Basic Phonic Generalizations

A. Pronunciation of consonants

(1) The letter c may be pronounced as /k/ or /s/.

i. When the letter c precedes a, o, or u or other consonant letters, it usually represents the sound /k/.

Examples:

B. Pronunciation of Vowels

The letters a, e, i, o, and u are viewed as vowels.

(1) A single vowel in medial position, in a word or syllable, usually has its short sound.

Appendix G

Background of the Three Foreign Evaluators

(1) Daniel Gravel

He grew up in a French Canadian city called Chicontimi until 12. At his home, French was spoken around his father, who could speak only basic English, and English was spoken with his mother, who was bilingual, and at school. His English has always been stronger.

At 12, moving to a more cosmopolitan city like Montreal, he, of course, continued his studies in English and also gravitated more towards speaking English with his friends.

He has a purely English accent, but French will occasionally come out if he is in a relaxed setting. His French, however, sounds heavily influenced by his English.

Born and raised in Canada, she grew up in Montreal Quebec, a bilingual province in Canada. She is of Italian heritage and grew up speaking French, English, and Italian. She attended English school for her formal education and also completed Italian elementary education on weekends.
