(21) Development of Higher Education in the Chinese Mainland in the 1990s Jueichi Wang Abstract Higher education in the Chinese mainland has developed rapidly since the PRC brought forth 'Project 21 1 " in late 1992. In recent years, academic circles have been chanting slogans of 'cultivating high-level manpower" and 'cultivating first-rate scientists." To promote the development of human resources and encourage academic research to upgrade international competitiveness have become the guidelines for the development of higher education. The analysis in this paper demonstrates the gradual integration of higher education policy and human resources policy in the 1990s, as well as the impact of the development of the market economy and changes in the job market for those with higher education.
