五、輸水路線方案綜合評估

綜合比較各情境輸水路線方案如下摘表 13 所示,海淡廠兩階段 供應中崙加壓站新設配水池及南科,所需工程經費較高。如南科用水 戶對於海淡水接受度高之情境下,則可採海淡廠兩階段皆供應南科用 方案,提升南科用水備援度及多元供應來源。海淡廠兩階段皆供應中 崙加壓站新設配水池,海淡水供應大台南地區用水,南科用水供應來 源以地面水為主,惟接水點壓力高。

由於臺南地區主要供水來源為南化淨水場及烏山頭淨水場,並由 重力供應,餘潭頂、曾文淨水場則以泵送方式進入管網系統,故不論 是否缺水,管網系統內有一定之壓力值。由於臺南海淡位於管網系統 較末端,且與既有管網系統供水方向不同,如併入管網,需以較既有 水壓高之壓力,始可將海淡水泵送至管網內。

現階段海淡廠推動較為不易,海淡廠建置期程及規模,仍需視適 當時機及需求建置,故建議海淡廠分階段推動,輸水管線以單管建置 輸水規模 20 萬立方公尺/日管線至中崙加壓站。可再研議規劃延伸至 永康給水廠,強化多元水源供應。

如未來南科有海淡水用水需求,則可建置中崙加壓站至南科輸水 管線,並依據行政院 97 年 9 月 23 日院臺經字第 0970041636 號函,

園區供水設施興建及改善經費分攤執行方式,區外新增供水設施部 分,由開發單位及台灣自來水公司依所需用水比例分攤。

Abstract

A desalination plant is planned to build in the Tainan area by considering the demand and the stability of water supply in the future, which is to achieve the goal of the stability of water supply and to reduce the risks of water shortage regionally due to the population of water usage.

The desalination plant is still necessary to plan in earlier times, which is able to diminish the period of preliminary preparation, also can provide a reliable and feasible water source solution.

Tainan desalination plant was separated into two phases to develop in previous planning. The water production is 100,000 CMD. The water route will be developed in two phases along with the schedule.

The overall operating pressure of the pipeline would be too high if supplying water to public domestic usage(Guoxing Bridge, Annan District) in pipeline network and Tainan Science Park in specific pipeline with two phases synchronously, which causing the aggravate of water leakage.

If supplying water only to public domestic usage (Guoxing Bridge, Annan District) in pipeline network to Zhonglun Pressurization station with two phases, which not supplying to Tainan Science Park. In this situation, Wushantou and Nanhua water source would supply to Tainan Science Park, but also causing the overall operating pressure of the pipeline and the aggravate of water leakage, even with exceeding the load of Wushantou water purification plant.

If only supplying water to Tainan Science Park with two phases, the water supply still needs to be supported by the surface water. Furthermore, the acceptance of the desalinated water by the manufacturers still needs to be further coordinated.

In compared with the various schemes, it is more suitable for dispatching the overall pipeline network for supplying water to the new distributing reservoir in Zhonglun pressurization station and Tainan Science Park.

1. If supplying water to public domestic usage (Guoxing Bridge, Annan District) in pipeline network and Tainan Science Park in specific pipeline with two phases synchronously costs 1.699 billion and 3.205 billion in respectively.

2. If supplying water to public domestic usage (new distributing reservoir in Zhonglun pressurization station) in pipeline network and Tainan Science Park in specific pipeline with two phases costs 2.696 million and 3.178 billion in respectively.

3. If supplying water to public domestic usage (new distributing reservoir in Zhonglun pressurization station) in pipeline network with two phases costs 4.221 billion.

4. If supplying water to Tainan Science Park in specific pipeline with two phases costs 4.989 billion.

As it is relatively difficult to promote the desalination Plant currently, the construction schedule and scale of the Plant are still waiting for an appropriate timing and requirement to achieve.

It is recommended that to promote the Plant in several phases. In addition, the distribution pipelines have higher difficulty due to the secondary pipeline- burial construction. Considering the flexibility of water dispatching and transporting, it is planned to construct a single distribution pipeline with a scale of 200,000 cubic meters per day to Zhong Lun pumping station.
