中 文 摘 要 ： 二十一世紀見證中國成為非洲第一大貿易夥伴，及聯合國安 理會五個常任理事國中，對聯合國在非洲維和部隊貢獻人員 最多的國家。在目前的政策環境中，若是討論非洲政治、貿 易或安全，我們都不能排除有關中國角色的討論。 三個環繞中國和非洲的學術和政策研究趨勢和重覆出現的主 題，包括(一)中國在非洲的經濟參與，特別是在能源部門， 但也涵蓋大型基礎建設，對非洲國家經濟發展的衝擊；(二) 包括聯合國維和部隊的中國日增國際維和行動，以及中國經 濟利益及對區域目前和興起中的衝突之影響，(三)歷史上和 近年移民動線及後續的散居各地者(diaspora)，包括非洲在 中國的勞工社區，和認同問題 中國和非洲、中國在非洲、及中國人在非洲/非洲人在中國， 乃是本專題研究計畫的重點。此外，我們企圖尋找這些主題 在學術和政策社群的更深意涵，不僅是理論方面，也同時在 應用層次。 中文關鍵詞： 中國和非洲、中國在非洲、中國人在非洲/非洲人在中國 英 文 摘 要 ： The 21st century has witnessed China emerging as the
biggest trading partner of Africa and contributing the most number of peacekeepers among the five permanent members of the UN Security Council. In contemporary policy environment regarding politics, trade or security, it is inconceivable to exclude the discussion of China＇s role in them.
There are three themes appearing repeatedly on the academic and policy research and trajectories of China and Africa. These include 1)China＇s
involvement in Africa＇s economy, especially in the energy sector, but also covers large scale
infrastructure building as well as how they impact on the economic development of African countries；
2)China＇s increasingly active involvement in the UN peacekeeping operations and how China＇s economic interests affects ongoing conflicts in the region； and 3) migration route in history and recent times as well as the resulting issue of diaspora, including the communities and identity questions of both
Chinese in Africa and Africans in China.
China and Africa, China in Africa and Chinese in Africa/Africans in China are the focuses of current research. In addition, we try to search for the deeper implications of these themes in the academic and policy communities, not just at the theoretical level but also in application.

深入報導─《中國非洲：北京對黑暗大陸的征服》(La Chinafrique: Pékin a la
conquête du continent noir)，中文書名為《黑暗大佈局：中國的非洲經濟版圖》。
這本專書原文出版於二○○七年，其靈感出自於二○○六年的首屆「中非合作論 壇」峰會。這本書的法文名稱充分反映中國在非洲的優勢，但兩位作者亦對相關
的負面衝擊有精闢的分析。該書的英文譯本為China’s Safari: On the Trail of
Beijing’s Expansion in Africa《中國的狩獵：北京在非洲擴張的路徑》，則是指
陳非洲已成為中國的獵物，負面意涵更為強烈。3
來自美國的非洲裔國際記者傅好文(Howard French)原先是駐非洲的記者，精通
法語，隨後在上海任職，因此也會中文，他二○一四年出版的《中國的第二個大
陸：百萬中國移民如何在非洲投資新帝國》(China’s Second Continent: How a
Million Migrants Are Building a New Empire in Africa)，乃是從民間的角度探
討中國移民在非洲的經營，主要以莫三比克、尚比亞、塞內加爾、幾內亞、賴比 瑞亞、獅子山、迦納、納米比亞等八國的中國企業及中國移民為研究訪談對象。 儘管傅好文將中國移民及中國政府作了區隔，但全書仍對中國移民在非洲的經營 和中國想要掠取非洲豐富的礦藏及能源予以連結。4 學術界的看法則是較為平衡，有批判的聲浪，但也有人認為中國在非洲的經營遭 到誤解，後者以美利堅大學博黛蓉二○一○年出版的《龍的禮物：中國在非洲的 真實故事》(The Dragon’s Gift: The Real Story of China in Africa)，最具代表。 雖然她對中國在非洲忽視環保及勞工人權有所批評，但卻強烈反駁中國在非洲進 行新殖民主義。二○○九年她和唐曉陽在《現代非洲研究期刊》(Journal of
Modern African Studies)發了一篇名為『非洲的深圳：中國在非洲的經濟特區』
(African Shenzhen: The Chinese Special Economic Zones in Africa)文章，更具 體地勾勒出中國企業、北京政府、及非洲國家三方如何合作建立在非洲的中國經

3 濟特區。5 博黛容並非盲目的中國政策辯護者，她提出較為持平的分析，我們對 中國在非洲的佈局也應同樣的客觀。 中國經營非洲已成為相當熱門的研究課題，隨之而來的則是中國人在非洲的田野 調查訪談研究，另外非洲人在中國也成為新的研究方向，不過專注於此的大都為 社會學及人類學家。個人希望能將這些研究課題予以整合，未來能夠出版專書。 壹、中共目前在非洲佈局的現狀與發展 基本上，中共在非洲的佈局可由幾個角度來看。從中國與非洲發展外交關係的歷 史來看，它當初最重要的考量是取代中華民國在聯合國安理會常任理事國的席 次，儘管中國大陸在六○年代仍然貧困，且正經歷文化大革命的浩劫，但是這些 內部問題並沒有阻止它進行對非洲的援助，坦尚鐵路就是最典型的例子，這也說 明為何非洲國家永遠記得在中國在未享有高度經濟成長之前，就願意協助非洲發 展的共同合作經歷。 除了和台灣進行外交競逐外，中共亦因和蘇聯鬧翻、企圖建立其在第三世界的領 導地位，而視非洲國家為其主要結盟對象。在天安門事件及冷戰結束後，在西方 國家對中國的人權記錄作出強烈批判時，非洲國家又成為中國推動經濟和社會人 權優先於政治和公民人權的支持力量。在環保議題方面，非洲國家和中國站在同 一立場，認為歐美國家不能要求開發中國家在經濟發展的尚未完全成熟時，就必 須和西方採取同樣的排碳標準。 在九○年代以前，非洲對中國的重要性是政治考量高於經濟利益、象徵意義高於 實質關係，但自一九九三年中國成為石油淨進口國後，非洲的能源成為中國經濟 持續成長的重要推手，中國在非洲的援助、中非合作論壇(Forum on
China-Africa Cooperation，簡稱 FOCAC)的成立、中國國家領導人的出訪、及 中國國營企業的投資合作，全都成為中國掠奪非洲資源的證據。 二十一世紀後，中國與非洲的雙邊貿易在八年內成長了十倍，能源和稀有金屬的 輸出，當然是非洲出口的大宗，但中國對非洲輸出的製造品亦是貿易量大增的重 要原因。換句話說，非洲不僅是中國經濟發展所需能源和稀有金屬的來源，亦是 它重要的出口市場。 在以上的外交、價值、政治、及經濟考量中，僅有一項的重要性在近幾年逐漸降

4 低，就是在馬英九提出外交休兵後，北京和台北似乎達成默契，在雙方建立互信 基礎後，已不再於非洲大陸從事外交競逐。因此，即使甘比亞在二○一三年十一 月片面宣布與我中止外交關係後，北京始終沒有與其建交，就可獲得印證。不過 非洲對中國在國際組織的支持、能源的提供、市場的開放，則是仍然存在。 基於這些考量，中共在許多國家進行的基礎建設或是引人注目的建築，就有其深 刻的意義。足球場、國會大廈、飛機場、港口、高速公路、電視台等，不僅對執 政者來說是具體可見的政績，有助於強化北京和當地政府的關係，更重要的是部 份基礎建設有助於非洲國家對中國大陸能源及稀有金屬的輸出。 這也是為何中國大陸在肯亞蓋高速公路，並提供其開建第二港口的資金協助，因 為南蘇丹的石油除了紅海的蘇丹港外，還需要有另一個在印度洋的替代方案，已 確保供應無虞。尚比亞的銅礦及媒礦開採，儘管引發勞資爭議，但北京政府還是 積極投入，並協助修復荒廢的坦尚鐵路，便捷礦產的出口，更重要的是坦尚鐵路 的所代表的意涵，它曾是中國大陸和非洲國家對抗少數白人統治(讓內陸國的尚 比亞無須依賴南非的港口轉運貨物)的重要貢獻，亦是中國在一窮二白時代仍然 願意解囊資助非洲友人的歷史見證。 至於非洲的深圳─中國在非洲的經濟特區，目前選定開發、並正在興建中者包括 尚比亞、埃及、奈及利亞、模里西斯及阿爾及利亞，這些都是傳統上和中國大陸 有緊密關係的國家，或是有重要能源礦藏(阿爾及利亞、奈及利亞、尚比亞)、或 是重要交通樞紐(埃及的蘇伊士)、或是人口眾多的龐大市場(奈及利亞、埃及、衣 索匹亞)、或是製造業較有基礎者(埃及、奈及利亞、模里西斯)，看起來似乎全是 經濟考量。 不過，當非洲國家看到中國經濟的快速成長，與它在一九七九年於沿海地區的深 圳、珠海、汕頭、及廈門開始，以至於隨後在整個沿海、甚至是內陸地區設立經 濟特區息息相關，自然樂見類似的特區在非洲複製，並且會視中國有意願分享其 成功的經驗，而不僅是西方國家對其資源的掠奪或是提供援助，中國不僅願意給 魚，還要教非洲人釣魚，其政治意涵不可言喻。 貳、非洲主要國家對中國大陸的態度 由於大部份的非洲國家領導人都受惠於中國大陸的投資及援助，因此儘管基礎建 設的興建並沒有僱用大量的當地勞工，而是由中國大陸輸出，對失業率的改善沒 有助益，但他們鮮少會提出批判，甚至是還能接受中國企業的說法，如語言溝通 的重要性及非洲人不願在晚上或週末加班工作、聘用當地勞工無法如期完工 等)。至於聘用當地工人的礦區發生勞資糾紛時，當地政府所想到的僅是中國的
5 投資，迫使西方國家無法扭曲市場價格，讓它們的原物料價格上漲，享有更高的 利潤，因而忽視其剝削工人、破壞環境的事實。 中國廉價物品進入非洲市場，讓當地的原有的產業無法競爭、新興產業不能生 根，原應被視為是造成失業的重要因素。不過，對許多非洲人而言，中國製造的 產品取代了原先較為昂貴的歐美產品，讓原先不可能擁有被視為奢侈的家電及手 機，成為可能。在非洲人民的心中，他們能夠和歐美國家在通訊方面同步，靠的 就是中國的廉價產品。 除了少數受到影響的工人和自營商外，一般民眾所看到的是短期的好處，而不是 長期的衝擊，因而並不會對中國在非洲的經營，有強烈的不滿。倒是部份的非政 府組織對中國在非洲枉顧環境保護的開發，表達關切，甚至是抗議，特別是當在 國家保護區蓋建高速公路，缺乏永續發展的意識，受到最大的質疑及批判。 非洲政治人物對中國經營公開表達不滿者，以尚比亞反對黨領袖沙塔在競選總統 期間，對中國在該國銅礦區缺乏人道的勞工僱用的嚴厲批判，甚至表示當選後要 和中國斷交、與台灣建交的談話，最為著名。前總統沙塔(Michael Sata)尚未掌 權，因此他的批判政治意味濃厚，是否會在執政後付諸實行，不無疑問。 南非前任總統姆貝基(Thabo Mbeki)則是對中國廉價紡織品進口造成南非紡織廠 關閉、工人失業，以及中國企業在南非枉顧勞工權益的惡性競爭，作出譴責，這 和南非執政的非洲民族議會(ANC)和工會 COSATU 關係匪淺，且南非的勞工法 較為先進息息相關。中國大陸在非洲的老友─坦尚尼亞政府表示，它歡迎中國的 投資，但是卻禁止中國大陸的商人在該國商業首都三蘭港(Dar es Salaam)市場擺 攤。 英國經濟人(The Economist)雜誌在二○一一年四月份的一篇報導指出，非洲民 眾的態度似乎開始轉變，這和中國人不斷出現在非洲大陸，讓當地民眾感到威脅 有關，根據這篇報導引述一位前非洲開發銀行官員的說法，二十一世紀的前十年 到非洲的中國人，超過過去四百年歐洲人的總合。6不過，這篇報導還算是較為 持平的，並沒有將中國標籤為「掠奪者」(predator)或是「新殖民者」 (neo-colonizer)，而是將中國人視非洲充滿商機的角度出發。 參、中共在非洲的佈局對西方勢力造成的影響 中國在非洲的佈局，不僅衝擊到這個大陸過去的殖民母國─英國、法國、及葡萄

6 牙的經濟利益，更挑戰了美國這個超級強權在這地區的霸權地位。為了避免中國 大陸在非洲的能源爭奪戰中，一枝獨秀，西方國家亦競相成立類似中非合作論壇 的機制，提供各項援助，以避免被邊緣化。 在二○○○年中共召開中非合作論壇的同一年，歐盟和非洲國家在開羅召開首屆 「歐盟─非洲高峰會議」(EU-Africa Summit)，開啟國際社會在本世紀與非洲國 家的對話；美國國會則是通過了「非洲成長暨機會法」(African Growth and Opportunity Act，簡稱 AGOA)，讓漠南非洲四十八個達到善治(good governance) 標準的國家，能夠出口農業及製造業產品免稅進入美國龐大的市場。
經濟合作暨發展組織(Organization for Economic Cooperation and
Development，簡稱 OECD)與非洲開發銀行(African Development Bank)在二○ ○一年設置「非洲觀點國際論壇」(International Forum on African
Perspectives)，讓非洲國家對國際組織的援助機制有更多的參與；八大工業國 (G-8)在二○○三年十一月「非洲夥伴論壇」(Africa Partnership Forum)更是邀 請非洲的南非、奈及利亞、塞內加爾、與阿爾及利亞四國與會，實際瞭解非洲的
援助需要。主辦二○○五年G-8 高峰會的英國則是在前一年成立非洲委員會
(Commission for Africa)，並宣佈二○○五年為非洲年。
在中國將二○○六年的FOCAC 提升為元首峰會後，韓國順道邀請十多位非洲國
家領導人參加剛成立的「韓國─非洲論壇」(Korea-Africa Forum)。為了要和中
國進行外交競逐、避免邦交國被FOCAC 所吸引，我國亦在二○○七年成立了「台
非進步夥伴論壇」(Taiwan-Africa Progressive Partnership Forum)，來鞏固與這 個地區的援助於合作。與非洲並沒有歷史淵源的丹麥在二○○八年設置了「非洲 委員會」(African Commission)，隨後在非洲有大量僑民的印度也成立「非洲─ 印度合作架構」(Africa-India Framework for Cooperation)，來推動其與非洲的 經貿關係。
以上是二十一世紀以來國際社會與非洲地區強化援助及合作的許多重要的平 台。事實上，非洲的兩個重要殖民國家─法國與英國，和這個地區的互動，可以 追溯到上個世紀獨立之後，為維持其雙邊關係所設立機制─法國為「非洲與法國 元首會議」(Conference of Heads of State of Africa and France)，英國則是「大 英國協政府領導人會議」(Commonwealth Heads of Government Meeting)。亞 洲的日本則是與聯合國開發組織(United Nations Development Programme，簡
稱UNDP)合作，自一九九三年開始定期舉行「東京非洲發展國際會議」(Tokyo
International Conference on African Development，簡稱 TICAD)。前兩項會議 是兩年舉辦一次，後者則是每五年在日本舉行，目前已進行四次會議。非洲國家 的利益過去在這些會議中，並未受到太多的重視，但自中國加入非洲的能源爭奪

後，它們成為西方國家競相籠絡的對象。
儘管AGOA 有每年由外交及經濟部長出席的 AGOA 論壇，但這個層次顯然不如
FOCAC，因此才出現倡議，要求提高美非互動的層級。美國與非洲之間的首次 《美非領導人高峰會》(U.S. African Leaders Summit)於二○一四年八月初在華
府舉行，它是否會如FOCAC 一樣，成為非洲與大國之間互動的重要平台，還是
如同台非進步夥伴論壇一般的曇花一現，尚待觀察。 肆、個人投入相關研究的機緣
中國在非洲的經營是近年來最熱門的研究議題，個人過去僅做相關的政策研究， 而未專注於學術期刊論文的發表。不過，近年來接觸許多國際做此領域的學者，
又接受美國學者David H. Shinn 和 Joshua Eisenman 委託，為其在二○一二年
所著的China and Africa: A Century of Engagement 一書的中文翻譯之校稿， 和這個學術社群的接觸逐漸加深，因此決定從事相關的學術研究。 在世紀之交，中國超越法國和英國，成為在美國之後的非洲第二大貿易夥伴(十 年後則超越美國成為第一大貿易夥伴)，它也是聯合國安理會五個常任理事國 中，對非洲貢獻最多維和部隊的國家。 大部份的國際研究社群所討論的，是中非之間經濟互動所支配的成長關係。中國 經濟在過去十多年的快速成長，並未如非洲國家一般，享有太多來自西方的大型 發展計畫，因而引發所謂的北京共識(Beijing Consensus)或是北京發展模式的激 烈討論，它同時也帶來更多有關中非經濟合作關係中，以能源和礦藏換取基礎建 設(resource-for-infrastructure)協議的研究。 中國在非洲的經營持續加深，不過媒體和學術期刊的重點仍集中在中非關係中的 宏觀經濟和政治層面。儘管過去十多年來不斷有華人移入非洲，和高層談判及大 型國營或企業活動同步進行，但微觀層次的華人與非洲人互動卻沒有受到重視。 現在有報導宣稱大約有一百萬華人在非洲居住及工作，但我們對他們的瞭解卻是 不足。媒體所刊登有關他們的報導通常是帶著偏差和恐華態度。大部份的報導將 中國描述成在非洲的單一霸權，控制五十四個非洲國家的公私部門，而忽略了這 些國家有各自的社會及政治體系和歷史。 在此同時，非洲貿易商和投資人在過去十年到中國的也愈來愈多，他們直接跳過 中盤商而直接和中國的大盤商及製造商購買商品。在這些年中，部份非洲人就在 廣州、北京、上海及其它大城和沿海城市定居，且數目不斷增加。近年來在廣州 發生當地官員和這些非洲人的衝突，意味著中國的官員對這些新增人口的許多問
8 題，根本沒有做好處理的準備。我們對這些社群的瞭解不足，他們就如同在非洲 的華人一樣，面對各樣文化、官僚體制及社會方面的挑戰。 在此情況下，中國人在非洲/非洲人在中國(Chinese in Africa/Africans in China，CA/AC)就成為近兩、三年來非常熱門的研究領域。韓國裔的美國社會學 者Yoon-Jung Park 在南非攻讀博士期間，專門研究當地的華人，逐漸和許多相 關的歷史、政治、社會及文化人類學者建立了一個小的社群。 她透過北京的學者介紹，在二○一一年九月個人在烏干達從事田野調查時，取得 聯絡，邀請我加入CA/AC 研究團隊。個人也在二○一二年八月到南非參加了第 二屆的CA/AC 研討會，擔任論文評論人和主持人(詳見附件)，與研究社群中來 自美國、歐洲、中國、及非洲等地十多個國家的學者進行學術交流。 二○一二年十一月，個人再度獲邀參與美國非洲研究學會(African Studies Association，ASA)年會主辦單位特別安排的場次，和幾位 CA/AC 的學者報告個 人對此議題的研究心得。個人主要討論的是有關在台灣的非洲留學生及商人對台 灣人和中國人認知上的差異，當然也包括兩岸關係及台灣的定位等。該場次至少 有五十位聽眾參與，也有不少提問及答覆，顯然美國研究非洲的學者(大部份是 美國當地或是第一代的非洲裔美國學者、及非洲和中國在美國的留學生)對台灣 的議題並不陌生，但對中國的態度則是較為中立，並不像媒體善於「妖魔化中國」 (demonizing China)。
不僅如此，個人也獲邀參加美國社會科學研究委員會(Social Science Research Council，SSRC)的一場閉門會議，討論該委員會補助 CA/AC 舉辦學術會議及出 版論文等相關事宜。(詳見附件)這個由 SSRC 所主動組成的研究團隊，將和在塞 內加爾首都達卡的非洲社會科學研究發展委員會(Council for the Development of Social Science Research in Africa，CODESRIA)合作，鼓勵非洲的學者投入 CA/AC 的研究。不過 SSRC 的 CA/AC 所涵蓋的層面，不僅是中國人在非洲及非 洲人在中國而已，還包括中國和非洲及中國在非洲(China and Africa/China in Africa)。 由於有了以上的互動經驗，個人決定進行「中國和非洲、中國在非洲、及中國人 在非洲/非洲人在中國」的實證研究，探討這個領域所面臨的一些概念、理論、 操作、及政策的意涵。 一、 中國與非洲大陸的強化關係該如何形成概念(conceptualized)？ 中國大陸的非洲政策不僅是其對第三世界外交政策的一部份，也有其獨特的歷史
9 背景，我們所要探討的不僅是「和平共處五原則」指導下的中非關係，也要認識 經過互動後所產生的新關係，並且將非洲本身的政治及經濟發展納入考量，才能 夠形塑雙方關係的新概念。目前比較受到重視的是中國單向對非洲的經濟援助和 易投資，以及中國官方所討論的雙贏，而忽略非洲的主體性，部份中國大陸研究 非洲的學者已注意到這方面的問題，但基於政治指導原則，而無法將此認知形成 重要的概念。 二、 非洲和中國的關係是否應放在南南合作(South-South cooperation)及非 洲和新興強權(Africa and emerging powers)等較大的架構來討論？ 我們認為中非關係雖經常被拿來與西方國家的殖民歷史經驗相比，但在完全接受 這個說法前，至少要給南南合作的討論方向一個檢視雙方關係的機會。此外，目 前中國與非洲新興強權的互動，主要是南非。奈及利亞的宗教矛盾及族群衝突、 埃及的政局仍未完全平順、肯亞的貪腐及恐怖攻擊問題尚待解決、及剛果的內戰 動亂持續，都使得目前南南合作的研究有相當的難度。 至於非洲與新興強權的關係，如和巴西、印度、俄羅斯、甚至是韓國或土耳其的 政經互動，都值得拿來與中非關係作比較。畢竟金磚國家中的俄羅斯曾在冷戰時 期以蘇聯的身份，積極經營非洲，而印度更是與非洲有長期的移民關係，雙方經 濟互動頗為頻繁。巴西和五個非洲國家同屬葡語(Lusophone)國家，透過葡語國 家共同體(Comunidade dos Países de Língua Portuguesa or Community of Portuguese Language Countries)就有固定的互動，再加上它也曾是非洲黑奴的 主要輸出地，因此有歷史淵源。韓國有其和非洲互動的機制，土耳其在二○○八 年首次舉行土非合作高峰會(Turkey-Africa Cooperation Summit)，二○一四年 則是再次辦了第二屆的高峰會，兩國和非洲的關係未受到應有的重視，但卻不該 繼續被忽略。 三、 非洲學者如何看待中非關係？他們如何檢視中國的政治經濟和非洲在中 國國際關係中的角色？非洲專家(Africanists)、非洲學者(African scholars) 及政治制訂者又如何瞭解這層關係？ 基本上，在中非關係是顯學的情況下，專門研究中國的非洲學者比較不太願意批 判中國的角色，儘管他們也看到許多中非關係中的負面影響，但卻不像新聞記者 一般地嚴厲譴責。部份認為中國的經濟發展之獨特經驗無法複製到非洲，但仍認 為中國的興起，確實可以對西方國家掌控的世界體系形成挑戰，也讓第三世界的 聲音及利益受到重視。在某些議題上，中國也確實是這些國家在國際關係及國際 組織中的代言者。非洲專家及非洲學者是以非洲為主題來看這個地區的政治及經 濟發展，有時會挑戰中國所扮演的角色，但他們的觀點絕不應當被忽視。
10 四、 中國學者如何看待這層關係？他們如何反映非洲的聲音？ 中國學者目前因為國力興起，或許產生民族優越感，而將非洲學術界的水準與其 經濟發展的程度相提並論，而忽略其獨特的見解，因而總是配合政府的政策，在 既有的架構下分析雙方的關係，少有從非洲的角度作出回應。如果能將非洲散居 在歐美國家的學者專家納入，非洲的聲音絕對值得中國給予更多的關注。歷史性 的研究已有非洲的聲音，為何不能將其擴大到目前的國際關係或是中非關係？ 五、 西方該如何看待這些認知？西方學者介入這個領域？他們該如何解讀來 自這兩方面對中非關係所產出的研究結果？ 西方學術界的領域分工非常綿密，研究非洲的學者大都是所謂的非洲專家，而其 主流是非洲的政治和經濟發展及族群衝突和內戰，其次是這個地區的區域整合及 國際關係。另外則是有一批研究中國外交的學者，其中一部份是研究中國對非洲 的外交。在此議題上，美國僅有少數學者是中非關係的專家，歐洲方面反而是相 對強勢。美國方面，研究中國的學者如博黛拉顯然對中非關係的看法較為正面， 而政策社群則是批判者多，因此如何縮短彼此認知的差距還是在於政策社群與中 國及非洲的中非關係學術社群的互動，才能以較為客觀中立的態度，來看待這個 特殊的關係。 六、 中國學者和非洲學者又該如何進行合作？在雙方資源不對等的情況下，如 何能夠確保共同研究成果的客觀與中立？ 中國學術資源相當豐富，除南非外，非洲學者目前缺乏經濟獨立性，一些重要的 學者及智庫必須透過與歐美國家相關機構的合作，才能在無後顧之憂的情況下， 進行研究。中國方面有能力派遣本國的非洲研究專家進行蹲點研究，也應當協助 部份非洲的學者到中國進行交流。如果對非洲的學術水準不具信心，也可邀請這 些國家在歐美大學教書或任職的學者專家到中國大陸擔任交換教授。此外，國際 級的中國學者也可在非洲帶領研究團隊，以較近的距離觀察他們對中非關係的看 法。若是這些研究成果不需公開，或許更能保持客觀與中立。 七、 這個領域需要更多實證的研究，而不是侷限於價值的討論。有哪些跨領域 的及跨區域的合作，對目前的研究最有幫助？ 由於中國在非洲及中國人在非洲是過去二十年重要的議題及快速發展的現象，因 此田野調查絕對有助於學術理論的分析，人類學家及社會學家在這方面的投入及 不成比例的回饋，令人欽佩，而他們的發現與貢獻更是極具價值的一手資料。當

然新聞記者的深入採訪及報導，也是重要的參考資料。政治學及國際關係學者應 當與社會學、人類學、甚至是歷史學者進行跨領域的合作，而中非關係的研究早 有類似的合作經驗，應當在此基礎上有更多的發揮。中國與拉丁美洲及加勒比海 經濟互動的新平台─中拉合作論壇(China-CELAC Cooperation Form)在二○一 五年一月於北京召開後，跨區域的比較勢必會受到重視。 八、 學術研究的政策意涵為何？它們如何強化政策辯論？ 中國大陸的學者許多時候會在學術研究中複述中共領導人對非洲的政策宣示，如 雙贏關係或是全天候的朋友等，這些若僅在說明官方立場，應當無可厚非，但若 是在研究後未能提出具體的建議或是較為批判性的觀點，不僅有違學術研究的中 立性和獨立性，也容易造成政策制訂時的許多盲點，因為少了辯論，就難以建立 平衡持久的政策。學術研究可以是純理論性質，但若有實用性的政策意涵，就必 須有不同觀點的辯論。
