U.S. Global Defense Posture Review and the Asia-Pacific Regional Security

Abstract

Since George W. Bush became U.S. President in 2001, under the Neoconservatives’s dominance, Bush administration had been considering changes to American national security and military strategy, particularly American global military presence. August 16, 2004, President Bush announced an overseas military basing strategy called Global (Defense) Posture Review (GPR) during his presidential election campaign, declaring his decision to redeploy approximately 70,000 soldiers and 100,000 military members and civilian employees back to U.S. homeland in the next decade.

Before the President’s address, the Department had been reviewing U.S. military posture around the world for quite some time, assessing the most appropriate and effective ways to realign a post-Cold War force posture to address 21st century threats. In fact the GPR is not primarily about withdrawing U.S. military forces from around the world. It is about reconfiguring their military basing structure, i.e., “global military footprint,” to make it more efficient in the post-Cold War era and to make it easier

to deploy forces in the changed geopolitical environment.

Therefore, this article will begin with an analysis of the GPR’s background. It will then examine the outline of the GPR and assess the GPR’s effects on the security in Asia-Pacific region and Taiwan Strait. The conclusion will then explore the military management issues and diplomatic impacts to the implementation of the GPR.
