第二節 建議
2014 年 10 月 2 日行政院第 3418 次會議院會決議事項首先提及，人 口是一個國家最基本的組成要素，也是國家在未來經濟發展所需人力、
人才的來源。人口現況及未來的發展變化一定要精準掌握，才能作為擬 訂各項公共政策的重要參考。是故人口的掌握為各縣市政府之重要議 題，除擬訂相關鼓勵生育之政策以提升人口自然增加率外，如何吸引人 口遷入，維持高比率的社會增加率，為各縣市政府的當務之急。
由本研究結果發現臺灣縣市要吸引人口遷入，除了增加公共支出以增 進地方建設及人民福利外，還有就是增加服務業之就業機會，以增加居 民的收入，提升居民的所得水準，所得高低是影響居民遷移決策的重要 考量因素。
而縣市別的所得分配狀況，似乎對人口遷移無顯著影響，可能因本研 究資料僅包含 1999 至 2010 年，資料量尚嫌不足，另一因素是解釋變數 不夠，例如因無法取得各年度各縣市的房價資料而未加入房價變數，另 難以量化的環境生態及幸福指標等解釋變數也未加入。這是未來可考慮 改進的研究方向。
