第四節 文獻回顧
研究沙烏地阿拉伯與美國的關係9，或是兩次波斯灣危機（1991、2003）年的局 勢發展和與美國的關係10，這類的書籍較新。另一個層面是（the Great Game）和
（the New Great Game）的相關議題，前者是英帝國與俄帝國在十九世紀中期至 二次世界大戰之前，爭奪中亞、波斯、與印度等勢力範圍的外交戰爭，知名作者 有（Peter Hopkirk）、（Lutz Kleveman）、（Tilak Raj Sareen），和相關文件選集11々 後者則因俄美關係在 1993-4 年間交惡疏遠，美國開始將注意力轉向新興獨立國 家、里海能源資源在 1996-9 年間逐漸浮現在國際能源市場、歐美〃俄羅斯〃新 興獨立國家三邊關係的互動關係、9 月 11 日恐怖攻擊事件與反恐怖主義戰爭、
以及美國在中亞國家派駐軍隊等一系列重大事務而獲得更多關注，衍生出許多相 關學術與新聞著作〆相關作者如（Rosemarie Forsythe）、（Lutz Kleveman）、和
（Matthew Crosston）等12。另外討論能源市場治理制度的相關文獻亦不勝枚舉，
諸如供應方的石油輸出國組織和需求方的國際能源總署。這些文獻雖沒有引用的 功能，卻是瞭解能源議題的基礎讀物。
第二個文獻大量成長的領域是探討歐盟與俄羅斯之間的關係。儘管歐洲經濟

共同體與俄羅斯聯邦早在 1994 年簽訂伙伴關係與合作協定（Partnership and Cooperation Agreement, PCA)，雙邊關係卻遲至 2000 年才開始流暢，相關文獻也 在同時才開始出現，例如（Mark Webber）以現實主義分析俄羅斯與歐盟的交往
13々（Alexander J. Motyl）邀請諸多學者共同撰寫俄羅斯的對西方關係與整合（包 括對外政策的制訂、內政因素、對德國、美國與對歐盟的關係對歐盟）14々（Lo, Bobo）主要探討俄羅斯對外政策的制訂過程中，普亭總統現象、經濟、安全、
地緣政治、911 事件等概念性因素々15華府戰略與國際關係研究中心（Center for Strategic and International Studies, CSIS）學者（Janusz Bugajski）也是從現實主義 與恢復勢力範圍的角度出發，檢視俄羅斯對歐洲獨協國家和中東歐國家的政策
16々英國駐莫斯科代表（David Gowan）以外交官身份、從歐盟的立場來檢視與 俄羅斯交往中的實務層面17々（John Pinder）與（Yuri Shishkov）一貣鳥瞰歐盟〃
俄羅斯的交往與互賴關係18々（Debra Johnson）和（Paul Robinson）在編輯的共同 著作中，以雙邊關係的前景、雙邊關係的架構，以及諸多個案研究，三個面向來 檢視歐盟〃俄羅斯雙邊關係19々（Oksana Antonenko）和 （Kathryn Pinnick）也在 編輯的著作中，選取文章檢視歐盟擴大與歐俄關係、新的鄰國交往狀態與歐俄邊 境、以及以加里寧格勒作為歐俄關係軸心的這三個層面檢視雙方的相互關係20。 第三個文獻大量成長的領域是探討能源議題在國際關係的重現。這些文獻大 多專注在全球與區域性的局勢發展或潮流，因而在個案研究上即非完全針對單一 國家，亦非完全排除單一國家々區域研究以及趨勢的演變成為研究主軸。例如芝 加哥政治學教授（Daniel W. Drezner）研究國際經濟關係中的制裁方式，在著作 中專章討論俄羅斯在 1992-8 年間對待前蘇聯國家的經濟脅迫手段，其中也包括 減少能源供應與出讓能源的基礎設施21。英國皇家國際事務研究所（Royal Institute of International Affairs）學者（John Mitchell）在 1996 年出版第一本討論能源地 緣政治的著作22々並在 2001 年編輯的著作中討論石油對商業、地緣政治與社會 的衝擊23々牛津能源研究所（Oxford Institute for Energy Studies）自 1982 年以來 尌出版許多能源與國際關係、國家發展的著作，資深學者兼天然氣產業獨立評論 人（Jonathan P. Stern）自 1980 年代貣尌陸續發表天然氣產業在歐洲的演化，以

會議（Council for Asia-Europe Cooperation, CAEC），並出版書籍研究能源安全與 國際合作25々另外還有高等國際研究中心歐洲研究所（L'Institut Européen des Hautes É tudes Internationales, IEHEI）、我們的歐洲（Notre Europe）、巴黎政治研 究所（Institut d‘Etudes Politiques de Paris）等獨立研究機構負責研究、發表能源、地緣政治與歐洲事務等議題。在俄羅斯，獨立研究機構包括莫斯科卡內基中心 研究局（Swedish Defence Research Agency, FOI）也有學者在近兩年內著書研究 俄羅斯的能源政策與對他國的安全意涵關係29。在德國，相關議題的研究集中在
《國際政治月刊（International Politik）》和國際與安全事務研究所（Stiftung Wissenschaft und Politik, SWP）等機構。在芬蘭，則以芬蘭銀行所屬經濟轉型研 究所（BOFIT Institute, Bank of Finland）和泛歐研究所（Pan-European Institute）
為主。在波蘭，科薩林比較歐洲研究所（Koszalin Institute of Comparative European Studies)和東方研究所（The Centre for Eastern Studies, OSW / CES）都能提供關於 前蘇聯國家、中東歐國家的研究報告。荷蘭的格林均達爾國際能源計畫
