I. PRIVATE SECTOR CONSTRUCTION

In the fourth quarter of 2010, approvals were granted to the construction of buildings with a gross floor area of 21,201 square metres, which will provide a total of 56 units upon completion, of which 47 are residential units. For the whole year of 2010, construction approvals were granted to buildings with a gross floor area of 95,265 square metres to provide a total of 424 units.

Gross floor area of new buildings started totalled 30,856 square metres in the fourth quarter of 2010, which will provide 189 units, 77 parking spaces for cars and 79 parking spaces for motorcycles upon completion. In 2010, gross floor area of new buildings started was 183,571 square metres that will provide a total of 870 units.

In the fourth quarter of 2010, gross floor area of buildings completed (including extensions) totalled 356,338 square metres, altogether providing 2,043 units, of which 1,987 are residential units, including 1,237 three-bedroom apartments; in addition, a total of 1,815 parking spaces for cars and 569 parking spaces for motorcycles were available. For 2010 as a whole, gross floor area of buildings completed totalled 1,271,509 square metres, providing 4,527 units.

II. TRANSACTION OF BUILDING UNITS WITH STAMP DUTY PAID Transaction of building units

In the fourth quarter of 2010, a total of 8,818 building units were purchased and sold at MOP19.37 billion according to Stamp Duty records, up by 51.0% and 83.3% respectively quarter-to-quarter. Among them, 3,731 new units at MOP11.97 billion were still within the property tax exemption period, up by 1.1 times and 1.4 times respectively quarter-to-quarter.

For the whole year of 2010, a total of 29,617 units valued at MOP56.75 billion were purchased and sold, up by 71.1% and 1.2 times respectively over 2009. Analyzed by end-use, 17,989 residential units were purchased and sold at MOP45.94 billion, up by 59.1% and 1.1 times respectively year-on-year;

moreover, there were 2,099 commercial units, 652 office units, 208 industrial units and 8,483 parking spaces.

Analyzed by year of completion of building, there were 6,722 residential units completed in 2000 and after, with 7,089 units in 1990-1999 and 4,178 units in 1989 and before.

As regards floor area, 8,489 residential units (47.2% of total) had an area of 50 to 99.9 square metres.

A total of 13,528 residential units were situated in the Macao Peninsula, 3,532 in Taipa and 929 in Coloane. Regarding the price of transaction, 2,989 residential units were sold for over MOP4,000,000;

4,539 units for over MOP2,000,000 to MOP4,000,000; 5,252 units for over MOP1,000,000 to MOP2,000,000; and 5,209 units for MOP1,000,000 or less.

For the whole year of 2010, a total of 9,240 units valued at MOP27.84 billion were purchased and sold under Intermediate Transfer of Title, up by 1.2 times and 1.7 times respectively year-on-year.

In the fourth quarter of 2010, the average transaction price of all residential units amounted to MOP33,397 per square metre, up by 10.1% quarter-to-quarter. The average price of residential units in Taipa increased by 34.8% quarter-to-quarter to MOP39,876 per square metre, attributable to a lot of new units were sold at higher prices. Meanwhile, the average price of those in the Macao Peninsula stood at MOP29,664 per square metre and the price of those in Coloane was MOP64,398 per square metre, both up slightly by 0.5%.

For 2010 as a whole, the average price of residential units increased by 33.5% year-on-year to MOP31,016 per square metre. Analyzed by year of completion of building, the average price of residential units completed in 2000 and after stood at MOP44,100 per square metre and the price of those completed in 1990-1999 was MOP25,236 per square metre, both up by 27.4% year-on-year; the average price of those completed in 1989 and before rose by 36.4% to MOP18,948 per square metre.

Analyzed by floor area, the average transaction price of residential units with an area of smaller than 50 square metres registered the largest increase of 38.3% year-on-year to MOP23,045 per square metre.

For those having an area of 150 square metres and over, the average price went up by 31.9% to MOP51,715 per square metre.

With regard to the transaction of residential units under Intermediate Transfer of Title, in the fourth quarter of 2010, the average price of those in Taipa rose sharply by 51.6% from the previous quarter to MOP52,842 per square metre, as most of the residential units of high prices in Taipa were transacted under Intermediate Transfer of Title; consequently, the average price of all residential units increased by 8.7% to MOP49,298 per square metre. On the contrary, the average price of those in the Macao Peninsula decreased by 3.3% to MOP43,662 per square metre.

For the whole year of 2010, the average price of residential units purchased and sold under Intermediate Transfer of Title increased by 29.5% over 2009 to MOP47,534 per square metre.

In the fourth quarter of 2010, the average transaction price of industrial units was MOP8,049 per square metre, up by 15.0% quarter-to-quarter. For the whole year of 2010, the average price of industrial units increased by 14.5% year-on-year to MOP6,962 per square metre.

In the fourth quarter of 2010, the average transaction price of office units increased by 15.8%

quarter-to-quarter to MOP27,078 per square metre, with the average price of those in ZAPE rising by 70.1% to MOP32,046 per square metre. For the whole year of 2010, the average price of office units went up by 5.6% year-on-year to MOP22,857 per square metre.

III. REAL ESTATE CONTRACTS AND MORTGAGE CONTRACTS

There were 3,267 cases of real estate sale and purchase contracts made in the fourth quarter of 2010;

the number of units transacted went up by 20.5% quarter-to-quarter to 3,962. For 2010 as a whole, a total of 12,707 cases of real estate sale and purchase contracts were made; the number of units transacted totalled 16,128, up by 39.7% year-on-year.

In the fourth quarter of 2010, there were 2,645 cases of mortgage contracts signed. Among them, 2,137 were residential mortgages, up by 15.9% quarter-to-quarter. For the whole year of 2010, a total of 10,284 cases of mortgage contracts were signed, of which 8,500 were residential mortgages, up by 50.8%

year-on-year.

EXPLANATORY NOTES

1. Real estate: Including land, buildings and building units.

2. Building units: Including residential, commercial, office and industrial units, parking spaces, hotel and other units.

3. New buildings: Refer to building units entitled to property tax exemption, as stipulated in a) and b) of item 1 of Article 9 of the Regulation of Urban Property Tax, which prescribes the following as new buildings: 1) In the Macao Peninsula, not exceeding four years after completion for residential and/or commercial units, and not exceeding five years for industrial units. 2) In the Islands, not exceeding six years after completion for residential and/or commercial units, and not exceeding ten years for industrial units.

4. Intermediate transfer of title: A real estate transaction whose full transfer of ownership has not been completed. For taxation purposes, payment of 0.5% of Stamp Duty gives legal effects to the respective transaction.

5. Information on transaction of building units covers units with Stamp Duty paid in the reference quarter, while data of the Financial Services Bureau refers to residential units with application for payment of Stamp Duty made in the reference quarter; hence, direct comparison of data is inappropriate.

6. Transaction of residential units includes those that were exempt from the payment of Stamp Duty.

7. Average transaction price of building units covers building units with Stamp Duty paid in the reference quarter, excluding gift of property, inheritance, transfer of partial ownership of property, etc. cases bearing peculiar transaction prices.

8. Compilation of the average transaction price of office units only covers office buildings with ten storeys or higher.

9. Sale and purchase contracts and mortgage contracts of building units signed at private or public notaries offices only cover units that have completed the property registration procedure.
