Promoting National Security Education, Understanding our Country, National Flag and National Emblem as well as the Chinese Culture at

Kindergarten Learning and Teaching Level

The fundamentals of national security education are to develop in students a sense of belonging towards our country, an affection for the nation, a sense of national identity, as well as an awareness of and a sense of responsibility to safeguard national security. Related elements are already specified in the Kindergarten Education Curriculum Guide. At kindergarten stage, schools should build on the tradition and experience of curriculum implementation which all along attach great importance to nurturing children’s moral development and good living habits. Contents of various learning areas can be connected naturally with and integrated organically into daily theme-based learning and play, with strengthening of the below learning elements:

• to help children understand Hong Kong’s status as a part of our country and their identity as Chinese, and acquire an initial understanding of our country and the Chinese culture

 learn about Chinese traditional festivals

 have a basic understanding of some Chinese cultural arts, such as Chinese dance, face mask of Cantonese opera, ink painting, paper craft, etc.

 appreciate Chinese traditional culture or personages through reading or stories

• to help children have a basic understanding of the national flag, anthem and emblem of our country and cultivate a sense of belonging towards our country and national identity from a young age

 facilitate children in recognising national anthem, national flag, national emblem, regional flag, regional emblem and foster their respect towards the symbols of our country and Hong Kong

 understand the flag raising ceremony and learn to behave in a solemn and respectful manner when the national anthem is being played

• to teach children to abide by the law, take good care of public property, respect and care for others and act as good citizens

 learn about values like respecting others, obeying rules, taking good care of public property and care for others, etc. through stories, role play, pictures, nursery rhymes and play and so forth

The below are guidelines on displaying the national flag, national emblem, regional flag, regional emblem and playing and singing the national anthem, as well as curriculum resources and reference materials for teachers to develop children’s basic understanding of our country and Chinese culture:
