1. Applying for a bed at a government quarantine facility
問題一：因應 COVID-19 移工專案引進計畫，開放登錄申請集中檢疫床位日期 及開放引進移工國家?
回答：基於我國現階段疫情趨緩，為兼顧國內產業經濟發展與照顧需求，經嚴 重特殊傳染性肺炎疫情中央流行疫情指揮中心(下稱指揮中心)核准，自 110 年 11 月 11 日開放引進印尼籍移工，並自同日起至入出國移工機場關懷服務網站(下 稱機場網站) (https://fwas.wda.gov.tw/)登錄申請集中檢疫床位。
Q1: In response to the COVID-19 Conditional Foreign Worker Introduction Program when can beds be applied for at government quarantine facilities and from which countries will workers be brought in?
A: Based on the improving pandemic situation in Taiwan and domestic industrial economic development and care industry needs the Central Epidemic Command Center (CECC) approved the bringing in of Indonesian workers from November 11, 2021. Applications for beds at government quarantine facilities through the Entry and Departure – Foreign Labor Airport Care Service website (https://fwas.wda.gov.tw/) became available on the same day.
問題二：雇主或仲介應向本部辦理什麼事項，移工才可以入境？
回答：
(一)取得集中檢疫床位：已持有簽證之家庭類及產業類(含機構看護工)移工於入 境前，雇主或仲介應協助該移工至機場網站登錄申請集中檢疫，並上傳「移工 接種疫苗證明文件」及「雇主於移工自主健康管理期間給付工資切結書」等文 件，移工於取得集中檢疫床位後方可入境。
(二)申請移工居住地點事前查核：依雇主聘僱外國人許可及管理辦法第 19 條規 定略以，雇主負移工之生活照顧管理責任，爰就產業類(含機構看護工)雇主於引 進移工前，應由當地勞工主管機關事前依「外國人申請入境住宿地點查核表」

查核，確認移工居住地點之房間型態、每房住宿人數，及符合本部「因應嚴重 特殊傳染性肺炎雇主聘僱移工指引：移工工作、生活及外出管理注意事項」規 定，並由當地勞工主管機關備查。
Q2: What Ministry of Labor (MOL) requirements do employers or labor brokerages have to meet to bring in foreign workers?
A:
(1) Apply for beds at a government quarantine facility: Before industry (including care institution workers) or family category foreign workers with a visa arrive in Taiwan the employer or labor broker must apply for beds at a government quarantine facility on the Entry and Departure – Foreign Labor Airport Care Service website.
This involves uploading “Foreign Worker Vaccination Status Documentation” and a
“Letter of Guarantee that the employer will pay the foreign worker during the period of self-health management.” Only after being allocated a bed can the foreign worker enter Taiwan.
(2) Apply for pre-inspection and approval of foreign worker accommodation: In accordance with Article 19 of the “Regulations on the Permission and Administration of the Employment of Foreign Workers” the employer is responsible for the life care management of foreign workers. For industry category (including care institution workers) employers this involves the local labor authorities filling out an “Entry Applying Foreign Workers Accommodation Location Inspection and Approval Table” before the worker arrives in Taiwan. These inspections seek to ensure room types and numbers of workers per room are in accordance with the stipulations of the
“Employer Guidelines for Workplace Safety and Health Protection Measures in Response to COVID-19,” with that information kept by the competent local labor authority for future reference.
問題三：雇主或仲介於移工機場網站登錄申請入境移工集中檢疫床位時應檢附 什麼文件？
回答：
(一)移工入境前，雇主或仲介應為取得簽證之移工，至機場網站登錄申請集中檢 疫床位，並上傳「移工疫苗接種證明文件」及「雇主於移工自主健康管理期間 給付工資切結書」，如未上傳者，移工將無法入境。
(二)產業類(含機構看護工)雇主則應於移工入境前，檢附「外國人申請入境住宿 地點查核表」向當地勞工主管機關辦理事前查核，經備查後，即可至機場網站 登錄申請集中檢床位，並上傳「移工疫苗接種證明文件」及「雇主於移工自主
健康管理期間給付工資切結書」，如未上傳者，移工將無法入境。

quarantine facilities on the Entry and Departure – Foreign Labor Airport Care Service website what documents are required?
A:
(1) Before foreign workers arrive in Taiwan, employers or labor brokers should apply for a bed at a government quarantine facility for those with an entry visa on the Entry and Departure – Foreign Labor Airport Care Service website. This involves uploading “Foreign Worker Vaccination Status Documentation” and a “Letter of Guarantee that the employer will pay the foreign worker during the period of self-health management.” Without these documents the worker will not be allowed entry into Taiwan.
(2) Before the arrival of foreign workers industry category (including care institution workers) employers are required to attach an “Entry Applying Foreign Workers Accommodation Location Inspection and Approval Table” filled in by the local labor authorities after conducting a pre-inspection of worker accommodation. After this is filed for future reference, the employer should go to the Entry and Departure – Foreign Labor Airport Care Service website and apply for a bed at a government quarantine facility. This involves uploading “Foreign Worker Vaccination Status Documentation” and a “Letter of Guarantee that the employer will pay the foreign worker during the period of self-health management.” Without these documents the worker will not be allowed entry into Taiwan.
問題四：雇主或仲介應於何時至機場網站登錄申請集中檢疫床位？何時可以得 知床位排序結果
回答：為因應指揮中心春節返鄉防疫政策，並配合衛生福利部調撥集中檢疫床 位規定，第一階段最後可安排集中檢床位日期為 110 年 11 月 23 日(後續亦會視 指揮中心政策彈性調整)。雇主或仲介可於 110 年 11 月 11 日下午 4 時起至機場 網站登錄申請床位，本部將於該網站公布結果。
Q4: When should employers or labor brokerages apply for beds at a government quarantine facility on the Entry and Departure – Foreign Labor Airport Care Service website? When will they receive notification of a bed allocation?
A: In accordance with the CECC’s pandemic prevention program for the large number of people returning to Taiwan for Spring Festival and in concert with the Ministry of Health and Welfare’s allocation of beds at government quarantine facilities, during the first phase the latest a government quarantine facility bed can be arranged is November, 23, 2021 (this could be adjusted later depending on CECC policy). Employers and labor brokers can book beds on the Entry and Departure – Foreign Labor Airport Care Service website from 4pm on November 11, 2021. The

MOL will publish the results of those applications on the same website.
問題五：移工入境完成 14 天檢疫後，於自主健康管理期間之居住場所可否自行 選擇?
回答：移工入境一律入住集中檢疫所，於檢疫結束後銜接自主健康管理，續住 集中檢疫所，故移工入境需入住集中檢疫所 21 天(14 天檢疫+7 天自主健康管理)。
Q5: After completing the 14 day quarantine period can foreign workers choose where to observe the period of self-health management?
A: All foreign workers entering Taiwan are required to quarantine at a government quarantine facility. The self-health management period must be spent in the same facility. As such, arriving foreign workers will remain in quarantine facilities for 21 days in total (14 days quarantine, 7 days self-health management).
問題六：有多少集中檢疫床位可以供移工入住檢疫？
回答：
(一)依衛生福利部調撥之集中檢疫床位共有 1,700 床，按家庭類及產業類 1:1 分 配，家庭類(含新聘、返鄉)床位分配為 850 床，產業類(含事業類及機構看護工 新聘及返鄉)床位分配為 850 床，將再視指揮中心政策彈性調整。
(二)110 年 12 月 15 日起，將配合指揮中心提供集中檢疫床位數開放移工專案引 進，並於確定後儘速公布於移工機場網站。
Q6: How many government quarantine facility beds are available for arriving foreign workers?
A:
(1) The Ministry of Health and Welfare has allocated 1,700 beds at government quarantine facilities for foreign workers. Given the 1:1 allocation of industry and family category workers, that means 850 beds for family category workers (including newly employed and returning workers) and 850 beds for industry category workers (including newly employed or returning business category and care institution workers). These figures could be adjusted depending on CECC policy.
(2) In concert with CECC regulations, beds will be made available at government quarantine facilities for workers involved in the Conditional Foreign Worker Introduction Program from December 15, 2021. Confirmed bed allocations will be announced on the Entry and Departure – Foreign Labor Airport Care Service website.

問題一：雇主或仲介登錄申請入境移工集中檢疫床位排序依據為何?
回答：
入境移工集中檢疫床位排序係依入境順位評分表項目給予積分排序集中檢疫床 位，積分越高越優先入境，積分相同者，則依簽證核發先後順序，簽證核發日 期相同者，則採抽籤方式。
(一)家庭類(家庭看護工作及家庭幫傭工作)：評分項目含 COVID-19 疫苗施打情 形、來源國 COVID-19 確診人數狀況。
(二)產業類(機構看護工作、外展看護工作、製造工作、外展製造工作、營造工 作、海洋漁撈工作、屠宰工作、農林牧或漁塭養殖工作、外展農務工作)：評分 項目含 COVID-19 疫苗施打情形、來源國 COVID-19 確診人數狀況、移工住宿地 點之房間類型、當次入境移工將住宿類型及人數。
Q1: When employers or labor brokers registers for beds on the Entry and Departure – Foreign Labor Airport Care Service website how are those beds allocated?
A:
The allocation of beds at government quarantine facilities for foreign workers is determined by the accumulation of points on a Ranking Points Table. The higher the score a worker receives the higher the ranking. When ranking points are identical priority will be determined by the visa issuance date and when that is the same random lots will be drawn.
(1) Family category (live-in care work and home help): Ranked items include whether a worker has received a COVID-19 vaccination and the COVID-19 situation in the country of origin.
(2) Industry category (care institution work, outreach care work, manufacturing, outreach manufacturing, construction, marine fishing, slaughterhouse work, agriculture, forestry, animal husbandry, fish farming, outreach agriculture): Ranked items include whether a worker has received a COVID-19 vaccination, the COVID-19 situation in the country of origin, foreign worker accommodation room type, accommodation type and numbers on arrival.
問題二：雇主或仲介於機場網站登錄入境移工基本資料及疫苗施打情形等資訊 後，是否可以立即獲知移工入境積分?
回答：可以。雇主或仲介於登錄完成移工基本資料、入境日期及航班、疫苗接 種情形等資訊後，可以至移工機場網站之『集中檢疫未入境移工資料區（待排 序名單）』專區查詢待入境移工之積分。
Q2: Once an employer or labor broker has filled in the basic information and

vaccination status of foreign workers on the Entry and Departure – Foreign Labor Airport Care Service website will they immediately receive the workers ranking score?
A: Yes. After inputting the foreign workers’ basic information, entry date, flight number, vaccination status etc. the employer or labor broker can go to the website’s
“Government Quarantine Facility Incoming Foreign Workers Information Section (priority name list)” to check the total ranking score of individual foreign workers.
問題三：雇主或仲介是否可得知申請入境移工集中檢疫床位排序結果?
回答：可以。雇主或仲介可主動至移工機場網站－「家庭類未入境移工資料管 理(集中檢疫)」及「產業類(含機構看護工)未入境移工資料管理」專區查詢結果。
Q3: Will the employer or labor broker be notified of the bed allocation ranking at government quarantine facilities?
A: Yes. Employers or labor brokers can check the bed allocation ranking at the
“Incoming Family Category Foreign Worker Information Management (Government Quarantine Facility)” and “Incoming Industry Category (including care institution workers) Foreign Worker Information Management (Government Quarantine Facility)” sections of the website.
問題四：移工機場網站公布後，移工未取得集中檢疫床位，倘原始登錄資料有 誤，該如何處理？
回答：請至移工機場網站之「集中檢疫未入境移工資料區（待排序名單）」，於 可異動時間區間內，可以更改入境日期、航空公司、班機號碼及接機人員等 4 項資料，其餘資料皆不可異動。
Q4: After the information is posted on the Entry and Departure – Foreign Labor Airport Care Service website, if a worker has not received a bed allocation or there is a mistake in the registered information, how should it be dealt with?
A: Please go to the “Government Quarantine Facility Incoming Foreign Workers Information section (priority name list)” of the website. In the Change Time area, entry date, airline company name, flight number and flight pick-up personnel can be altered. Other data cannot be changed.
問題五：移工機場網站公布後，如已取得集中檢疫床位，可以修改哪些資料？
回答：請至移工機場網站之「家庭類未入境移工資料管理(集中檢疫)」及「產業 類(含機構看護工)未入境移工資料管理」專區，於可異動時間區間內，可以更改 航空公司、班機號碼及接機人員等 3 項資料，其餘資料皆不可異動。

Q5: After the information is posted on the Entry and Departure – Foreign Labor Airport Care Service website and a worker receives a bed allocation at a government quarantine facility which information can be amended?
A: Please go to the “Incoming Family Category Foreign Worker Information Management (Government Quarantine Facility)” and “Incoming Industry Category (including care institution workers) Foreign Worker Information Management (Government Quarantine Facility)” sections of the website. In the Change Time area, airline company name, flight number and flight pick-up personnel can be altered.
Other data cannot be changed.
問題六：取得集中檢疫床位後，應於何時前完成繳費？
回答：已於移工機場網站登錄申請集中檢疫床位者，雇主或仲介於取得床位後，
需於入境前 2 個工作日之下午 3 時 30 分前完成繳費。機場關懷服務人員如查無 繳費紀錄，將通知雇主或仲介傳真繳費憑證，作為繳費完成之佐證。
Q6: After receiving a bed allocation at a government quarantine facility when does the payment have to be made?
A: After applying for a bed at a government quarantine facility on the Entry and Departure – Foreign Labor Airport Care Service website, once a bed allocation is made the employer or labor broker is required to make the payment before 3:30pm, two working days before the foreign worker arrives in Taiwan. If airport care personnel find that records show no indication of payment, they will contact the employer or labor broker and ask them to send confirmation of payment.
問題七：雇主或仲介已繳納集中檢疫床位費用後，會有收據嗎？
回答：有。繳費收據將於移工入境後 7-14 個工作天完成開立並寄送。
Q7: After the employer of labor broker pays for a bed in a government quarantine facility will they receive a receipt?
A: Yes. A receipt of payment will be sent 7-14 days after the foreign worker arrives in Taiwan.
