第二節 政策建議
本研究根據前述的結論，提出以下的政策建議：1. 由於標準化組織型態，對台灣連接器廠商的規模效率 SE 有不利的影 響，因此建議台灣連接器廠商在企業組織的選擇上，盡量避免採用標準 化的組織型態。
2. 由於在控制其他因素的情況下，台灣連接器廠商採用高階主管式文化，
將會有損其技術效率 TE 與純技術效率 PTE，因此本研究建議台灣連接 器廠商在企業文化的形成上，盡量避免朝向高階主管式文化型態發展。
3. 根據本研究的結論顯示，台灣連接器廠商的董事會人數增加，將有助於 其技術效率 TE 與純技術效率 PTE 的提升。為了使台灣連接器廠商技術 效率 TE 與純技術效率 PTE 提升，建議台灣連接器廠商適當地擴大其董 事會規模。
4. 儘管本研究的結論指出，當台灣連接器廠商的女性董事比例提高時，將 有損其技術效率 TE 與純技術效率 PTE 的水準。但是必頇注意的是，女 性董事比例提高有損廠商 TE 的水準，並非僅在本研究中發現。黃偉銘
（2013）亦指出，女性董事比例提高有損上市銀行 TE 的水準。然而，
女性與男性的差異將使得女性董事比例有利於某些產業的廠商的技術 效率 TE 與純技術效率 PTE，而不利於另一些產業的廠商的技術效率 TE 與純技術效率 PTE，絕非女性董事比例的提升對所有產業的廠商的技術 效率 TE 與純技術效率 PTE 皆有損害。故切勿以偏蓋全而論之。
5. 由於當台灣連接器廠商的提高其研發費用占整體營運成本的比例時，將 有損其當期技術效率 TE、純技術效率 PTE、以及規模效率 SE 的提升。
因此本研究建議，台灣連接器廠商應盡量避免投入過多的研發費用。此

外，研究結果亦發現，當台灣連接器廠商的人事費用占整體營運成本的 比例提高時，將有損其當期規模效率 SE 的水準。因此本研究建議，台 灣連接器廠商也應盡量避免投入過多的人事費用。
6. 根據研究結論顯示，台灣連接器廠商是否將主要的營運地點設在中國大 陸對其技術效率 TE 與純技術效率 PTE 並無影響，但對其規模效率 SE 的水準有提升的效果。但是，台灣連接器廠商將主要的營運地點設在大 陸的東莞市，將有利於其技術效率 TE 水準；若將主要的營運地點設在 大陸的廣州市，有利於其技術效率 PTE 水準。若將主要的營運地點設 在大陸的上海市、東莞市、以及蘇州市，將有利於其規模效率 SE 的提 升。因此，若台灣連接器廠商欲將主要的營運地點也設在中國大陸，政 府應該以正面的態度視之。但必頇注意的是，如何必免廠商因為將主要 的營運地點也設在中國大陸，而將生產技術外溢至中國大陸，造成未來 大陸的連接器廠商成為台灣連接器廠商在國際市場上的強競對手。
