出國報告書內容及注意事項
103.03.28 一、中英文出國報告書規定： 1. [出國報告書]請加註頁碼，內容請依序排列：規定之封面、中文及英文摘要(各 200-300 字)、目次、本文(包含目的、過程、心得及建議事項)、附錄(可無)。 2. 報告名稱應能表達出國計畫之主旨。 3. 出席國際會議發表論文者，請留意摘要應為出國報告書內容之摘要，非論文 摘要。 4. 本文必須包含「目的」、「過程」、「心得及建議事項」，其文字部分須佔三頁以 上，另學生 請附上其參加會議或活動之出席照片(相片解析度以低解析度處理為原則)。 5. 出國報告書可選擇以中文或英文撰寫，惟摘要部份中、英文皆須具備。 二、注意事項： 1.依據「行政院及所屬各機關出國報告綜合處理要點」第九點規定，各機關審核 出國報告，如有下列情形之一者，應發還出國人員修正： (1)不符原核定出國計畫。 (2)僅以所蒐集之中文或外文資料為內容。 (3)內容過於簡略或未涵蓋規定要項。 (4)抄襲相關出國報告之全部或部分內容。 (5)未依規定上傳電子檔或全文電子檔案未依規定格式辦理。 故如不符合上述規定者，將由國際化組退還給出國人員修正。 2.出國人員因出訪行程相同，得以合著一份出國報告書；且若因人數眾多，而4. 依據「行政院及所屬各機關出國報告綜合處理要點」第二至五點規定，除屬機 密性質外，各機關以政府經費派赴國外從事考察、進修、研究、實習及其他公務 有關活動之人員（以下簡稱出國人員），應依該要點規定提出出國報告；且由 本組(或各機關授權人員)統籌出國報告之審核、追蹤等管理事項，並將電子檔上 傳至「行政院研究發展考核委員會」建置之「政府出版資訊網」，並登錄出國報告 相關資料。

此次 CCECE 2014 國際會議，是 IEEE 主辦的重要會議之一，有 機會去參加此次會議相當開心。這份出國報告中，會清楚解釋此趟行 程的出發動機跟目的，詳細描述成果發表時的過程，與各國學者切 磋砥礪的互動情景。甚且，學術研究上的收穫，暨參加國際研討會的 所見所聞與感動的地方，也將一一詳述。作者更欣喜在參與會議的期 間，把握住非常難能可貴的機會，與各國相同領域的研究學者互動， 以提昇作者的研究視野與品質，暨提昇本校在「無線通訊領域」成果。 最後附上此行的建議供下次參加國際會議的參考。Abstact
The CCECE 2014 International Conference is an important meeting hosted by IEEE, it is happy that have the opportunity to attend this conference. In this report, the engine and the purpose of this trip will be clearly explained. The process when the results are published will described with details, including the interactive scenarios of the demonstration by scholars from various countries. Even the harvested on academic research, as well as the saw and heard and any place touched me when participate in an international seminar, will also be elaborated. Authors are interested in the participation during the period of the conference. Authors grasp a very valuable opportunity to improve the vision and quality of research by interacting with researchers from different countries but the same field, as well as to improve achievement in the "field of wireless communications" of my school. Finally, this report offers the proposal of this trip to someone attends the next trip of international conference as a reference.

本文 ( 包含目的、過程、心得及建議事項， 其文字部分須佔三頁以上 ) 一.目的 此次會議於加拿大的多倫多，主要會議議程與專題演講主要為無線通訊運用，此 次會議主題與作者研究內容十分契合，能與各國學者作互動對作者研究的主題 與方向深具啟發性。 二.參加會議經過 作者於台灣時間 5 月 3 日前往機場準備出發，此時天氣正是冷風颼颼之際， 卻未減作者對於學術交流之期待，於當天下午抵達目的地，當地天氣與台灣天壤 之別。 當地時間 5 月 4 日禮拜日上午 9 點，作者前往會議的現場去做報到。一開始為 Keynote Talk (9:00 am - 10:30 am) -- 主講者 Prof. Adel Sedra 來自 Ryerson University，主題是'The State of Science and Technology in Canada'。接著是 Parallel Sessions，聽取接下來大會邀請來的各別演說，將內容整理條列如下：

不知不覺聽完就已入夜，當中有不少特別的內容不段激發作者的想法。接著， 晚上參加大會的歡迎晚宴，與各國的學者在餐桌上輕鬆的交換意見與想法，討論 十分的熱絡。
9 月 13 日一早去參加會議的開幕儀式，並於早上聽取大會邀請的演說 (Keynote Talks)，這次的主講者為 Prof. Jamal Deen，來自 McMaster University。 接著上午於各個會議試平行舉行的口頭論文發表，我們參與之相關領域
Communications and Networking 的場次，於會議中吸收各學者的想法以及經驗，希 望腦力激盪出不凡的火花。
作者於 5 月 7 日下午發表此次會議投稿的內容，發表之論文題目為 Using Memetic Algorithm to Optimize Location Estimate of Mobile Station in Non-Line-of-Sight Environment 研究成果的發表過程還算順暢，作者並與來自各國各個電 機資訊領域的專家學者進行答問及交流，也欣慰發表時能從與會人士的評論中 獲得正面的評價。在完成研究成果發表後，也準備啟程返台，讓此次之行充滿 美好的回憶。 三.與會心得 本次CCECE 2014國際會議，在加拿大是最頂尖之學術會議，國際上也是重要且 具高度參與率的會議之一。此次大會議程與專題演講涵蓋訊號處理、通訊與計算機 等等，對作者的研究十分契合，並且能與世界各國學者互動交流，對作者研究的 主題與方向深具啟發性。 以往曾多次出國參加各項國際會議，對於時間行程的安排與大會形式皆有相當 的了解，加上國內累積多年對通訊電機領域的研究經驗及成果，能更深入吸收新 知並認識許多國際知名的通訊電機專家，並可以在開會期間合作討論，是件值得 開心的事。在會議期間，很高興能收集到相當多的資料並了解最新的資訊技術與未 來的發展趨勢。 會議的方式也愈來愈多樣化，邀請演講、專題討論樣樣俱全。並且在大會中提供 各種不同的課程，可以依各種不同程度的參加者均能有所收穫，此方面值得國內 未來舉辦區域會國際會議所學習。
四.論文摘要
Wireless location technology is mainly used to estimate the location of mobile station (MS). Positioning accuracy of the mobile station completely depends on the propagation environment of the wireless communications. The error caused by
non-line-of-sight (NLOS) is the most urgent problem in positioning research. Memetic Algorithm (MA), similar to Genetic Algorithm (GA), is also called Genetic Algorithm combined with local search. MA is based on the concept of cultural evolution that combines with multi-point search features to solve combinatorial optimization problems. In this paper, we propose a novel location scheme by using
MA that employs time of arrival (TOA) measurements from three base stations (BSs) to estimate the location of MS. MA is utilized to find the optimum solution in the intersections of three TOA circles. The optimum solution can be regarded as the MS location where minimizes the three circular intersection region caused by NLOS
error. Simulation result will show that the proposed position location method improves the performance by mitigating the NLOSranging error.
五.建議 此次出國，不但是學術研究上，更是一次活生生的國際國民外交經驗。日後，這些 國際禮儀更能夠協助我與國外學者，更融洽地相處。當然，我也非常佩服在場學者 們的修養個性，願意傾聽其他學者不同建議與意見的包容心與謙卑心。這些接觸真 是讓我印象深刻，也明白了，學者除了研究學術外，更應該學習如何做人及學習 如何待人處事的能力。 最後，在會場與其他學者討論時，我發現他們準備論文發表的方式與我們不同。
