（ 一 ） 參 加 資 格
參 加 二 ○ 二 二 年 度 小 一 入 學 統 籌 辦 法（ 即 申 請 20 2 2 年 9 月 入 讀 官 立 或 資 助 學 校 的 小 一 學 位 ） 的 申 請 兒 童 必 須 符 合 下 列 全 部 要 求 ： (1 ) 2022 年 9 月 入 學 時 年 滿 5 歲 8 個 月 （ 即 2016 年 12 月 31 日 或 以 前
出 生 ， 凡 在 2 0 1 7 年 1 月 1 日 或 以 後 出 生 的 兒 童 並 未 足 齡 參 加 ） (2 ) 本 港 居 民
(3 ) 尚 未 入 讀 小 學 (4 ) 從 未 獲 派 小 一 學 位
（ 二 ） 填 表 須 知
(1 ) 家 長 ／ 監 護 人 在 填 寫 申 請 表 時 ， 須 用 藍 色 或 黑 色 原 子 筆 ， 並 請 先 參 閱 第 1 1 至 1 2 頁 的 樣 本 及 備 註 。
(2 ) 在 填 寫 申 請 表 的 丙 部 時 ， 申 請 兒 童 的 兄 ／ 姊 若 是 在 申 請 的 小 學 就 讀 或 父 ／ 母 在 該 小 學 就 職 ， 請 只 填 丙 部 的 ﹝ 甲 ﹞ 項 ， 否 則 請 填 ﹝ 乙 ﹞ 項 。 ﹝ 甲 ﹞ 項 的 申 請 兒 童 必 獲 取 錄 ， 而 當 ﹝ 乙 ﹞ 項 的 申 請 兒 童 數 目 超 過 學 校 的 自 行 分 配 學 位 學 額 時 ， 學 校 會 依 照 申 請 兒 童 在「
計 分 辦 法 準 則 」下 得 分 的 多 寡 ， 取 錄 申 請 兒 童 。 若 申 請 兒 童 有 相 同 分 數 ， 學 校 將 以 隨 機 方 式 決 定 同 分 申 請 兒 童 的 取 錄 次 序 ， 學 校 可 以 公 平 、 公 正 的 方 式 自 行 抽 籤 ， 或 交 由 教 育 局 處 理 。
(3 ) 在 申 請 表 上 簽 署 的「 家 長 ／ 監 護 人 」全 權 負 責 替 申 請 兒 童 申 請 參 加 小 一 入 學 統 籌 辦 法 及 辦 理 有 關 手 續 。 家 長 ／ 監 護 人 須 親 身 或 以 書 面 委 託 授 權 人 士 為 申 請 兒 童 辦 理 一 切 有 關 小 一 入 學 統 籌 辦 法 的 手 續 （ 如 遞 交 小 一 入 學 申 請 表 、 辦 理 選 校 、 領 取 小 一 註 冊 證 等 ） 。 (4 ) 申 請 兒 童 的 居 住 地 址 是 指 申 請 兒 童 的 唯 一 或 主 要 居 所 ， 即 日 常 主
要 起 居 生 活 的 地 方 。 家 長 ／ 監 護 人 須 依 照 申 請 兒 童 的 居 住 地 址 ， 將 所 屬 的 小 一 學 校 網 編 號 填 在 申 請 表 上 。 另 一 方 面，若 在 遞 交 申 請 表 後 遷 居 或 將 會 搬 遷 ， 必 須 儘 快 帶 同 新 地 址 的 證 明 文 件 及 影 印 本
（ 包 括 新 居 所 的 已 蓋 釐 印 租 約、差 餉 單、公 屋 租 約 或 水 ／ 電 ／ 煤 氣
／ 住 宅 電 話 收 費 單 ）， 前 往 學 位 分 配 組 （ 小 一 入 學 ） 辦 理 更 改 地 址 手 續 。
(5 ) 如 申 請 兒 童 計 劃 跨 境 到 港 上 學 ， 家 長 毋 須 在 申 請 表 的 右 上 角 填 寫「
住 址 所 屬 小 一 學 校 網 編 號 」。 計 劃 跨 境 到 港 上 學 的 申 請 兒 童 的 家 長 應 注 意 的 其 他 事 項 載 列 於 下 文 第 （ 五 ） 部 分 。

(A) Eligibility for Participation
To be eligible for participation in the Primary One Admission 2022 exercise (i.e. for entry to Primary 1 (P1) in a government or an aided primary school in September 2022), the applicant child must:
(1) reach the age of 5 years 8 months when he / she is enrolled in P1 in September 2022 (i.e. born on or before 31 December 2016; children born on or after 1 January 2017 cannot participate in the Primary One Admission 2022 exercise);
(2) be a Hong Kong resident;
(3) not be attending any primary schools; and (4) have never been allocated a P1 place.
(B) Points to Note when Filling in the Application Form
(1)
Parents / Guardians should read the sample and remarks on Page 13 and Page 14 carefully before completing the ‘Application Form for Admission to Primary One’, and use a BLUE or BLACK BALLPEN in completing the application form.
(2) When filling in Part C of the application form, applicant children with sibling(s) studying or parent(s) working in the school to which they apply should fill in Item A of Part C only. Other applicant children should fill in Item B of Part C. All applicant children applying under Item A will be admitted by the school. If the number of applicant children applying under Item B exceeds the discretionary places quota of the school, the school will admit children according to the Points System.
If there are applicant children with equal scores, the school will select applicant children by drawing lots in a fair and just manner or refer the applications to the Education Bureau for processing.
(3) Please note that the person signing as the “Parent / Guardian” in the Application Form will be regarded as the person fully responsible for processing the Primary One Admission application for the child. He / She should personally complete all procedures relating to the application for Primary One Admission (such as submitting the Application Form for Admission to Primary One, selection of schools or collection of the Primary One Registration Form) or appoint an authorised person in writing to do so on his / her behalf.
(4) The applicant child’s home address should be the applicant child’s only or principal place of residence, i.e. a dwelling place at which the applicant child resides and which constitutes his / her sole or main home. Parent / Guardian should fill in the corresponding number of the POA School Net in which the applicant child resides in the application form. On the other hand, if you have moved after submitting the application or will be moving in the near future, please bring along the proof of the new residential address with photocopies (including stamped tenancy agreement, demand note for rates, public housing tenancy agreement or water / electricity / town gas / residential telephone bills) and go to the School Places Allocation Section (POA) of the Education Bureau as early as possible to complete the procedures for change of address.
(5) For applicant children who intend to commute daily to schools in Hong Kong, parents should leave blank the box “POA SCHOOL NET NO. OF HOME ADDRESS” in the top right-hand corner of the application form. Please refer to Part (E) below for other points to note.
（ 三 ） 交 表 須 知
(1 ) 家 長 ／ 監 護 人 只 可 為 申 請 兒 童 申 請 一 間 位 於 任 何 小 一 學 校 網 的 官 立 或 資 助 小 學 的 自 行 分 配 學 位 。 如 家 長 ／ 監 護 人 同 時 向 多 於 一 間 官 立 或 資 助 小 學 申 請 學 位 ， 則 其 申 請 兒 童 的 自 行 分 配 學 位 申 請 將 會 作 廢 。
(2 ) 家 長 ／ 監 護 人 請 於 202 1 年 9 月 2 0 日 至 2 7 日 的 學 校 辦 公 時 間 內 ， 將 填 妥 的 表 格 直 接 交 往 申 請 自 行 分 配 學 位 的 學 校 。 為 免 延 誤，家 長
／ 監 護 人 必 須 特 別 留 意 有 關 學 校 遞 交 申 請 表 格 的 安 排 及 時 間。如 有 查 詢 ， 請 與 學 校 聯 絡 。
(3 ) 如 申 請 兒 童 只 申 請 統 一 派 位 ， 家 長 ／ 監 護 人 只 需 填 寫 申 請 表 的 甲 及 乙 部 ， 並 在 20 2 1 年 9 月 2 0 日 至 202 2 年 1 月 2 1 日 期 間 將 填 妥 的 申 請 表 交 回 ：

(4 ) 交 回 申 請 表 往 學 校 或 教 育 局 時 ， 家 長 ／ 監 護 人（ 申 請 表 上 簽 署 人 士
） 須 攜 帶 下 列 文 件 ：
( i ) 家 長 ／ 監 護 人 的 身 份 證 、 護 照 或 其 他 身 份 證 明 文 件 （ 如 家 長
／ 監 護 人 委 託 他 人 將 填 妥 的 申 請 表 交 回 ， 則 來 人 須 出 示 家 長
／ 監 護 人 身 份 證 明 文 件 的 影 印 本 及 授 權 書 ） ；
( i i ) ﹝ 甲 ﹞ 申 請 兒 童 的 香 港 出 生 證 明 書 及 其 影 印 本（ 若 出 生 證 明 書 最 後 一 欄 顯 示 申 請 兒 童 的 香 港 特 別 行 政 區 永 久 性 居 民 身 份 是「 未 確 定 」的 ， 則 家 長 ／ 監 護 人 必 須 出 示 該 申 請 兒 童 的 有 效 旅 行 證 件 或 在 港 居 留 許 可 證 的 正 本 及 影 印 本 ） ；
﹝ 乙 ﹞ 若 申 請 兒 童 並 無 香 港 出 生 證 明 書 ， 家 長 ／ 監 護 人 須 出 示 該 申 請 兒 童 的 非 本 地 出 生 證 明 書 及 獲 准 在 本 港 居 留 的 身 份 證 明 文 件 的 正 本 及 影 印 本 ；
( i i i ) 如 申 報 申 請 兒 童 的 兄 ／ 姊 在 該 小 學 或 與 該 小 學 同 一 校 址 的 中 學 部 就 讀 ， 家 長 ／ 監 護 人 須 出 示 有 關 證 件 （ 如 申 請 兒 童 兄 ／ 姊 的 出 生 證 明 書 及 兄 ／ 姊 的 學 生 手 冊 等 ） 的 正 本 及 其 影 印 本
；
( i v ) 如 申 報 申 請 兒 童 的 父 ／ 母 或 兄 ／ 姊 為 該 小 學 的 畢 業 生 關 係 ， 家 長 ／ 監 護 人 須 出 示 有 關 證 件 （ 如 申 請 兒 童 兄 ／ 姊 的 出 生 證 明 書 及 申 請 兒 童 的 兄 ／ 姊 或 家 長 的 畢 業 證 書 等 ） 的 正 本 及 影 印 本 ；

(C) Points to Note before Submitting the Application Form
(1) Parents / Guardians who intend to apply for a discretionary place for the applicant child should submit the completed application form to only ONE government or
aided primary school in any POA School Net. If more than one application is submitted, the applications for discretionary place will be rendered void.
(2) Parents / Guardians should submit the completed application form to the school of their choice direct during school hours from 20 to 27 September 2021. To avoid any delay, parents / guardians have to note the school’s arrangements and time for submitting the application form. For enquiries, please contact the school direct.
(3) For parents / guardians who intend to join only the Central Allocation, they should fill in Part A and Part B of the application form and return it during the period from 20 September 2021 to 21 January 2022 to:
School Places Allocation Section (POA), Education Bureau,
Office 2, 2/F, Manulife Financial Centre, 223 Wai Yip Street,
Kwun Tong, Kowloon.
(4) When returning the completed application form, the parent / guardian signing the application form is required to bring along the following documents and submit their photocopies:
(i) the parent / guardian’s Identity Card, Passport or other identity documents (If the parent / guardian cannot come in person, his or her representative should produce a photocopy of the parent / guardian’s identity documents and the letter of authorisation);
(ii) (a) the applicant child’s Hong Kong Birth Certificate and its photocopy (If the ‘Status of permanent resident of the Hong Kong Special Administrative Region’ in the last column of the Birth Certificate is
‘Not Established’, the original and photocopy of his / her travel document(s) or Permit to Remain in Hong Kong are required);
(b) in the absence of a Hong Kong Birth Certificate, the parent / guardian should bring along the applicant child ’s Birth Certificate (non-local) and document(s) permitting him / her to stay in Hong Kong and their photocopies;
(iii) Birth Certificate and school handbook of the applicant child’s sibling, together with a photocopy of the documents, if claiming the applicant child’s sibling is studying in the school or the secondary section of the school of the same address applied for;
(iv) Birth Certificate of the applicant child’s sibling and graduate certificate of the applicant child’s sibling / parent together with a photocopy of the documents, if claiming the applicant child’s sibling or parent’s graduate relationship;

( v ) 如 申 報 申 請 兒 童 與 學 校 有 相 同 的 宗 教 信 仰 ， 家 長 ／ 監 護 人 須 出 示 有 關 證 件 （ 如 申 請 兒 童 的 領 洗 紙 、 皈 依 證 等 ） 的 正 本 及 影 印 本 。 在 遞 交 申 請 表 前 ， 家 長 ／ 監 護 人 宜 直 接 向 申 請 的 學 校 查 詢 有 關 「 相 同 宗 教 」 的 定 義 ；
( v i ) 如 父 ／ 母 為 該 小 學 主 辦 社 團 的 成 員 ， 家 長 ／ 監 護 人 須 出 示 有 關 文 件 的 正 本 及 影 印 本 。 在 遞 交 申 請 表 前 ， 家 長 ／ 監 護 人 宜 直 接 向 申 請 的 學 校 查 詢 有 關 「 主 辦 社 團 的 成 員 」 的 定 義 ； 及
( v i i ) 所 申 報 的 居 住 地 址 須 是 申 請 兒 童 的 唯 一 或 主 要 居 所 ， 即 日 常 主 要 起 居 生 活 的 地 方 。 有 關 證 明 文 件 包 括 但 不 限 於 已 蓋 釐 印 租 約 、 差 餉 單 、 公 屋 租 約 或 水 ／ 電 ／ 煤 氣 ／ 住 宅 電 話 收 費 單 的 正 本 及 影 印 本 。 （ 請 注 意 ： 由 於 銀 行 信 件 、 法 庭 傳 票 及 稅 單 上 的 地 址 有 可 能 是 通 訊 地 址 而 非 居 住 地 址 ， 因 此 教 育 局 一 向 不 接 受 為 住 址 證 明 文 件 ） 。 一 般 來 說 ， 所 提 交 的 地 址 證 明 文 件 上 的 姓 名 須 與 家 長 ／ 監 護 人 的 姓 名 相 同 ； 至 於 其 他 情 況
， 教 育 局 可 能 會 要 求 家 長 ／ 監 護 人 宣 誓 或 提 供 補 充 文 件 以 資 證 明 申 請 兒 童 的 居 住 地 址 。 家 長 ／ 監 護 人 如 未 能 提 交 上 述 可 接 受 的 地 址 證 明 文 件 或 有 任 何 查 詢 ， 請 致 電 2832 7700 與 學 位 分 配 組 職 員 聯 絡 ， 以 便 職 員 提 供 確 切 的 意 見 及 協 助 。 ( 5 ) 教 育 局 會 在 有 需 要 時 採 取 適 當 的 行 動 ， 查 核 家 長 ／ 監 護 人 在 申 請
表 內 所 提 供 資 料 的 真 確 性 。 教 育 局 可 能 會 要 求 家 長 ／ 監 護 人 面 見 並 就 相 關 資 料 如 監 護 人 ／ 授 權 人 士 、 其 他 住 址 等 提 供 補 充 證 明 文 件 或 宣 誓 ， 以 資 證 明 。 如 有 需 要 ， 教 育 局 會 進 行 家 訪 ， 以 核 實 申 請 表 內 所 提 供 資 料 的 真 確 性 。 在 核 實 資 料 的 過 程 中 ， 如 家 長 ／ 監 護 人 未 能 在 教 育 局 要 求 的 限 期 內 提 供 有 關 資 料 ， 教 育 局 會 採 取 相 應 行 動 ， 其 中 包 括 暫 緩 處 理 有 關 的 申 請 。
( 6 ) 倘 虛 報 申 請 兒 童 任 何 資 料 ， 一 經 調 查 屬 實 ， 有 關 申 請 將 會 作 廢 ， 而 申 請 兒 童 獲 派 的 學 位 將 被 褫 奪 。 此 外 ， 家 長 ／ 監 護 人 請 留 意 ， 根 據 現 行 的 刑 事 條 例 ， 製 造 虛 假 文 書 的 行 為 屬 刑 事 罪 行 ， 一 經 定 罪 ， 可 處 監 禁 14 年 。
( 7 ) 家 長 ／ 監 護 人 在 申 請 表 上 所 提 供 的 個 人 資 料 ， 會 作 以 下 的 用 途 ： (i) 用 以 核 實 申 請 表 內 有 關 的 資 料 的 真 確 性 ；
(ii) 作 學 位 分 配 之 用 ； 及 (iii) 作 與 教 育 有 關 的 用 途

(v) Baptism Certificate of the applicant child and a photocopy of the document, if claiming the applicant child’s same religious affiliation relationship with the school. Parents / Guardians are advised to consult the school direct
about the definition of ‘same religious affiliation’ before submitting the application form;
(vi) The parent’s membership document and a photocopy of the document, if the parent claims that he / she is a member of the same organisation which sponsors the operation of the primary school. Parents / Guardians are
advised to consult the school direct about the definition of ‘a member of the same organisation’ before submitting the application form; and
(vii) The residential address has to be the applicant child’s only or principal place of residence, i.e. a dwelling place at which the applicant child resides and which constitutes his / her sole or main home. Proof of residential address including but not limited to stamped tenancy agreement, demand note for rates, public housing tenancy agreement or water / electricity / town gas / residential telephone bills and a photocopy of the document. (Please note that the address on a bank letter, court summons and tax bill may be a correspondence address and not a residential address. Therefore, such documents have not been accepted as proof of residential address by the Education Bureau all along.) In general, the name on the document submitted as proof of residential address should agree with that of the parent / guardian. In other circumstances, the Education Bureau may request parents / guardians to make sworn declaration or provide supplementary documents as further proof of the applicant child’s residential address. If parents / guardians cannot provide the above acceptable proof of residential address or have any enquiries, please contact the School Places Allocation Section of the Education Bureau at 2832 7700 for appropriate advice and assistance.
(5) The Education Bureau may take measures as deemed necessary and appropriate to verify the information provided by parents / guardians in relation to the application.
The Education Bureau may request parents / guardians to attend interview and provide other relevant documents or to make sworn declaration as further proof of their being guardian / authorised person, their applicant child’s residential address, etc.
The Education Bureau may conduct home visits for the purpose of verifying the information provided in relation to the application as and when necessary. In the process of verification, if parents / guardians cannot provide the Education Bureau with the relevant information within the time limit as required, the Education Bureau will take any necessary action including holding the application in abeyance.
(6) If false information is provided, this application will be rendered null and void.
The P1 place allocated on the basis of this application will be forfeited. Parents /
Guardians should also note that a person making a false instrument commits an offence under the Crimes Ordinance. The offender is liable on conviction to imprisonment for 14 years.(7) The personal data provided in the application form will be used for the following purposes:
(i) verifying the information in relation to the application;
(ii) school places allocation; and (iii) other education-related purposes

（ 四 ） 其 他 注 意 事 項
( 1 ) 法 例 規 定 所 有 足 齡 六 歲 或 以 上 的 兒 童 必 須 入 學 。
(2 ) 凡 獲 直 接 資 助 計 劃（ 直 資 ）小 學 取 錄 的 學 生 ， 在 接 受 直 資 學 校 小 一 學 位 後 ， 將 不 能 透 過 小 一 入 學 統 籌 辦 法 獲 派 小 一 學 位 。 即 使 他 ／ 她 已 透 過 小 一 入 學 統 籌 辦 法 獲 派 學 位 ， 該 學 位 亦 會 被 取 消 。 (3 ) 為 免 浪 費 小 一 學 位 及 讓 各 私 立 小 學 能 更 準 確 地 估 計 新 學 年 小 一 學
生 人 數 ， 教 育 局 在 2 022 年 6 月 統 一 派 位 結 果 公 布 前 ， 會 將 已 獲 私 立 小 學 取 錄 而 仍 然 繼 續 參 加 小 一 入 學 統 籌 辦 法 的 兒 童 名 單 ， 送 交 有 關 私 立 小 學 參 考 （ 直 資 小 學 及 私 立 小 學 名 單 見 附 錄 二 ） 。 (4 ) 凡 因 申 請 小 一 入 學 而 有 需 要 宣 誓 的 人 士 ， 須 親 往 教 育 局 學 位 分 配
組 辦 理 手 續 。
(5 ) 家 長 ／ 監 護 人 可 預 先 透 過 申 請 兒 童 就 讀 的 幼 稚 園 、 幼 稚 園 暨 幼 兒 中 心 、 教 育 局 網 頁 （ h tt p s:/ / www . edb. gov .hk ） 或 教 育 局 24 小 時 自 動 電 話 查 詢 系 統（ 2891 0088 ）查 閱 有 關 自 行 分 配 學 位 階 段（ 2 02 1 年 9 月 ） 及 統 一 派 位 階 段 （ 20 2 2 年 1 月 ） 的 各 小 一 學 校 網 小 學 名 單 。
(6 ) 家 長 為 子 女 選 擇 小 學 時 ， 應 該 先 了 解 子 女 的 特 質 、 性 格 、 能 力 和 興 趣 ， 並 考 慮 學 校 的 辦 學 團 體 、 歷 史 、 位 處 地 區 、 宗 教 等 因 素 。 (7 ) 所 有 未 能 獲 得 自 行 分 配 學 位 的 申 請 兒 童 ， 將 轉 由 教 育 局 統 一 派 位
， 而 毋 須 另 行 申 請 。 教 育 局 在 二 ○ 二 二 年 一 月 中 旬 以 書 面 通 知 有 關 家 長 於 指 定 的 日 期 內 到 指 定 的 統 一 派 位 中 心 為 其 子 女 辦 理 選 校 手 續 。 家 長 若 在 一 月 十 八 日 仍 未 收 到 選 校 通 知 書 ， 應 盡 快 致 電 學 位 分 配 組 查 詢 。
(8 ) 獲 得 自 行 分 配 學 位 的 申 請 兒 童 姓 名 將 在 有 關 的 學 校 張 貼 ， 家 長 ／ 監 護 人 須 於 指 定 的 日 期 到 獲 取 錄 的 學 校 為 申 請 兒 童 辦 理 註 冊 手 續
。 倘 若 家 長 ／ 監 護 人 未 能 在 指 定 限 期 內 辦 理 註 冊 手 續 ， 會 被 當 作 放 棄 自 行 分 配 學 位 論 。 若 學 校 最 終 未 能 於 2 02 2／ 23 學 年 開 辦 獲 政 府 資 助 的 小 一 班 級 ， 其 在 自 行 分 配 學 位 階 段 已 取 錄 的 學 生 ， 教 育 局 會 為 他 們 另 行 安 排 小 一 學 位 。
(9 ) 家 長 請 留 意 教 育 局 最 新 的 新 聞 公 報 及 教 育 局 小 一 入 學 統 籌 辦 法 網 頁 的 信 息 。
（ 五 ） 計 劃 跨 境 到 港 上 學 的 申 請 兒 童 的 家 長 請 注 意 以 下 事 項
(1) 學 童 每 天 長 途 跋 涉 跨 境 上 學 ， 身 心 均 承 受 很 大 的 壓 力 ， 既 影 響 學 習 效 能 ， 亦 不 利 家 校 合 作 。 考 慮 到 稚 齡 學 童 跨 境 上 學 的 安 全 ， 政 府 已 在 可 行 情 況 下 ， 提 供 不 同 的 便 利 過 境 及 交 通 措 施 ， 包 括 在 部 分 出 入 境 管 制 站 提 供 跨 境 學 童 e-道 服 務 、 跨 境 學 童「 簡 易 過 關 程 序
」服 務 和「 免 下 車 過 關 檢 查 」服 務 ； 為 過 境 巴 士 提 供 特 別 配 額 ； 以 及 簽 發 跨 境 學 童 禁 區 許 可 證 ， 讓 跨 境 學 童 經 羅 湖 道 及 落 馬 洲 支 線

(D) Other Points to Note
(1) Parents are required by law to send their children aged six or above to school.
(2) Children who have accepted the offer of P1 places in Direct Subsidy Scheme
primary schools will not be allocated P1 places through the Primary One Admission System. Even if places have been allocated to them through the Primary One Admission System, those school places will be withdrawn.
(3) To avoid wastage of P1 places and to enable private primary schools to have a more
accurate estimate of their P1 enrolment in the coming school year, the Education Bureau will send a list of those children who have been offered a P1 place by a private primary school and yet opted to remain in the Primary One Admission System to the private primary schools concerned for information prior to the release of the Central Allocation results in June 2022 (Direct Subsidy Scheme
Primary School and Private Primary School List is at Appendix 2).(4) Parents / Guardians requiring sworn declaration service in connection with application for Primary One Admission should go to the office of the School Places Allocation Section of the Education Bureau.
(5) Parents / Guardians can acquire school information in each POA School Net for the Discretionary Places Admission stage (in September 2021) and the Central Allocation stage (in January 2022) through the kindergarten or the kindergarten-cum-child care centre where the applicant child is studying, Homepage of the Education Bureau (https://www.edb.gov.hk) and the Education Bureau’s 24-hour Automatic Telephone Enquiry System at 2891 0088.
(6) When choosing a primary school for children, parents should first identify children's characteristics, personalities, abilities and interests, and then consider various factors such as the sponsoring body, history, location and religion of a school.
(7) Applicant children who have not been offered a discretionary place will participate in the Central Allocation. A fresh application for the Central Allocation is NOT necessary. Parents will be informed, in mid-January 2022, by the Education Bureau in writing to go to a designated central allocation centre on the specified dates to make choices of schools for their child. If parents have not received the letter by 18 January 2022, they should contact the School Places Allocation Section.
(8) Names of successful applicant children for the discretionary places admission will be posted up at the schools concerned. Parents / Guardians should register their applicant child with the school on the specified dates. Failure to register with the school within the specified period would lead to forfeiture of the discretionary place offered to them.
If it happens that a school eventually does not operate any subsidized P1 class in the 2022/23 school year, alternative P1 places will be arranged by the Education Bureau for the pupils admitted by the school during the Discretionary Places Admission stage.
(9) Parents should keep abreast of the latest press releases of Education Bureau and the messages posted on the Education Bureau's POA Website.
(E) Note for Parents of Applicant Children who intend to commute daily to schools in Hong Kong
(1) Children commuting daily across the border to schools in Hong Kong are under great pressure both mentally and physically. This is not conducive to students’ learning and home-school cooperation. Taking into consideration the safety of children of tender age who commute daily through the boundary control points, where possible, the Government has put in place various facilitating clearance and transportation

measures as far as practicable. These include providing Cross-boundary Student e-Channel service, Cross-boundary Student “Simplified Clearance Procedures” service and “On-board Clearance” service for cross-boundary students at some boundary control points. The Government also grants special quotas to cross-boundary coaches and issues Closed Area Permits to cross-boundary students for taking local school coaches at Lo Wu Station Road and Lok Ma Chau Spur Line boundary control point. Nonetheless, some of the existing boundary control points are reaching their maximum handling capacity. The facilitating transportation measures for cross-boundary students may not be able to benefit every child. In this regard, parents who have decided to arrange for their children to commute daily to schools in Hong Kong through participation in the Primary One Admission System must consider carefully and understand the ancillary transportation arrangements of the boundary control points. Since not all cross-boundary students may benefit from the facilitating transportation measures mentioned above, parents are required to make transportation arrangements on their own and as early as possible for their children to travel to and from schools such as arranging their children to take the Mass Transit Railway or other public transport vehicles, or make other transportation arrangements.
(2) Parents of the applicant child who intend to commute daily to schools in Hong Kong need not choose any school net as the applicant child’s net of home address (Please see point (5) under Part (B) above).
(3) Applicant children who intend to commute daily to schools in Hong Kong, similar to other applicant children, will be allocated a school place through the Central Allocation by the Education Bureau if they have not been offered a discretionary place (Please see point (6) under Part (D) above). Their parents may make up to 3 choices of any schools in Hong Kong under Part A of the Central Allocation. For Part B of the Central Allocation, the Education Bureau will provide a “Choice of Schools List for Central Allocation” for applicant children who intend to commute daily to schools in Hong Kong. The “Choice of Schools List for Central Allocation” will include in principle schools in districts close to the boundary control points. In mid-January, the Education Bureau will invite in writing parents of applicant children who intend to commute daily to schools in Hong Kong to make school choices and provide them with the “Choice of Schools List for Central Allocation”. Parents should select primary schools from the “Choice of Schools List for Central Allocation” and fill in the Choice of Schools Form in order of their preference.

註 四 ： 首 名 出 生 子 女
凡 申 報 申 請 兒 童 為 「 首 名 出 生 子 女 」 的 家 長 ／ 監 護 人 ， 只 須 在 「 小 一 入 學 申 請 表 」 中 聲 明 ， 而 毋 須 另 行 宣 誓 。 又 若 有 家 庭 的 首 名 出 生 子 女 已 入 讀 特 殊 學 校 ， 其 後 該 家 庭 第 一 位 申 請 官 立 ／ 資 助 小 學 的 子 女 ， 在 自 行 分 配 學 位 階 段 的 「 計 分 辦 法 準 則 」 下 仍 可 獲 取 五 分 。 該 家 長 ／ 監 護 人 應 先 前 往 教 育 局 學 位 分 配 組 ﹙ 小 一 入 學 ﹚ 取 得 有 關 證 明 ， 在 遞 交 小 一 入 學 申 請 表 時 ， 向 學 校 出 示 有 關 證 明 的 正 本 及 副 本 。
