others, national identity and commitment are the five values and attitudes

regarded as paramount to students’ personal development during the short-term phase of 2001-02 to 2005-06.

4. To facilitate more schools to promote moral and civic education and to allow them to cover various issues related to values development of students, the former Civic Education Grant will be replaced by Moral and Civic Education Grant, which will be provided to all primary and secondary schools in the public sector on a per annum basis (excluding Intensive Remedial Teaching Programme (IRTP)). Schools may use the new grant, which is under the General Domain, for a) the procurement of teaching and learning resources and b) organization of learning activities for students related to moral and civic education.

5. The grant will be allocated to schools according to their number of classes operated.

Schools should keep a separate ledger account to record all income and expenditure chargeable to the Grant. The administration of the grant should follow the regulations as stipulated in the relevant school Finance and Accounting Circulars issued. Government schools are reminded to observe Stores and Procurement Regulations, Financial and Accounting regulations and Standing Accounting Instructions in expending the grant.

6. The grant will be under review annually on its efficacy, each school should appoint ONE teacher to be held responsible for monitoring of the grant and report to the Education and Manpower Bureau on its plans and implementation when necessary. Schools are requested to fill in the appendix and send it to the address as detailed on or before 30 September 2003.
