國民重視運動不僅可以提升個人的主觀幸福感、促進健康,也是國家競爭的基石,

對於身心各方面都有不錯的益處,目前歐美國家都很重視休閒運動的重要性,更是引 領時尚潮流的來源,且各國政府對國民運動參與的情形,進行大規模調查,做為政策 的依據,我國近年來也積極進行相關的運動調查,以了解國人的運動習慣(呂惠富,

2013;行政院體育委員會,2013),由此可知運動跟主觀幸福感有密不可分的關係。

不僅與個人有關,對於國家政策方面也有影響,教育部近年來積極的在學校裡推 動 SH150 方案,102 年 12 月 11 日,國民體育法第六條修正,明定高級中等以下學校 及專科學校五年制前三年並應安排學生在校期間,除體育課程時數外,每日參與體育 活動之時間,每週應達 150 分鐘以上,正式將體育課外體育活動入法,進而能達到運 動習慣養成之目標。

在台北市於各行政區已完成興建運動中心共有 12 座,新北市則有 8 座國民運動中 心,提供市民有多元運動休閒活動的舒適場所。Layard(2012)建議以主觀幸福感來反 映人們生活的現況及國力,並強調用金錢為衡量指標很強,但其邏輯性受限,無法用 此單一指標來呈現,政府決策者應增強人民的快樂,減少痛苦的產生,可見得主觀幸 福感的重要。
