概述

2002 年企業調查範圍與 2001 年相同,均涵蓋 本澳八 個 主 要 行 業,包 括 工 業a

建築業、批發及零售業b、酒店業、飲食業c、運輸倉儲及通訊業、金融業d和文娛博彩及

其他服務業e

截至2002 年底,澳門吸納外來直接投資的累計總額為 272.3 億元(澳門元,下同),

而本澳企業在境外直接投資累計總額則為37.4 億元,較 2001 年分別增加了 34.5 億元及 3.7 億元。

按行業分析,澳門吸納的外來直接投資主要是文娛博彩及其他服務業,累計總額為 154.6 億元;其次是金融業及工業,分別為 58.6 億元及 29.1 億元。與 2001 年比較,分 別增加了17.4 億元、4.7 億元及 1 300 萬元。

按直接投資者常居地分析,澳門最主要的外來直接投資者是來自香港,累計總額達 193.4 億元,較 2001 年增加了 25.3 億元。其次是中國大陸及葡萄牙,分別錄得 30.7 億 元及26.4 億元。

在2002 年全年,澳門吸納的外來直接投資共有 30.7 億元,新增的投資主要來自香

港及美國,分別增加了16.1 億元及 3.7 億元。而澳門企業在境外的直接投資也增加了 5.0

億元。因此,2002 年在澳門之直接投資錄得流入淨值為 25.7 億元。

在2002 年,外來直接投資者從本澳的投資中獲得 32.2 億元的收益,而本澳企業向

境外進行直接投資而賺取的收益則為6 800 萬元,較 2001 年分別增加了 9.0 億元及 1.1 億元。

1. 外來直接投資概況

2002 年擁有外來直接投資的企業數目較 2001 年增加 155 間,為 715 間,其中從事 非金融業673 間,金融業 42 間;全職員工總數為 29 629 人,當中有 27 930 人為本地居 民,佔總數94.3%。

以直接投資股本資本計算,外來直接投資企業總股本資本(包括本地及外來資金)為 100.5 億元,其中外來股本資本佔 61.7%,為 62.0 億元。若按行業劃分,金融業的外資 所佔比例最高,達86.6%。

1.1 外來直接投資累計總額

截至2002 年底,澳門共吸納的外來直接投資累計總額較 2001 年底增加 34.5 億元,

為272.3 億元,其中非金融業增加了 29.8 億元,金融業亦增加了 4.7 億元。

按行業分析,非金融業的直接投資累計總額為213.8 億元,佔累計總額 78.5%。其

中投資於文娛博彩及其他服務業高達 154.6 億元,較 2001 年增加 17.4 億元;其次為工 業,約29.1 億元。金融業之直接投資累計總額為 58.6 億元,較 2001 年上升 4.7 億元。

按投資者常居地分析,外來直接投資主要來自香港,累計總額為193.4 億元;其次

是中國大陸及葡萄牙,分別為 30.7 億元及 26.4 億元。至於美國的外來直接投資累計總

額,則由2001 年的 9 500 萬元,急增至 2002 年 3.9 億元,其年度變動最為突顯。

此外,非金融業的外來直接投資者主要來自香港,其直接投資累計總額為179.1 億

元,佔非金融業總額83.8%;而金融業的外來直接投資者則主要來自中國大陸,為 27.5

億元,佔金融業總額的46.9%。

1.2 外來直接投資流量

2002 年外來直接投資流量較 2001 年多出 17.8 億元,為 30.7 億元。其中以投放於文 娛博彩及其他服務業的金額最高,為14.8 億元,佔 48.4%;而金融業亦增加了 8 200 萬 元,為4.7 億元,佔總流量 15.4%。

按投資者常居地分析,2002 年所增加的外來直接投資主要來自香港,共 16.1 億元,

佔總額52.6%;其次為美國及中國大陸,分別為 3.7 億元及 2.7 億元。

1.3 外來直接投資收益

在2002 年,外來直接投資者從本澳共獲得收益 32.2 億元,較 2001 年的 23.2 億元

增加9.0 億元。按行業分析,從事文娛博彩及其他服務業的外來直接投資者所獲取的收

益達11.2 億元,佔總收益的 34.8%;其次是金融業與運輸倉儲及通訊業,分別為 8.3 億

元及6.2 億元。

按常居㆞分析,來自香港的外來直接投資者獲利最大,達20.4 億元。而來自葡萄牙

及㆗國大陸的直接投資者則分別獲利4.4 億元及 3.8 億元。㆖述 3 個國家/㆞區的投資者

從本澳獲得的收益都較2001 年有所增加,分別增加了 2.9 億元、1.7 億元及 1.4 億元。

境外直接投資

2.1 境外直接投資累計總額

截至2002 年底,參與境外直接投資的本澳企業有 34 間,較 2001 年底增多了 4 間。

企業在境外直接投資的累計總額為 37.4 億元,較 2001 年增加了 3.7 億元。投資地主要

集中在香港,累計總額為15.4 億元;其次為中國大陸及葡萄牙,分別為 10.7 億元及 5.9

億元。

按企業在澳門經營的行業分析,以經營非金融業的企業參與境外直接投資的佔絕大 部份,累計總額為36.0 億元,佔總額 96.4%;而金融業祇有 1.4 億元,佔總額的 3.6%。

2.2 境外直接投資流量

2002 年本澳企業在境外直接投資流量較 2001 年增加了 4.1 億元,為 5.0 億元,其

中有 3.9 億元是投資在中國大陸,佔總額 77.8%。此外,以經營工業的投資流量最高,

達3.3 億元;其次為批發及零售業,為 1.5 億元。

2.3 境外直接投資收益

整體而言,在2002 年澳門的企業在境外的直接投資收益淨值為 6 800 萬元,較 2001 年增加了1.1 億元。

說明 統計方法

直接投資統計是用作分析澳門與其他國家/地區經濟領域(地域)之間的直接投資狀 況。而澳門的釋義是指中華人民共和國澳門特別行政區,因此,澳門與中國大陸之間視 作兩個經濟領域,相互之間的直接投資會如同其他國家/地區一樣計算。

在直接投資統計中,有關交易時所採用的匯率是以交易當天的平均匯率進行折算。

再投資收益則以該年度最後一天的匯率折算。其他情況則以該年度的平均匯率計算。

由於資料提供者填報2002 年數據時,對 2001 年資料作出修訂,因此,刊物內關於

2001 年的數據亦作出了相應的調整。

統計單位

統計單位是以企業為單位,並根據商業及動產登記局所提供有關企業的股權資料,

以及統計暨普查局的“經濟單位檔案”匯總編制而成。在界定統計單位準則上,採用了

“經濟合作發展組織 (OECD)”的標準定義,可參考詞彙釋義“直接投資”。

統計範圍

本調查的統計範圍覆蓋澳門的主要行業,分別是澳門行業分類第一修訂版之C 大類

採礦業、D 大類製造業、E 大類水電及氣體生產供應業、F 大類建築業、G 大類批發零 售業、H 大類酒店業及飲食業、I 大類運輸倉儲及通訊業、J 大類之金融業及 O 大類之 文娛博彩及其他服務業。

統計期

2002 年的直接投資統計是搜集 2002 年 1 月 1 日至 2002 年 12 月 31 日之間的數據。

資料收集方式

本局將調查問卷郵寄給企業,然後會按下列兩種方式收集問卷:(1)待有關負責人填

妥後寄回本局;(2)本局派出調查員前往各企業及協助被訪者填寫問卷,並核對已填妥之 資料。

是次調查共覆蓋835 間企業,其中 47 間是屬於金融業。完成問卷的企業有 724 間,

另111 間企業因下列原因而被剔除:

牌照取消/結束營業 6 間

未能接觸 56 間

其他原因 49 間

詞彙釋義

居民:指某一經濟領域(地域)內以經濟利益中心為依歸的自然人或法人。居民可分為本 地居民及非本地居民。

本地居民:可以為下列其中一種:

i) 若為個人時,指在統計期間,不論該等人士的國籍或法律身份,只需已經或會 在某經濟領域(地域)居留至少十二個月,則該等人士便成為該經濟領域(地域) 的本地居民。

ii) 若為機構,指其主要營運地點在某一經濟領域(地域);若沒有實際的營運或生

產(例如控股公司),但在該經濟領域(地域)註冊,則亦屬該經濟領域(地域) 的本地居民。

非本地居民:指不符合本地居民定義之個人或機構。

直接投資:指一經濟領域(地域)之居民為獲取持久利益,兼且為 在管理方面具有影響 力而持有另一經濟領域(地域)企業的股權或權益。為便於統計,該居民所持

之企業股權比重通常被界定為10%或以上。是項投資包括:股本資本、再投

資收益及其他資本。股本資本是指在分行、附屬公司和聯營公司所持的股本;

再投資收益是指直接投資者在附屬公司及聯營公司所應佔而未獲股息形式派 發之未分發利潤,或從分行享有之未分發利潤;其他資本是指與有聯繫公司 或與母公司境外有聯繫公司之間的債務交易。

外來直接投資:指另一經濟領域(地域)之居民在澳門所作的直接投資。

境外直接投資:指澳門企業在另一經濟領域(地域)所作的直接投資。

直接投資累計總額:指直接投資金額之歷年滾存。

直接投資流量:指當年直接投資總值的增加或減少。若果當年外來直接投資流量為正 數,表示當年的外來直接投資有所增加,若為負數,則表示減少投資。

直接投資收益:指從直接投資所賺取的收益。包括已分發利潤、應佔的未分發利潤及企 業與有聯繫公司之間債務交易的利息。已分發利潤是指分派給直接投資 者的股息或分行利潤;未分發利潤是指除去已分發利潤的稅後盈利。債 務收益是直接投資者與有聯繫公司或與母公司境外有聯繫公司之間雙 向應付的債務利息。

直接投資者:指有進行直接投資之自然人、商業機構、公共機構或其他法人。

直接投資企業:指直接投資者所投資的企業。

企業:指單一的法律實體,具有組織自主權及擁有運用資源的決策權,在一個或多個地 點從事經濟活動。當不同的機構單位存在於同一地點,但只要每一個機構單位都 擁有自主權及獨立決策權時,每個機構單位都構成一個企業。

有聯繫公司:指企業之分行、附屬公司、聯營公司及母公司。

常居地:

i) 若為個人時,指在參考期間,於某一國家/地區已經或將會在該國家/地區居留

至少12 個月,則該國家/地區被視為該人士之常居地。

ii) 若為機構時,指該機構的主要營運地點;若該機構沒有實際的營運或生產(例

如控股公司),則指該機構的註冊國家或地區為常居地。

全職員工:指工作時間不少於企業對有關職級或職業所實行的正常工作時間之人士。

非本地員工:指在澳門企業工作少於12個月的非本地居民。

Resultados Globais

À semelhança do Inquérito às Empresas 2001, o âmbito do presente Inquérito relativo a 2002 abrangeu 8 principais actividades económicas do Território, incluindo Indústriaa; Construção; Comércio por Grosso e a Retalhob; Hotéis e Restaurantesc; Transportes, Armazenagem e Comunicações; Actividades Financeirasd e Actividades Culturais e Recreativas, Lotarias e Outros Serviçose.

No final do ano 2002, o valor do stock do investimento do exterior em Macau foi de 27,23 mil milhões de Patacas, enquanto que o stock do investimento directo de Macau no exterior foi de 3,74 mil milhões de Patacas, assinalando aumentos em relação a 2001, de 3,45 mil milhões e 370 milhões de Patacas, respectivamente.

Em termos de ramo de actividade, a maior parte do investimento directo do exterior em Macau foi aplicada em Actividades Culturais e Recreativas, Lotarias e Outros Serviços, que totalizou 15,46 mil milhões de Patacas, seguindo-se as Actividades Financeiras e a Indústria, que se destacaram com 5,86 mil milhões e 2,91 mil milhões de Patacas, respectivamente, traduzindo aumentos de 1,74 mil milhões, 470 milhões e 13 milhões de Patacas, respectivamente, quando comparados com os do ano 2001.

Através da análise relativa à residência habitual dos investidores directos do exterior, verifica-se que os provenientes de Hong Kong investiram mais significativamente em Macau, atingindo 19,34 mil milhões de Patacas, representando um aumento de 2,53 mil milhões de Patacas em relação ao ano 2001. A seguir, encontram-se os da China Continental e de Portugal, com 3,07 mil milhões e 2,64 mil milhões de Patacas, respectivamente.

No ano 2002, o investimento directo do exterior absorvido pelas empresas de Macau registou um aumento de 3,07 mil milhões de Patacas, provenientes de Hong Kong (1,61 mil milhões de Patacas) e os Estados Unidos da América (370 milhões de Patacas). O investimento directo de Macau no exterior foi de 500 milhões de Patacas, sendo o saldo líquido dos fluxos de investimento entrado e saído de 2,57 mil milhões de Patacas.

Os investidores directos do exterior alcançaram em Macau no ano 2002 um rendimento de 3,22 mil milhões de Patacas, enquanto que o rendimento de investimento directo de Macau no exterior foi de 68 milhões de Patacas, representando aumentos de 900 milhões e 110 milhões de Patacas, respectivamente, relativamente a 2001.

Investimento directo do exterior em Macau

1. Movimento do investimento directo do exterior em Macau

Em 2002, o número de empresas que detêm investimento directo do exterior em Macau foi de 715 (+155 empresas), das quais 673 pertenciam a Actividades Não Financeiras e 42 a Actividades Financeira. Foram empregues 29 629 trabalhadores a tempo completo, dos quais 27 930 eram trabalhadores residentes, representando 94,3% do total.

O capital social das empresas com investimento directo (incluindo o capital social local e do exterior) foi de 10,05 mil milhões de Patacas, das quais 6,20 mil milhões eram capital social de investidores externos, representando 61,7% do capital social total. Em termos de ramo de actividade, as actividades financeiras possuem o maior peso do capital social do exterior, atingido 86,6%.

1.1 Stock do investimento directo do exterior em Macau

No final de 2002, o stock do investimento directo do exterior em Macau, atingiu 27,23 mil milhões de Patacas, aumentando 3,45 mil milhões em relação a 2001, das quais 2,98 mil milhões de Patacas foram injectadas nas Actividades Não Financeiras e 470 milhões nas Financeiras.

Em termos de ramo de actividade económica, o stock de investimento directo do exterior em Macau nas Actividades Não Financeiras foi de 21,38 mil milhões de Patacas, ocupando 78,5% do total. O stock das Actividades Culturais e Recreativas, Lotarias e Outros Serviços foi de 15,46 mil milhões de Patacas, verificando um aumento de 1,74 mil milhões de Patacas em relação a 2001. A seguir, destacou-se, a Indústria com 2,91 mil milhões de Patacas. O stock das Actividades Financeiras atingiu 5,86 mil milhões de Patacas, observando um aumento de 470 milhões de Patacas quando comparado com o ano transacto.

Na análise relativa à residência habitual do investidor, o investimento directo do exterior em Macau é, principalmente, proveniente de Hong Kong, atingindo acumulativamente 19,34 mil milhões de Patacas, seguindo-se da China Continental e Portugal, que possuem, respectivamente, 3,07 mil milhões e 2,64 mil milhões de Patacas. Quanto ao Stock do investimento directo dos Estados Unidos da América em Macau, aumentou acentuamente de 95 milhões em 2001 para 390 milhões de Patacas em 2002.

No entanto, os investidores directos do exterior em Macau nas Actividades Não Financeiras eram principalmente provenientes de Hong Kong, sendo o Stock do investimento directo respectivo de 17,91 mil milhões de Patacas, representando 83,8% do total. Os investidores directos do exterior em Macau das Actividades Financeiras eram principalmente oriundos da China Continental, com o respectivo Stock do investimento directo de 2,75 mil milhões de Patacas, representando 46,9% do total.

1.2 Fluxo do investimento directo do exterior em Macau

Em 2002, o valor líquido do fluxo do investimento directo do exterior em Macau foi de 3,07 mil milhões de Patacas, verificando um aumento de 1,78 mil milhões de Patacas em relação ao ano 2001, registando Actividades Culturais e Recreativas, Lotarias e Outros Serviços, o valor mais elevado dos investimentos, 1,48 mil milhões de Patacas, ocupando 48,4% do total.

Observou-se ainda um acréscimo de 82 milhões de Patacas nas Actividades Financeiras, atingindo 470 milhões de Patacas o que representou 15,4% do total.

Em termos de residência habitual dos investidores, o investimento directo de 2002 foi proveniente principalmente de Hong Kong, com 1,61 mil milhões de Patacas (52,6% do total), seguindo-se os Estados Unidos da América com 370 milhões de Patacas e a China Continental com 270 milhões de Patacas.

1.3 Rendimento do investimento directo do exterior em Macau

Em 2002, os investidores directos do exterior em Macau alcançaram o rendimento total de 3,22 mil milhões de Patacas, assinalando um aumento de 900 milhões de Patacas comparativamente ao registado no ano anterior (2,32 mil milhões de Patacas). Em termos de ramo de actividade económica, os investidores directos do exterior em Macau das Actividades Culturais e Recreativas, Lotarias e Outros Serviços, alcançaram níveis mais elevados de rendimento, atingindo 1,12 mil milhões de Patacas, ou seja 34,8% do total. Seguem-se as Actividades Financeiras e os Transportes, Armazenagem e Comunicações, com 830 milhões e 620 milhões de Patacas, respectivamente.

Em termos de residência habitual do investidor externo, a maior parte do rendimento pertence aos investidores de Hong Kong, com 2,04 mil milhões de Patacas, registando um

2.1 Stock do investimento directo de Macau no exterior

No final de 2002, as empresas de Macau que possuiam investimento no exterior foram 34, mais 4 unidades em relação ao ano 2001. O stock do investimento directo de Macau no exterior, foi de 3,74 mil milhões de Patacas, verificando um aumento de 370 milhões de Patacas. A maior parte deste investimento foi realizada em Hong Kong, totalizando 1,54 mil milhões de Patacas, seguindo-se na China Continental, com 1,07 mil milhões e Portugal, com 590 milhões de Patacas.

Analisando o stock do investimento directo de Macau no exterior, por ramo de actividade económica das empresas em Macau, verificou-se que a maior parte deste stock foi aplicado nas Actividades não Financeiras, com 3,60 mil milhões de Patacas, ou seja, 96,4% do total. Foi aplicado apenas 140 milhões de Patacas nas Actividades Financeiras, ou seja, 3,6% do total.

2.2 Fluxo do investimento directo de Macau no exterior

Em 2002 o fluxo do investimento directo de Macau no exterior foi de 500 milhões de Patacas, traduzindo um aumento de 410 milhões de Patacas relativamente ao ano anterior. Dos quais, 390 milhões de Patacas foram investidas na China Continental, ou 77,8% do total. A maior parte do fluxo de investimento teve origem em empresas em Macau do sector Indústria foi de 330 milhões de Patacas, seguindo-se o Comércio por Grosso e a Retalho com 150 milhões de Patacas.

NOTAS EXPLICATIVAS

NOTA METODOLÓGICA

As Estatísticas do Investimento Directo foram realizadas com o propósito de analisar a situação de investimentos directos ocorridos entre Macau e outras áreas económicas (territórios).

Entende-se Macau como a Região Administrativa Especial de Macau, pertencente à República Popular da China. Portanto, Macau e a República Popular da China são, portanto, consideradas duas áreas económicas distintas, sendo os investimentos directos ocorridos entre estas duas áreas, classificados como operações entre Macau e outros países ou territórios.

Nestas estatísticas, a taxa de câmbio utilizada na transacção é calculada de acordo com a taxa média que se obtém no dia da transacção. A taxa de câmbio do lucro de reinvestimento é calculada de acordo com a taxa do último dia do ano. A taxa média do ano é utilizada nas outras situações.

Devido às rectificações efectuadas pelos fornecedores da informação primária nos dados de 2001, aquando do preenchimento dos dados relativos ao ano 2002, pelo que os elementos relativos a ano 2001 constantes nesta publicação foram ajustados.

UNIDADE ESTATÍSTICA DE OBSERVAÇÃO

As unidades estatísticas foram elaboradas de acordo com o capital social registado das empresas na “Conservatória dos Registos Comercial e de Bens Móvel”, bem como o “Ficheiro de Agentes Económicos (FAE) ” da Direcção dos Serviços de Estatística e Censos (DSEC). Na selecção de unidades estatísticas, adoptou-se o critério de Organização de Cooperação e Desenvolvimento Económico (vide o conceito do “Investimento Directo” ).

ÂMBITO

O presente Inquérito abrange as principais actividades económicas abrangidas nas secções C-Indústrias Extractivas, D-Indústrias Transformadoras, E-Produção e Distribuição de electricidade, gás e àgua, F-Construção, G-Comércio por Grosso e a Retalho, H-Hotéis, Restaurantes e Similares, I-Transportes, Armazenagem e Comunicações, J-Actividades Financeiras, e O-Actividades Culturais e Recreativas, Lotarias e Outros Serviços da Revisão 1 da Classificação das Actividades Económicas de Macau (CAM).

PERIODICIDADE ESTATÍSTICA

O Inquérito recolheu dados relativos ao investimento directo desde 1 de Janeiro de 2002 até 31 de Dezembro de 2002.

MÉTODO DE RECOLHA

Os questionários foram enviados pelo correio às empresas. Posteriormente, foram recolhidos de uma das seguintes maneiras: 1. Por correio para a Direcção dos Serviços de Estatística e Censos (DSEC) após o preenchimento do questionário pelo inquirido; 2. Recolha de questionários por agentes da DSEC que visitaram os inquiridos prestaram o devido apoio no preenchimento de questionários, e após terem procedido à verificação dos mesmos.

As unidades observadas foram 835 empresas, das quais 47 empresas pertenciam a Actividades Financeiras. As empresas que completaram o questionário foram 724, e as restantes 111 foram excluídas pelas razões abaixo mencionadas:

CONCEITOS

Residente

Pessoa singular ou pessoa colectiva com interesse económico numa área económica (território).

Divide-se em residente local e residente externo.

Residente local:

i) Se é um indivíduo - Considera-se residente local duma área económica (território), independentemente da sua nacionalidade ou situação jurídica, quando o mesmo permaneceu ou irá permanecer nesta área económica (território) pelo menos 12 meses, relativamente ao período de referência.

ii) Se é uma empresa - Considera-se residente local duma área económica quando a mesma exerce predominantemente a sua actividade nessa área económica (território); ou embora a mesma não exerce efectivamente actividade económica, mas se encontra registada nessa área económica (território), por exemplo: sociedade “holding”.

Residente externo

É o indivíduo ou a empresa que não reúne condições para ser incluído no conceito de “Residente local”.

Investimento directo

Aplica-se aos residentes duma área económica (território) que, para obterem interesses permanentes ou deterem poder de decisão na área de gestão, possuem participação ou interesses em empresas doutra área económica (território). Para facilitar o tratamento estatístico, o peso de participação que os residentes acima mencionados detêm é delimitado, geralmente, em igual ou superior a 10%. O investimento directo inclui: o capital, o lucro de reinvestimento e outro capital. O capital é a participação detida em sucursais, sociedades filiais ou sociedades participadas; o lucro de reinvestimento é o lucro não distribuído (detido mas não distribuído sob a forma de dividendo) do investidor que investe directamente em sociedades filiais ou sociedades participadas; outro capital inclui obrigações de outras sociedades relacionadas.

Investimento directo do exterior em Macau

Considera-se investimento directo do exterior em Macau todo o investimento directo feito em Macau por residentes de outro território económico.

Investimento directo de Macau no exterior

Considera-se investimento directo de Macau no exterior todo o investimento directo feito por empresas de Macau noutro território económico.

Stock de investimento directo

Acumulação do stock de investimento directo dos anos anteriores.

Fluxo do investimento directo

Refere-se ao aumento ou à diminuição do investimento directo total no ano de referência. Por exemplo: se o fluxo de investimento directo for positivo, significa um aumento de investimento em Macau, se for negativo, significa uma diminuição de investimento em Macau.

Rendimento de investimento directo

São as receitas provenientes do investimento directo que incluem o lucro distribuído, o lucro detido mas não distribuído e os juros de obrigações entre a empresa e outras sociedades. Os lucros distribuídos referem-se aos dividendos ou lucros de sucursais distribuídos aos investidores directos. Os lucros não distribuídos referem-se a rendimentos deduzidos de lucros distribuídos e de impostos. As receitas das obrigações referem-se a juros de obrigações que devem ser pagos entre o investidor directo e a sociedade participada ou a sociedade participada da sociedade-mãe.

Investidor directo

Pessoas singulares, sociedades comerciais, entidades públicas e outras entidades com personalidade jurídica que realizaram investimento directo.

Empresa de investimento directo

É a empresa em que o investidor directo investiu.

Empresa

É uma única unidade jurídica, dotada de autonomia de organização e de decisão na afectação dos recursos às suas actividades de produção, exercendo actividades económicas, num ou em vários locais. Sempre que no mesmo local existam entidades institucionais diferentes, dotadas portanto de autonomia e de decisão própria, cada uma destas entidades constitui uma empresa.

Sociedades interligadas

Incluem-se sucursal, sociedade filial, sociedade participada e sociedade-mãe da empresa.

Local de residência

i) Se o investidor fôr uma pessoa singular, o local de residência é o país/território de residência onde este permaneceu ou permanecerá durante os últimos ou próximos doze meses no período de referência.

ii) Se o investidor for uma entidade colectiva, o local de residência é o sitio, onde a empresa exerce a sua actividade económica principal. Se a mesma empresa não tiver actividade económica ou produção (por exemplo: sociedade “holding”), considera-se o local de residência o lugar onde se encontra registada.

Analysis of results

S UMMARY FINDINGS

Coverage for Enterprise Survey 2002 was similar to 2001, which included eight of the main industries of Macao; namely Industrial Productiona; Construction; Wholesale & Retailb; Hotels &

Restaurantsc; Transport, Storage & Communications; Financial Services d; and Cultural, Recreational, Gambling & Other Servicese.

At the end of 2002, stock of foreign direct investment in Macao amounted to MOP 27.23 billion, whereas stock of outward direct investment invested by Macao enterprises was MOP 3.74 billion. An increase of MOP 3.45 billion and MOP 0.37 billion compared with 2001.

Analyzed by industry, foreign direct investment attracted to Macao was invested mainly in Cultural, Recreational, Gambling & Other Services, with MOP 15.46 billion; followed by Financial sector, with MOP 5.86 billion and Industrial Production, with MOP 2.91 billion, which represented increases of MOP 1.74 billion, MOP 0.47 billion and MOP 13 million respectively.

Analyzed by investors’ place of usual residence, the majority of Macao’s foreign direct investment came from Hong Kong, stock amounted to MOP 19.34 billion, an increase of MOP 2.53 billion compared with 2001. Followed by investors from Mainland China and Portugal, with MOP 3.07 billion and MOP 2.64 billion respectively.

In 2002, Macao absorbed a total of MOP 3.07 billion foreign direct investment, this new investment mainly came from Hong Kong and the United States, which increased by MOP 1.61 billion and MOP 0.37 billion. Alternatively, outward direct investment by Macao enterprises also increased by MOP 0.5 billion. Hence, the net inflow of foreign direct investment to Macao valued at MOP 2.57 billion in 2002.

Foreign direct investment income earned by investors was MOP 3.22 billion in 2002; at the same time, direct investment income earned by Macao enterprises from outward direct investment was MOP 68 million, up by MOP 0.9 billion and MOP 0.11 billion compared to 2001.

Foreign direct investment 1. Overview

In 2002, there were 715 foreign direct investment enterprises in Macao, soared by 155 enterprises compared with 2001. Among them, 673 were enterprises engaged in the Non-financial sector and 42 were in the Financial sector; number of full-time workers was 29,629 and 27,930 (94.3%) of them were resident workers.

Analyzed by equity capital, total equity capital of all the foreign direct investment enterprises amounted to MOP 10.05 billion, of which foreign direct investment equity capital accounted for MOP 6.2 billion (61.7%). In terms of industry, the Financial sector had the highest percentage share (86.6%) of foreign direct investment equity capital.

1.1 Stock of foreign direct investment

At the end of 2002, stock of foreign direct investment to Macao was MOP 27.23 billion, up MOP 3.45 billion compared with 2001, of which the Non-financial sector had an increase of MOP 2.98 billion, while the Financial sector showed an increase of MOP 0.47 billion.

Analyzed by industry, stock of foreign direct investment in the Non-financial sector was MOP 21.38 billion (78.5% of the total). The highest proportion was invested in Cultural, Recreational, Gambling & Other Services, with MOP 15.46 billion, equivalent to an increase of MOP 1.74 billion compared with 2001; followed byIndustrial Production, with MOP 2.91 billion. Stock of foreign direct investment in the Financial sector was MOP 5.86 billion, grew MOP 0.47 billion over 2001.

Analyzed by investors’ place of usual residence, a significant portion of foreign direct investment stock came from Hong Kong, with MOP 19.34 billion; followed by Mainland China and Portugal, with MOP 3.07 billion and MOP 2.64 billion respectively. Stock of foreign direct investment from the United States showed an outstanding increase, from MOP 95 million in 2001 to MOP 0.39 billion in 2002.

Besides, stock of foreign direct investment in the Non-financial sector were mainly from Hong Kong, totalled at MOP 17.91 billion (83.8% of total in the Non-financial sector). Stock of foreign direct investment in the Financial sector came mainly from Mainland China, with MOP 2.75 billion (46.9% of total in the Financial sector).

1.2 Foreign direct investment flows

In 2002, foreign direct investment flows amounted to MOP 3.07 billion, which represented an increase of MOP 1.78 billion over 2001. Among all industries, Cultural, Recreational, Gambling &

Other Services took up the largest proportion, with MOP 1.48 billion (48.4%);

1.3 Foreign direct investment income

In 2002, foreign direct investment income earned by direct investors totalled at MOP 3.22 billion, grew MOP 0.9 billion compared with MOP 2.32 billion in 2001. Analyzed by industry, foreign direct investment income generated from Cultural, Recreational, Gambling & Other Services amounted to MOP 1.12 billion (34.8% of the total); followed by the Financial sector and Transport, Storage & Communications, with MOP 0.83 billion and MOP 0.62 billion respectively.

Analyzed by investors’ place of usual residence, Hong Kong investors took the largest share, with MOP 2.04 billion. Meanwhile, investors from Portugal and Mainland China shared MOP 0.44 billion and MOP 0.38 billion respectively. In 2002, foreign direct investment income for investors from the above-mentioned countries/territories increased by MOP 0.29 billion, MOP 0.17 billion and MOP 0.14 billion respectively, over 2001.

2.1 Stock of outward direct investment

At the end of 2002, there were 34 enterprises of Macao that had outward direct investment, increased by 4 enterprises over 2001. Stock of outward direct investment totalled at MOP 3.74 billion in 2002, increased by MOP 0.37 billion compared with 2001. Investment went mainly to Hong Kong, with MOP 1.54 billion, followed by Mainland China and Portugal, with MOP 1.07 billion and MOP 0.59 billion respectively.

Analyzed by industry of the Macao enterprises, the majority of them were engaging in the Non- financial sector, stock of outward direct investment amounted to MOP 3.60 billion (96.4% of the total); whereas those engaging in the Financial sector invested only MOP 0.14 billion (3.6% of the total).

In 2002, outward direct investment flows by Macao enterprises increased by MOP 0.41 billion compared with 2001, to MOP 0.5 billion, among which MOP 0.39 billion were invested in Mainland China, (77.8% of the total). Besides, Macao enterprises engaging in the Industry Production had the

Explanatory Notes

S TATISTICAL METHODOLOGY

Direct Investment Statistics provide information in analyzing the direct investment profile between Macao and other countries or economic regions (territories). Macao stands for the Macao Special Administrative Region of the People’s Republic of China. Therefore, Macao and Mainland China are considered as two economic territories; direct investment between them will also be counted in Direct Investment Statistics.

In Direct Investment Statistics, the exchange rate applied to a trading transaction refers to the average rate of the trading day; for reinvested earnings, it refers to the exchange rate on the last day of the year. For all other cases, an annual average rate is applied.

In this publication, data on 2001 have been rectified based on the adjustments provided by the survey respondents.

Survey Unit

The survey unit was compiled according to information on the equity capital of the enterprise registered in the Commerce and Movable Property Registry, supplemented with information on

“Frame of Economic Units” of the Statistics and Census Service. The criterion used in defining a survey unit is based on the “Benchmark Definition of Foreign Direct Investment” of the Organization of Economic Co-operation and Development. Please refer to the definition of “Direct Investment” in Glossary.

Survey Coverage

The survey covered the main industries in Macao, according to the “Classification of Economic Activities of Macao, Rev. 1”, they include the following Sections:

The reference period for information sought by Direct Investment Statistics referred to 1 January 2002 to 31 December 2002.

D ATA C OLLECTION

Questionnaires and comprehensive instruction notes were mailed to the enterprises, which would be collected in the following ways; viz. (1) Respondents could submit their completed questionnaires to us by post. (2) Our enumerators would visit the enterprises to assist them in filling out the questionnaires and verify all information given.

Enterprise Survey 2002 included 835 enterprises, among which 47 enterprises were engaged in the financial sector. Finally, 724 enterprises had completed the questionnaires while 111 were disregarded due to the following reasons:

Glossary

Resident

Refers to individual or institutional unit who has a centre of economic interest within a certain economic territory (region). It is classified into local resident and non-resident.

Local resident

i) For individual investor, this refers to a person who has lived or intends to live in Macao for at least twelve months during the reference period. In this case, nationality or legal identity is not a matter of concern.

ii) For institutional investor, this refers to an enterprise that operates or engages in production in Macao. For an enterprise that does not actually operate or engage in production (e.g.

holding company), if it is legally incorporated in Macao, it is also considered as a resident investor.

Non-resident

Refers to individual or institutional unit who does not meet the criterion of “Local resident ” as described above.

Direct investment

Refers to an investment made by a resident entity in one economy with the objective of obtaining a lasting interest and a significant degree of influence on the management of an enterprise resident in another economy. For statistical purposes, the guideline of ownership is determined at 10% or more of the ordinary share or voting Stock in the enterprise. This type of investment includes equity capital, reinvested earnings and other capitals. Equity capital includes capital of branches, subsidiaries and associates. Reinvested earnings consist of the investors’ share of total profits earned by company, its subsidiaries and associates but were not distributed as dividends. Other capitals include inter- company debts between the direct investors and affiliates or the affiliates of parent company outside Macao

Foreign direct investment (FDI)

Refers to direct investment made in Macao by residents of another economic territory (region).

Outward direct investment

Refers to direct investment made by Macao enterprises in another economic territory (region).

Refers to the accumulated value of direct investment over the past years.

Direct investment flows

Refer to the increase or decrease in foreign direct investment during the reference year. For instance, positive FDI flows represent increase in foreign direct investment while negative flows indicate decrease in investment.

Direct investment income

Refers to the earnings received from direct investment, including distributed profits, share of undistributed profits and interests from inter-company debts. Distributed profits refer to dividends or earnings by branch payable to direct investors. Undistributed profits refer to profits after deduction of distributed profits and tax. Interests from inter-company debts refer to the interest payable between direct investors and affiliates or the affiliates of parent company outside Macao, and vice-versa.

Direct investor

Refers to an individual, commercial enterprise, public institution and other institutional unit that carries out direct investment.

Direct investment enterprise

Refers to an enterprise in which direct investors have invested.

Enterprise

An enterprise is a legal entity that has the power to possess and manage property, receipt and deposition of income in one or more locations. If one or more institutional units co-exist in a single location but each has its own autonomy in making decisions, each of them constitutes an enterprise.

Affiliate company

Refers to branch, subsidiary, associate and parent company of an enterprise.

Place of usual residence

i) For individual investor, this refers to the country or region where the investor has lived or intends to live for at least twelve months during the reference period.

ii) For institutional investor, this refers to the country or region where it normally operates.

For an enterprise that does not actually operate or engage in production (e.g. holding company), place of usual residence refers to the country or region where it is legally incorporated.

Full-time employee

Refers to employee who compiles with the normal working hours established by an enterprise for a particular position or job.

Non-resident employee

Refers to non-resident worker who has worked for less than 12 months in an enterprise in Macao.
