說 明
社會保障： 由社會保障團體執行的一套保障系統或制度。主要是 對危難 、意外或需要提供援助者提供必要的 保障，範圍包括疾病、失業、家庭開支、殘障、老弱、死亡等。
社會工作： 社會保障系統中之社會保護方式，目的是用以防範某種經濟或社會資源出現匱乏，以及確保對兒童、
青少年、傷殘人士及老年人等易受傷害的群體提供特別保護。
援助： 一種金錢或物質上的社會福利活動，目的是滿足個人、群體或家庭之需要（即社會保障或社會工作系統或 制度之受益人）。
受益人： 指社會保障或社會工作系統或制度之受益人。倘屬物質上（社會設備方面）的受益人，則稱之為服務使 用者。
中心：在本章內專指社會工作局屬下之專責部門，負責在澳門某一區域進行有關之服務。
供款單位（社會保障基金範圍）：受社會保障法例約束之人士，如僱主和僱員。在本章內，僅指僱主。
NOTAS EXPLICATIVAS
Segurança social : Sistema ou regime de resposta a riscos, eventualidades, ou necessidades, assegurado pelas instituições de segurança social. Cobre as eventualidades de doença, desemprego, encargos familiares, invalidez, velhice e morte.
Acção social : Forma de protecção social, integrada no sistema de Segurança Social, destinada a prevenir determinadas situações de carência económica ou social e a assegurar especial protecção aos grupos mais vulneráveis, nomeadamente crianças, jovens, deficientes e idosos.
Prestação : Tipo de resposta social, de natureza pecuniária ou em espécie, destinada a satisfazer necessidades do indivíduo, grupo ou família, beneficiários dum sistema ou regime de segurança ou acção social.
Beneficiário : Destinatário duma prestação de segurança ou acção social. Se se tratar duma prestação em espécie (equipamento social), designa-se utente.
Núcleo : Unidade orgânica do Instituto de Acção Social, correspondendo a uma divisão geográfica do Território e que exerce as suas atribuições e competências na mesma.
Contribuinte (para o Fundo de Segurança Social) : Pessoas que estão sujeitas à legislação sobre segurança social, designadamente a entidade empregadora e o trabalhador. Neste capítulo, considera-se apenas a entidade empregadora.
EXPLANATORY NOTES
Social security : The system of aid provided by social security organizations in time of emergency, adversity, contingency and necessity. The aid provided covers illnesses, unemployment, family expenses, disability, aging and death.
Social work : The form of social protection under the social security system, with the aim to prevent social or economic shortages, and to offer special protection to the most vulnerable groups, namely children, youngsters, disabled and aged people.
Aid : A kind of social activities in money or in kind to satisfy the needs of an individual, a group or a family (i.e. beneficiary of the system of social security or social work).
Beneficiary : Recipient under the system of social security or social work. If the aid is offered in kind (such as social facilities), the beneficiary is called the user.
Centre: An organizational unit of the Social Welfare Institute（IAS）, exercising its duties within a specific geographical division of the Territory.
Contributor (of the Social Security Fund) : According to the social security regulations, both employers and employees are mandated to contribute. In this chapter, it refers only to employers.
