Abstract

The library collection scope has changed along with the information media enrich-

ment. In accordance to the electronic resources appearance, the original collection devel-

opment policies must give attention to the electronic resources. For the National Library,

the strategies for developing electronic collections can be summarized as the policies of

legal deposit, acquisition plan, web archiving, collection digitization and digital preserva-

tion. The paper takes an extensive literature review for understanding the different collec-

tion policies of electronic resources among many national libraries. In addition, in-depth

interviews and panel discussions are pursued for realizing different opinions of experts

and digital publishers. As the result, the conclusions and suggestions are proposed to pro-

vide suitable guidelines for the National Central Library.
