Hong Kong Commodity Classification System to undergo major amendment in 2022 香港貨物分類制度於2022年作出主要修訂
The Hong Kong Imports and Exports Classification List (Harmonized System) (HKIECL) 2017 Edition, which is used for import and export declaration purpose, will undergo major amendment as from 1 January 2022.
The HKIECL is prepared based on the Harmonized Commodity Description and Coding System, or Harmonized System (HS), which is designed by the World Customs Organization (WCO). Hong Kong has adopted the HS in full since 1992.
In 2019, the WCO recommended 351 sets of amendments to the HS.
An additional 42 sets of amendments were further recommended by the WCO in 2020. To ensure that Hong Kong’s commodity classification system continues to be compatible with those of its major trading partners, Hong Kong will implement all these 393 sets of amendments with effect from 1 January 2022.
The amendments mainly relate to the agricultural sector, chemical sector, wood sector, textile sector, base metal sector, machinery sector and transport sector. The summary of changes to the HKIECL and the HKHS correlation tables can be downloaded from the website of the Census and Statistics Department (www.censtatd.gov.hk/
en/page_1364.html) as from mid-November 2021.
It is a legal requirement for every person in Hong Kong to lodge accurate and complete declarations within 14 days after the importation and exportation of goods. Import and export declarations for shipments on or after 1 January 2022 must be completed in accordance with the 2022 Edition of Classification List.
用作進出口報關用途的「香港進出口貨物分類表（協調制度）
2017 年版」將進行主要修訂，並於 2022 年 1 月 1 日起實施。
香港進出口貨物分類表是根據世界海關組織所制定的「貨物名 稱及編號協調制度」（簡稱「協調制度」）編製而成的。香港已於 1992 年全面採用協調制度。
在2019年，世界海關組織對協調制度作出351項的修訂，及後 於2020年則作出額外42項修訂。為了使香港的貨物分類制度能 繼續與主要貿易夥伴一致，香港將於2022年1月1日起全面實 施這共393項的修訂。
修訂主要涉及農業部分、化學產品部分、木材部分、紡織原料 部分、賤金屬部分、機械部分及運輸設備部分。香港進出口貨 物分類表的修訂摘要及受影響貨物編號的對照表， 可於2021 年11月 中 開 始 在 政 府 統 計 處 網 站(www.censtatd.gov.hk/tc/
page_1364.html) 下載。
法律規定所有進出口人士必須在貨物進出口十四天內遞交一份 資料準確及齊備的報關單。就2022年1月1日或以後進出口貨 物遞交的報關單，必須按照2022年版的分類表填報。
