(13) The Impact of International Factors on the PRC's Foreign Policy Orientation. Abstract Since the breakdown of the USSR in early 1991, the international system has undergone tremendous changes. From the PRC1spoint view, the world is moving toward a system of " one superpower with some major powers." Conflicts between nations remain in the post-Cold War era, but factors that could trigger another world war have vanished. Based on the above judgment, the PRC contends that the importance of security issues has been superseded with economic issues, and competition of so-called " comprehensive national strength" will dominate the relationships among nations. From the PRC1spoint of view, the world system is moving from a bilateral system toward a multi-lateral one. To take advantage of this situation and show its position as an emerging world power, the PRC has made the speedy economic development its top priority. To fulfill this goal, a peaceful international environment has to be maintained. The PRC, therefore, has adopted an " omni-directional diplomacy" strategy. A cordial relationship with major powers is high on the agenda, and a good-neighbor policy and participation in international organizations are considered to be vital to the PRC1sdevelopment.
