摘要

教育部為加強各級學校抗災能力,於100-103年「防災校園網絡建置與實驗計畫」,

建置防災校園推動辦公室、學校災害潛勢評估研究及北、中、南3區防災教育服務團,

藉以提升學校災害防救能力,掌握變動趨勢,以達校園防災之目的。本計畫之主要目的:

基於教育部既有之「全國各級學校災害潛勢資訊管理系統」,予以持續性追蹤並紀錄全 國各級學校及本部所屬館所之災害潛勢資料,以強化其災害潛勢資料之完整性及正確 性。藉由本系統之維運與擴充,期建立教育體系防救災資訊管理平臺,以供各教育主管 機關決策之參考與各級學校規劃校園災害防治計畫之用,並協助提升學校體系之災害管 理能力。透過定期性傳遞相關資訊予各教育主管機關及相關學校館所,並利用平臺應用 功能與營運模式,及配合本部相關防災教育業務提出專業建議與分析報告,俾利落實施 政目標,提升教育部整體業務之綜合效益。

本計畫「103年度學校災害潛勢資料更新及平臺維運計畫」工作已經完成系統更新,

包含管理各機關學校帳號及權限、更新系統各項功能之內容、管理系統資料庫、管理網 站服務與系統作業環境,及檢討使用者介面等。透過專家諮詢會議,參酌各災害主管機 關與國內專家學者的建議,修改淹水、地震、坡地、海嘯、輻射及人為災害潛勢分級方 法,並修訂「幼兒園災害潛勢訪視表」及幼兒園高災害潛勢學校因應對策,供103年度 防災教育服務團邀請專家學者至高災害潛勢學校現場訪視使用,並依據學校填報及訪視 結果檢討災害潛勢分級之正確性,並針對高災害潛勢學校提出減災或改善建議。並擬定

「各級學校災害潛勢評估作業規定」做為校園災害潛勢評估的依據。針對高災害潛勢學 校於颱風豪雨期間達淹水或土石流災害警戒或遇地震震度超過4級以上,系統並會即時 利用e-mail或簡訊通知學校承辦人員。

103年度校園災害潛勢分析分為地震、淹水、坡地、人為、輻射及海嘯,其統計結 果顯示,地震高潛勢災害有693所與101年度795所減少了102所,主要為教育部在近年補

摘要

助國中、小學校進行校舍耐震補強計畫。淹水高災害潛勢有3733所與101、100年度高災 害潛勢進行比較,學校數量成長一倍,因為101年度以累積降雨達200毫米就會淹水為高 災害潛勢,102年度改為累積降雨達300(或350)毫米,使可能淹水範圍擴大,且今年度新 增幼兒園學校數量增加的主要原因。坡地高災害潛勢有327所與101年度429所減少了102 所,本年度主要考量學校若位於山坡地則有擋土工程設施及坡面安全檢查之必要性,因 此只要位於山坡地範圍之學校不管是否曾發生過坡地災害即列為坡地災害中潛勢學 校,另學校只要鄰近順向坡、崩塌地等就列為高潛勢,以提醒學校注意山坡地災害之平 時檢查。人為災害潛勢則採學校填表後自動判釋;而位於輻射(核災)災害緊急應變計畫區 (8km範圍)內學校有64所,離海岸線2km範圍的海嘯災害高潛勢學校則有129所。本計畫 係依各災害主管機關公佈之資料進行圖層套疊分析,並以協助學校撰寫校園災害防救計 畫為主,低潛勢並不代表校園無安全疑慮。

Abstract

In order to enhance the disaster prevention ability of schools, the Ministry of Education (MOE) established the promotion office of disaster prevention campus, research of inspecting the campus potential hazard and three Regional Service corps for Disaster Prevention and Education (RSDPE) in the northern, central, and southern areas by the project of regional service group on disaster prevention and education from 2011 to 2014. It would raise the ability of school disaster prevention and achieve the goal of disaster prevention in campus.

Based on the information management system for Taiwan’s campus hazard potential, the aim of the project is to constantly check and record the potential hazard data of all schools in the whole country and the premises belong to the MOE so that it could enhance the completeness and accuracy of the potential hazard data. By maintaining and expanding the system, the educational disaster prevention information management platform could be established for the use of planning campus disaster prevention project, thus strengthen the campus manage ability.

By sending periodical information to the government authority and schools, applying the platform operation and cooperating with the experts’ suggestions, it could enhance the benefits of the MOE affairs.

Several works have done with the information renew and platform management for Taiwan’s campus hazard potential project in 2014, including managing the accounts, updating the information, managing the database, managing the website service and reviewing the user interface system. Besides, it modifies the classify method of floods, earthquakes, hillside fields, tsunamis, irradiation and man-made potential hazard by consulting the experts and government authority. It also revises the kindergarten potential hazard interview form and the strategy for the kindergarten high potential hazard schools for using when site counseling by the service group and the experts. The accuracy of the potential hazard rank would be checked and the suggestions would be given by the experts. The regulation of campus potential hazard estimate is made to be the basis of campus potential hazard estimate. Abstract

In order to enhance the disaster prevention ability of schools, the Ministry of Education (MOE) established the promotion office of disaster prevention campus, research of inspecting the campus potential hazard and three Regional Service corps for Disaster Prevention and Education (RSDPE) in the northern, central, and southern areas by the project of regional service group on disaster prevention and education from 2011 to 2014.
