第三節 後續研究建議
‧
對檔案的理解甚至其他使用者與檔案管理人員（Duff , Craig & Cherry，2004；林 巧敏，2013；國家發展委員會檔案管理局，2016b）。所以本研究欲了解歷史研究 者對檔案目錄機敏資訊的需求，透過深度訪談，探悉歷史研究者對於檔案目錄中 之機敏資訊的態度及需求，以此提供給檔案人員作為目錄政策改善方向的參考。‧

或是館方更是缺乏信任。除了認為檔案人員的專業知識可能不夠以外，更認為政 治會影響檔案人員對蒐集檔案的態度與方針，或是懷疑政府機關會因各自理由而 將應該保留或轉移的檔案隱匿起來。
此現象可能源自臺灣檔案法較晚出現，大批已過未整理檔案皆須依法重新整 理，部分檔案已無法朔及既往，現有檔案大量增加，使檔案人員較難針對已過檔 案進行整理工作，當使用者使用此類檔案時即有所覺。檔案法層級較低需受限他 法規範，針對機敏檔案之法源較複雜，檔案人員較無從依循只採最保守的方式整 理及開放檔案，造成使用者申請檔案時多有不便。獲得不能調閱檔案之理由不明 確，許多研究者推論會產生的檔案無從查找，或是部分檔案一直無法公開或確認 整理進度，皆造成歷史研究者觀感不佳。而檔案人員本身對檔案的理解程度不足，
歷史研究者對檔案管理認識不足，亦是雙方溝通產生矛盾的原因之一。
如何獲得歷史研究者之信賴或相對信賴對檔案人員是重要的，因為歷史研究 者是主要使用族群，其意見除了限於族群內部之交流，對其他使用者亦有影響力
（Duff , Craig & Cherry，2004）。檔案機構若不設法建立與歷史研究者之間信任 關係，無論有任何改善的方法，研究者仍會對此抱有質疑。若讓歷史研究者對檔 案典藏機構具有一定信任，於館方在判定檔案開放、限制應用等方面將減少爭議。
信任感需要長期累積，亦須從法源、檔案典藏機構管理形式、使用者對檔案認知 等方面有所改善。

求可能有時間限制，如研究進度、開庭所需蒐證等都是有時間表的。而若是檔案 審核程序能提供更明確的時間表，將有助使用者選擇檔案，避免使用者等候審核 時間超出預期而產生抱怨。由於不同類型檔案所需時間不同，建議明確提出各項 類型檔案之審核需求及時間，提供範例將有助使用者釐清。
四、善用公告與使用者溝通
對於使用者來說限制應用的檔案雖然可惜，或許對此會有不解或是質疑，但 最無法接受的是，曾經開放的檔案或檔案目錄無故無法使用或消失。當然檔案機 構並非故意，可能具有不可抗力的原因，但若不向使用者說明，使用者將無從理 解，只能投訴發洩不滿。建議檔案機構遇到此情形時，能善用公告與使用者說明 關閉原因，並放置於檔案目錄查詢系統明顯之處。即使該項檔案或檔案目錄存在 時間短暫，亦不能存有僥倖心理，公開說明清楚才是負責任的態度，亦能減緩使 用者的不滿情緒。

眾對於檔案的認識仍舊不足，常會因此產生誤用或誤解，這些都可能造成使用者 與檔案機構之前的爭議或衝突。檔案目錄幾乎是現今公眾接觸檔案前最重要的管 道之一，目錄資訊如何呈現，亦需要有除了歷史研究者之外的建議，好使我國檔 案目錄機敏資訊呈現更加完備，並減少使用者誤解的可能。
四、如何增強我國使用者對檔案典藏機構與檔案人員之信賴
從深度訪談中可見，因著以往的經驗及對制度的觀察，歷史研究者對檔案機 構與檔案人員存有不信任感，對檔案機構之作法充滿懷疑情緒。歷史研究者不僅 是主要使用族群，更會影響其他族群的觀感，為此檔案機構應是加強與歷史研究 者的互動，並設法贏得歷史研究者的相對信任，不然無論檔案機構如何努力改善 任何制度或是作法，使用者仍會充滿質疑。我國檔案機構如何獲得使用者信賴，
實是一大重要課題。
