I. PRIVATE SECTOR CONSTRUCTION
In the fourth quarter of 2009, approvals were granted to the construction of a gross floor area of 20,924 square metres that will provide 57 units upon completion, of which 48 are residential units. For the whole year of 2009, construction approvals were granted to a gross floor area of 543,998 square metres to provide a total of 710 units.
In the fourth quarter of 2009, gross floor area of new buildings started totalled 9,105 square metres, which will provide 41 units, 33 parking spaces for cars and 24 parking spaces for motorcycles upon completion. In 2009, gross floor area of new buildings reached 228,874 square metres that will provide a total of 1,547 units.
Gross floor area of building (including extension) completed totalled 414,098 square metres in the fourth quarter of 2009, altogether provide 1,018 units, of which 972 are residential units, including 409 two-bedroom and 379 three-bedroom apartments; in addition, a total of 1,879 parking spaces for cars and 641 parking spaces for motorcycles were available. For 2009 as a whole, gross floor area of buildings completed reached 1.41 million square metres, providing 3,251 units.

II. REAL ESTATE TRANSACTION
1. REAL ESTATE CONTRACTS AND MORTGAGE
There were 3,411 cases of real estate sale and purchase contracts made in the fourth quarter of 2009;
these contracts involved 4,085 units valued at MOP6.34 billion, up by 22.9% and 61.1% respectively quarter-to-quarter. For 2009 as a whole, a total of 9,111 cases of real estate sale and purchase contracts were made that involved 11,546 units, down by 6.2% and 10.4% respectively year-on-year, while the total value of transaction rose by 4.1% to MOP14.95 billion.
In the fourth quarter of 2009, value of mortgage loans amounted to MOP9.07 billion, bringing the total value for the whole year of 2009 to MOP52.01 billion, down by 9.6% year-on-year.

2. TRANSACTION OF BUILDING UNITS AS PER STAMP DUTY RECORDS 2.1. Transaction of building units
A total of 6,588 building units were purchased and sold at MOP10.62 billion in the fourth quarter of 2009 according to Stamp Duty records, up by 23.3% and 18.3% quarter-to-quarter. Among them, 1,762 new units at MOP4.70 billion were still within the property tax exemption period, down by 6.3% and 8.9% respectively quarter-to-quarter.
The majority (4,548 units) of them were residential units amounting to MOP8.83 billion, up by 23.6% and 15.3% respectively quarter-to-quarter. In addition, there were 353 commercial units, 96 office units, 74 industrial units and 1,487 parking spaces.
Analyzed by year of completion of the building, there were 1,249 residential units completed in 2000 and after, 2,075 units in 1990-1999 and 1,224 units in 1989 and before.
As regards the size of the residential unit, 2,331 units (51.3% of total) had an area of 50 to 99.9 square metres.
A total of 3,626 residential units were situated in the Macao Peninsula, 907 in Taipa and 15 in Coloane. Regarding the price of transaction, 424 residential units were sold for over MOP4,000,000; 941 units for over MOP2,000,000 to MOP4,000,000; 1,761 units for over MOP1,000,000 to MOP2,000,000;
and 1,422 units for MOP1,000,000 or less.
For the whole year of 2009, a total of 17,310 units valued at MOP26.30 billion were purchased and sold, down by 19.5% and 24.9% respectively over 2008.

In the fourth quarter of 2009, there were 1,168 units (17.7% of total) purchased and sold under Intermediate Transfer of Title, down by 16.5% quarter-to-quarter, and the total value dropped by 1.3% to MOP3.54 billion. For the whole year of 2009, a total of 4,164 units valued at MOP10.15 billion were purchased and sold under Intermediate Transfer of Title, down by 48.3% and 52.2% respectively year-on-year.

2.2. Average price of transaction Residential units
In the fourth quarter of 2009, the average transaction price of residential units rose by 6.1%
quarter-to-quarter to MOP25,631 per square metre of usable area, with the average price of those in the Macao Peninsula increasing by 5.2% to MOP25,415 per square metre, and the average price of those in Taipa rising by 10.6% to MOP26,432 per square metre.
Analyzed by year of completion of the building, the average transaction price was MOP38,789 per square metre for residential units completed in 2000 and after, a quarter-to-quarter increase of 11.3%. The average price for those completed in 1990-1999 stood at MOP22,780 per square metre and the price for those completed in 1989 and before was MOP16,525 per square metre, up by 20.1% and 24.1%
respectively.
Analyzed by size, the average transaction price of residential units with an area under 50 square metres registered a notable increase of 39.1% quarter-to-quarter to MOP20,873 per square metre. For those having an area of 100 to 149.9 square meters, the average price rose by 14.5% to MOP30,753 per square metre.
For the whole year of 2009, the average transaction price of residential units fell marginally by 0.3%
year-on-year to MOP23,235.

With regard to the transaction of residential units under Intermediate Transfer of Title, the average price amounted to MOP44,935 per square metre in the fourth quarter of 2009, up by 30.8% from the previous quarter. The average price of those in the Macao Peninsula increased by 40.7% to MOP47,987 per square metre, and the average price of those in Taipa decreased by 1.9% to MOP35,210 per square metre.For the whole year of 2009, the average price of the residential units purchased and sold under Intermediate Transfer of Title dropped slightly by 0.2% over 2008 to MOP36,708.

Industrial units and Office units
In the fourth quarter of 2009, the average transaction price of industrial units was MOP6,293 per square metre, up by 14.8% quarter-to-quarter. For the whole year of 2009, the average price of industrial units increased by 4.9% year-on-year to MOP6,079.

Meanwhile, the average transaction price of office units rose by 15.6% quarter-to-quarter to MOP23,177 per square metre. For the whole year of 2009, the average price of office units went up by 1.6% year-on-year to MOP21,650.

EXPLANATORY NOTES
1. Real estate: Classified according to the type of registration. Every unit of a property is considered as a separate item of real estate if individually registered; otherwise, the whole property is counted as one.
2. Building units: Including residential, commercial, office and industrial units, parking spaces, hotel and other units.
3. New buildings: Refer to building units entitled to property tax exemption, as stipulated in a) and b) of item 1 under article 9 of the Regulation of Urban Property Tax currently in force, which prescribes the following as new buildings: 1) In the Macao Peninsula, residential and/or commercial units completed for up to four years, and up to five years for industrial units. 2) In the Islands, residential and/or commercial units completed for up to six years, and up to ten years for industrial units.
4. Intermediate transfer of title: A real estate transaction whose full transfer of ownership has not been completed. For taxation purposes, payment of 0.5% of Stamp Duty gives legal effects to the respective transaction.
5. For 2008 and 2009, data on transaction of building units as per Stamp Duty records include residential units valued MOP3,000,000 or less that, according to Article 14 of both Law no. 7/2007 and 15/2008, were exempt from the payment of Stamp Duty.
6. The average transaction price of building units is calculated according to the price per square metre of usable area. The division of districts is solely for statistical purposes.
7. The calculation of the average transaction price of office units only covers office buildings with ten storeys or higher.
